·        Obama birth issue raised by 3 Arizona electors   AZ_ELECTORAL_COLLEGE
·        Message from LD13 Chairman Dr. Robert Branch: I am in agreement with whatPresident Obama said. Today, as we mourn the senseless loss of so many innocent children and teachers in Connecticut, I must say that I am in agreement with President Obama when he addressed the nation and said, “We are going to have to come together and take meaningful action to prevent more tragedies like this regardless of the politics.”
This is why I am calling on my Republican friends to contact their Congressman, State Representatives, State Senators, and Governors, and ask them to please, “regardless of the politics”, bring the teachings of God back into the public school classroom.
One of the reasons why these heinous acts are happening is that we kicked God out of our schools, and we have now raised three generations without His teachings in their daily lives. We have these kids believing that they are nothing more than animals in the evolutionary chain. The media talks about fiscal cliffs, the end of America, a President that lies; and in addition, Primetime TV is airing shows about all forms of depravity, including sex with animals; while at the same time, States are making drugs legal. We are not teaching morals.
These young people are taking lives for they do not know God, and they do not know about their immortal soul. What they do know is that they will be world news headlines and that for weeks, months, and years their names will live in the 24 hour news media.
Now we reap what we soweth since the early 1960s.“Be not deceived; God is not mocked: for whatsoever a man soweth, that shall he also reap” (Galatians 6:7, KJV).
So let’s get together as a nation, regardless of politics, and say in one loud voice: Bring Back God into our schools. Bring back the Golden Rule, bring back the 10 Commandments, and bring back morality. Let our children know that each one of them has a meaning and purpose in life, and please let them know about God’s grace, and family values.
I know that Obama, who invoked God and Jesus many times in tonight’s address, will not fight to bring back God into the classroom for he will use this tragedy along with all of these tragedies to enact gun control laws, but you and I know that gun control makes as much sense as “blaming a dog’s teeth for the dog biting you.” The presence of a gun is not the reason why these young people are killing in this fashion.  You and I know that we need to address the reasons, not the weapon.
Join with me in asking our elected officials to please strengthen our First Amendment rights and let us bring God back into our lives, into our schools, and into our children.
Let us mourn as a nation, and as we pray to God for comfort, let us ask Him to give us the strength, as a nation, to let Him back into our schools. Please share this with others.

·        Update To AZGOP Tom Morrissey’s Letter On “Opening Meeting Laws” Printed Yesterday.  After further review and analysis I am forwarding this as an update from Lee Miller which supersedes my previous letter regarding Legislative District and County organizational meetings.
1.    The membership of a county committee consists of every PC in the county. ARS 16-821.A
2.    Only a PC elected on the August ballot is permitted to vote in an organizational meeting. ARS 16-821.B A PC that filed to appear on the August ballot but was instead appointed a PC when the BOS canceled the PC election is deemed an “elected” PC. ARS 16-822.B Note that PCs subsequently appointed may be nominated and win office, those individuals simply cannot make a motion or participate in the voting. AZ AG Opinion 85-003. 
3.    Organizational meetings are functions of state law. The agenda at an “organizational meeting” should be limited to electing the statutory officers and state committee members.
4.    The Republican Party has through its bylaws allowed for PCs to participate in an organizational meeting via proxy. ARS 16-828. The form of proxy is printed in the Party bylaws. For purposes of a county meeting a proxy may only be carried by a PC that resides in the same precinct as the proxy giver. ARS 16-828.A.2 Proxies given for a state meeting may be carried by a PC that resides in the same county as the proxy giver. ARS 16-828.A.1. State law requires proxies to be attested to be either a notary or two witnesses. It is up to the notary or witnesses to decide in good conscience if they will sign off on a proxy that contains blanks. 
5.    All State and County meetings are also governed by bylaws in addition to state law. Where there is a conflict between a bylaw and a statute the statute prevails. There are no statutory requirements for quorums at organizational meetings. There is a requirement for the outgoing chair to give notice of the time and place or a county or state organizational meeting. ARS 16-824.B. So, when the noticed date and time arrives the organizational meeting is called to order and those who are present either in person or proxy shall vote for officers and state committee members, regardless whether a “quorum” exists. This ensures that every county has their state committee members in place to receive notice of the state organizational meeting.
6.    The State Party has been asked for further information on accommodating members of the public that may wish to observe the election of the chair, first and second vice chairs, secretary and treasurer of a LD or County Party committee. A modest number of chairs for members of the public may be set aside in a location that is separate from the seating arrangements for voting members of the body. The public is strictly limited to observing the limited officer election proceedings. The public is limited to observing the proceedings with their eyes and their ears and that is all.  Public participation may be limited to the available number of seats. The chairman may also choose to prohibit anyone from using recording equipment. Individuals should conduct themselves as if they were observing a court of law. Persons that do not maintain that level of decorum may be removed from the meeting.
7.    Every PC has a statutory right to participate in the organizational meeting or meeting to fill a legislative vacancy. Those are the only two instances where such rights exist. County and LD committees are free to adopt bylaws that terminate a PCs right to participate in any other activity of the committee. This is one of the principal reasons we encourage county and LD committees to have no other business on their organizational meeting agenda.
