·     Gov Jan Brewer: Praying For Oklahoma - “Our hearts ache today for the people of Moore, Oklahoma – especially the littlest victims of a massive tornado that left a path of destruction through the Heartland and struck multiple schools during the middle of afternoon classes. We know it may take days – perhaps weeks – to find the lost, rescue the trapped and aid the injured. Longer still will be the recovery for this community. But recover it will. That is the history of Moore, a town that knows perhaps better than any other the destructive power of these storms. I ask that Arizonans join me in praying for the victims of Monday’s tornado, and for the first responders and medical personnel who continue to do all they can to find the missing and aid the injured. Arizona stands ready to assist in any way necessary to help the people of Oklahoma and Governor Fallin, my dear friend, recover from this terrible storm.”

·        Tammy Patrick Is Among The List Of Appointees President Obama has announced he intends to name to the Presidential Commission on Election Administration. Patrick is currently a Federal Compliance Officer for the Maricopa County Elections Department in Arizona. In 2013, she became a voting member of the Institute of Electrical and Electronics Engineers’ working group on developing standards for a universal format for election results reporting. She is also a representative on the Mailer’s Technical Advisory Committee to the U.S. Post Office and serves as the co-chair of the Postal Task Force for the Election Center. She has previously served as a member of the Election Assistance Commission’s working group on Language Assistance for Unwritten Language, as an organizer of the 2007 Native American Voter Outreach Summit, and as a member of the Election Center’s National Task Force on Education and Training. Patrick received her B.A. from Purdue University. The Presidential Commission on Election Administration was created following President Obama’s State of the Union pledge to identify non-partisan ways to shorten lines at polling places, promote the efficient conduct of elections, and provide better access to the polls for all voters.
·        The JLBC Staff Reports Monthly To The Legislature On The Status Of General Fund revenue collections and other fiscal issues.  This report can be found on the following link:  www.azleg.gov/jlbc.htm.  Among the key points of the document:
ü  April General Fund revenues increased by 17% compared to the prior year.  This was due primarily to a 28% increase in Individual Income Tax.  April revenues were $140 million higher than forecast. 
ü  Year-to-date, base revenues are 5.6% higher than last year.  For the fiscal year total revenue collections are $168 million above forecast.
ü  Tempering our enthusiasm for the positive April numbers, is the following quote from JLBC (Joint Legislative Budget Committee), “An April windfall in Individual Income Tax collections had been anticipated.  Taxpayers were incentivized to shift income into tax year 2012 due to the expectation of the Bush-era tax cuts expiring, and the start of the Affordable Care Act income tax surcharges in 2013.  While expected, the April windfall was not built into the FY 2013-2016 economic forecast since it may only reflect a timing issue and not a net gain in multi-year revenue.  We will need to analyze more revenue data during the year to determine the long-term consequences of the April collections. “
ü  To date, General Fund revenues of $7.40 billion have been offset by $7.42 billion in spending.  As of mid-May, the Operating Fund balance for the state is $2.8 billion.
ü  The legislature projects a three-year window as part of its budgeting process.  The Senate considered and passed a budget last week, which will now go to the House.  Amendments passed by the Senate to the original version changed the 2016 projection from a negative $138 million to a positive $63 million.  No doubt the budget will be subject to further amendment consideration in the House. ·        The Ninth Circuit Court Of Appeals Overturned Today The Provision Within The CAP-Supported Mother's Health And Safety Act (HB 2036) that prohibited most abortions after 20 weeks. Sponsored by Senator Kimberly Yee, this bill was signed into law last year. "This ruling is not surprising nor am I discouraged at the prospects of this important law ultimately being upheld," said Cathi Herrod, president of Center for Arizona Policy. "The Ninth Circuit Court is historically one of the most overturned appellate courts in the nation. Based on the facts of this case, I am confident that this Court will be overturned once again." On July 30 2012, Federal District Court Judge James Teilborg upheld the constitutionality of the law based on the significant risks that abortion presents to the health and safety of the mother. Judge Teilborg also upheld the law because of the scientific data that proves preborn children can feel pain in the womb at this age. ·        A Single Political Appointee Should Not Be Entrusted With The Job Of Certifying Border Security for the United States, Attorney General Tom Horne told Senators John McCain and Jeff Flake in a letter yesterday. "Last week’s report from the Department of Homeland Security confirming that more than 600 immigration detainees released from federal custody in February were convicted criminals was outrageous, and shows the federal government’s lack of commitment to border security," Horne said."As Congress prepares to discuss immigration reform, I am very concerned about any language that gives the Secretary of Homeland Security sole authority to certify the border as secure. The current Secretary is well-known for her pronouncements that the border is ‘as secure as it’s ever been,’ but people who live and work along the border tell a different story. The border, especially at the Tucson Sector, is not secure, and for any one person based in Washington, D.C. to be given the sole authority to certify it as secure in any new immigration reform package is a mistake. I urge the Senate to include language that eliminates the certification role for this or any future D.H.S. Secretary and instead require a panel of local and state stakeholders in border states affected by these issues to objectively measure and certify border security."
