·       MCRC West Valley Office Must Vacate Location: To All MCRC West Office Volunteers: It is with deep regret I have to inform you that the MCRC West Office will have to permanently close its doors and vacate the premises no later than March 11, 2014.

I was contacted yesterday by Mr. Bruce Ash, Managing Partner Sun Shadows Shopping Center, informing me that due to refinancing and ownership issues with the Sun Shadows Shopping Center that occurred late last year, he will no longer be able to provide the Maricopa County Republican Committee (MCRC) office space at no charge. Mr. Ash extended an offer to rent us the current MCRC West Office space for approximately $2,104.38 + any applicable rental sales tax per month. Unfortunately, the MCRC cannot afford this type of monthly expense so it has been decided to permanently shut down the office. It’s unfortunate we have to take this action; however, it appears we have no other choice.

I have asked Roger Byg and Cheryl Campbell to supervise the closing of the office in conjunction with any volunteers that would be willing to help. I have started looking for

an inexpensive self-storage unit and post office box that are centrally located in The Valley in support of the closing.

Words cannot express my heartfelt appreciation to all of the MCRC West Office volunteers

who have given of themselves and worked tirelessly over the years. It is my understanding that thanks to Mr. Ash, there has been a MCRC Office in the West Valley for approximately six years. At $2,104.38 per month in rent, that is almost $152,000 in lost revenue to Mr. Ash and his partners. ·       Bills Affecting ‘Common Core’ will be heard at 8:30 am, Feb 20 by the Legislative Education Committee at the Capitol.


·       Bills Common Core Fighters Are Monitoring:

·       SB1153- The State Board of Education cannot adopt the Common Core Standards for English or Math- without a hearing in each Congressional District with public testimony from each district; without a fiscal cost analysis to implement these standards; the state shall withdraw from Partnership for Assessment of Readiness for College and Careers (PARCC) and provide a an assessment that provides a reliable and timely assessment of student performance; and cannot enter or renew and agreement with an "outside entity" to control curricular standards for our state. ·       SB1310- The State Board of Education may not adopt or revise curricular standards in a manner that would effectively implement the Common Core Standards. The state board shall withdraw from PARCC and shall select an existing national administered standardized test that is currently accepted as a high school achievement and college entrance exam. ·       SB1155- The governing board of a school district or the governing body of a charter school may opt out of any competency requirements or assessments that are based on the Common Core standards or assessments that are aligned with standards or assessment proposed by PARCC. (Bill_Number=SB1155)

·       SB1095- This state shall withdraw from the Partnership for Assessment of Readiness for College and Careers and may not implement the assessments aligned to the Common Core standards by that partnership. This state cannot enter or renew an agreement with any outside entity that develops academic standards and assessment for use in multiple state without approval, in writing, by the Speaker of the House and President of the Senate. ·       HB2316- Protects local education control and student privacy. The Department of Education may provide guidance and technical assistance to schools but may not require the adoption specific curricula or instructional approaches. Insures a 60 day public review process before a meeting is held where state academic changes are to be made, and these comments must be posted on Department of Education's website. Data collected on our students must meet state and federal laws which are designed to protect student privacy. This data cannot be shared with the federal government or vendors for the purpose of marketing or business development. (Bill_Number=HB2316)

·       SB1121- Prevents a school district or charter school from administering a standardized test during the 2014-2015, 2015-2016 and 2016-2017 school year if a passing score on that test is required for a student to graduate from high school.(Bill_Number=SB1121)

·       LD6 Rep Bob Thorpe asks that you review his bills/resolutions and contact your legislators with your opinions:

·       HCR2017 - Convention; amendments; balanced federal budget:  This resolution is a “postcard” to congress in order to convene an Article V convention of the states for proposing a Federal Balanced Budget Amendment. Two-thirds (34) of the states must send similar requests to congress before the states can have the convention and propose an amendment. Article V of the US Constitution gives both congress and the states the same exact authority, to “propose” amendments, and any proposed amendment must then be ratified by three-quarters (38) of the states.

·       HB2700 - Federal acquisition; state lands; monitoring : Under the Antiquities Act of 1906, over 6 million acres of state lands have been taken across the nation by the federal government. Under President Clinton alone, about 100,000 acres of Arizona land was taken in the 1990s. This bill would create an inventory of all the Arizona lands (and their values) taken since we became a state (1912), and would empower the AZ Attorney General to investigate the legitimacy of the takings, and to attempt to get lands returned to AZ, and to protect AZ lands from future federal takings.  Thorpe will be speaking with Congressman Gosar next week about how congress can help protect Arizona from future takings.

·       HB2699 - Endangered species programs; rescission; reimbursement: This bill would end threatened and endangered species programs in Arizona that were not initiated legally and in accordance with the requirements of the Endangered Species Act, such as the Mexican Gray Wolf program. It would require a vote of the legislature on all current and future programs and would require that the federal government establish a fund, under the control of the AZ Attorney General, for reimbursing individuals who have suffered losses due to these programs.

·       HB2698 - Air quality; particulates; cooperation prohibited:  This bill would end the cooperation of the ADEQ with the EPA in the PM-10 particulate monitoring program, but would allow the ADEQ to continue the program for use for and by Arizona if the director so chooses. The Clean Air Act is extremely vague about defining what PM-10 actually is, other than “…emissions of volatile organic compounds and PM–10 into the ambient air from paints, coatings, and solvents as a pollutant…”. For over forty years, the EPA has been forcing Arizona to track common, naturally occurring “dust” blown from the desert, and has withheld our federal highway funds whenever AZ has failed to convince the EPA that it was a natural dust event and not pollution. In order to comply with the EPA, Arizona cites, counties and private businesses are forced to use our scarce water resources to wet down dirt roads, fields, construction sites, etc.

·       HB2697 - Legislative appropriations; state; federal; monies:  This bill will take about two-thirds of the state appropriations ($16 billion), that are currently under the control of Governor Brewer, and place them and all appropriations under the control of the AZ legislature. This bill has been run before by other legislators, and each time Brewer has vetoed it.

·       HB2613 - Surveillance devices; limitations; violation:  This bill will require law enforcement agencies to have a valid search warrant when using an unmanned drone to watch and collect evidence on an individual or concerning private property, and would also make it a criminal trespassing offence when an individual used a personal drone to violate a neighbor’s privacy, for example, being a “Peeping Tom.” This is a 4th Amendment issue for protecting our citizens against “Illegal Search and Seizure.”

·       HB2612 - Fire suppression; federal reimbursement:  This bill will ensure that our Arizona fire agencies are reimbursed in a timely manner after working on federal assignments. Last year, some AZ fire agencies had to borrow money in order to cover budgets while waiting as long as 12-months for federal reimbursements.

·       HB2611 - Rescue operation personnel; limited liability:  This bill will protect our search and rescue volunteers from being sued by the victims that they rescued, which has occurred in other states. Our search and rescue volunteers are not paid, they purchase their own equipment and train and respond to searches on their own time, and now they are being forced to purchase liability insurance.


·       The Winter Range - The Biggest Cowboy Action Shoot Competition in the country, is scheduled from 8 am to 5 pm daily Feb 24-March 2 at Arizona Game and Fish Dept Ben Avery Range 9 (I-17 & Carefree Hwy) north of Phx. 769 shooters are signed up.
