According to Rapecki, Agenda-21 calls for very intrusive governmental controls over all-land use and private property owners.  It is assumed by faceless boards and agencies contained within the Agenda-21 program that people are not good stewards of their land and the government will do a better job if it is in control – at all levels.  Individual rights are to give way to the needs of communities as determined by a globalist governing body not what was established by our Founding Fathers and the Constitution to which they gave their lives.  Agenda-21 further states that a major problem which needs to be corrected is the affluence of Americans.  This United Nations program, calls for lowering the standard of living for Americans so that the people in poorer countries will have more; a redistribution of wealth, and provisions are contained within this program to bring the United States into “social equity” with the poorer countries by our loss of economy, land, food and energy independence.
