6-4-13 MCRC Briefs

June 4, 2013
·        Today the Arizona Court of Appeals denied a request to block Arizona’s landmark education savings account program, leaving the accounts intact for the hundreds of Arizona families using them, according to Clint Bolick of the Goldwater Institute. The Arizona Court of Appeals is expected to rule on the case as a whole later this year, but today’s ruling paves the way for hundreds of additional children who will be using education savings accounts this fall. Education savings accounts make up a first-of-its-kind program that enables parents to use funds that would have been spent on children in traditional public school to tailor an education experience that meets a child’s unique needs. The program has been expanded from being available only to special-needs children to being available to children of active-duty military families, children adopted out of the foster system, and children in “D” and “F”-rated public schools. One in five Arizona families are now eligible, and this year, the state department of education received over 1,000 applications for the program. The Arizona Education Association and others suing the state over the program are arguing the accounts violate a state constitutional provision prohibiting the state from directing funds to private or religious schools. But last year, a superior court judge ruled that the program is constitutional because it does not distribute funds to private schools—instead, the program gives parents, not schools, the money to choose the education experience that fits their child best.

·        Gov Jan Brewer: Mourning A Fallen Arizona Serviceman, Lowering Flags in his Honor   “I am saddened to learn that a young Arizona hero has given his life in service to our nation. On Monday, U.S. Army 2nd Lt. Justin L. Sisson, 23, of Phoenix, was killed in the line of duty in Tsamkani, Afghanistan.  “Lt. Sisson was supporting Operation Enduring Freedom when his unit was struck by an improvised explosive device. He had been assigned to the 1st Battalion, 506th Infantry Regiment, 4th Brigade Combat Team, 101st Airborne Division (Air Assault), and was based at  Fort Campbell, Ky. Please keep Lt. Sisson and his family in your heartfelt prayers during this solemn time. Like so many of our brave service members, he laid down his life in the name of our freedom and security. To ensure his sacrifice was not made in vain, let us offer our most sincere gratitude to Lt. Sisson, his family and all of our men and women in uniform. As long as they continue to serve under the flag, and with God’s blessing, we will continue to enjoy a priceless gift: liberty. We must not take that for granted. In honor of Lt. Sisson, I have ordered that flags at all state buildings be flown at half-staff from sunrise to sunset on Wednesday, June 5, 2013. I will request that flags again be lowered on the day of his interment, for which services are pending.”
