Feb 26, 2014

"(Health care) unlike any other issue is one that is a very intimate subject in your life, and one that affects everyone equally.   It's not like issues which affect a region, affect a class, affect some ethnicity, this is everybody, and if you get 25 percent of the population saying they are worse off, what you're doing is you're throwing a dart at a map of the United States, and everywhere, a quarter of the population [..] have been personally hurt. When you're personally hurt, it affects a lot more than if you have a disagreement over policy."   --Dr. Charles Krauthammer.

·       LD9 Rep. Ethan Orr Is Sponsoring Legislation that will aid in the burial of veterans who after serving our country lose connection with their families and pass away without a proper burial.  House Bill 2332 outlines procedures for the verification and burial of the unclaimed cremated remains of a veteran, or a veteran’s eligible dependent.

One veteran organization that has helped inspire this legislation is the Missing in America Project (MIAP) Veterans’ Recovery Program. “MIAP is helping to provided peace and comfort to the families of lost soldiers,” Orr said. “This legislation will help MIAP and similar organizations give veterans and their families the honor, respect and dignity they deserve.”

Often funeral homes are reluctant to release information about unclaimed remains in their possession even to a veterans group because of the potential liability that could arise. Rep. Orr’s legislation will give funeral homes the ability to cooperate in the identification process of unclaimed remains in their possession, and then transfer those remains to an organization like MIAP for proper burial if the remains are a veteran. In the last seven years, MIAP has helped locate and bury more than 2,000 veterans in cemeteries designated for U.S. veterans throughout the United States. In Arizona MIAP has recovered 120 veteran remains and three veteran spouses. HB 2332 unanimously passed out of the committee on Public Safety, Military and Regulatory Affairs. It is scheduled to be heard in the House Committee of the Whole, Thurs, Feb. 27.

·       Rep. David Schweikert Chairman For The Subcommittee On Environment in the House, Science, Space, and Technology Committee supporting the Environmental Protection Agency (EPA) extension of comment period for Carbon Pollution Standard Rules: “I am happy to see the EPA has responded with respect toward the very industries their regulations will affect,” said Schweikert.“Extending the comment period shows me the EPA is considering more thoroughly the implications this rule has on not only our coal and natural gas industries, but also the manufacturing and construction behind these energy-intensive industries.”  In January, over seventy house members signed a letter requesting EPA Administrator Gina McCarthy to extend the comment period for the EPA’s rule titled ‘Standards of Performance for Greenhouse Gas Emissions for New Stationary Sources: Electirc Utility Generating Units.” In the letter, members probed the agency to consider the long and short term affects of this bill on energy affordability, job creation, and economic growth of energy producing communities and to extend the current comment period by sixty days. ·       The JLBC Staff Reports Monthly to the Legislature on the status of General Fund revenue collections and other fiscal issues. This report can be found on the following link: . Among the key points of the document:

1. January General Fund revenues increased by 0.1% from January of 2013. This represents ($18.5) million below revenue forecast for the month.

2. Year-to-date collections for FY 2014 are 2.7% above last year.

3. Retail and contracting together account for about 60% of all sales tax revenues. January retail, which reflects December sales, increased by 16.9%. Year-to-date, retail sales are up almost 10%.

4. Contracting collections have generally been much more volatile than retail. However, contracting has shown double digit increases every month during the current fiscal year.

5. The Lottery Commission reports that January ticket sales were $60.1 million, which is $4.7 million, or 8.5%, above sales in the prior year. Year-to-date ticket sales are $409.6 million, which is 7.9% above last year’s sales.

·       Sen Al Melvin: “I am sorry to hear that Governor Brewer has vetoed this bill.  I¹m sure it was a difficult choice for her, but it is a sad day when protecting liberty is considered controversial. Al Melvin, speaking on the Governor¹s veto of SB1062.  Melvin encouraged the groups that supported the bill to regroup, stay in the fight, and come back stronger the next time.

"Let us learn from the process we have just come through so that we can do a better job next time of communicating our intent.  Let us do a better job of reaching out to groups who likely mean well but who are otherwise swept up in the hysteria and misinformation that greets legislation like this.  We need to recognize that the attacks on Christian businesses we spoke about were in other states like New Mexico and Oregon.  Until people see it happening here in Arizona, our efforts will be too easily dismissed.² said Melvin, adding ³It is unfortunate that we may to wait until people¹s rights are being trampled here in Arizona before we can safeguard them, but that may well be the case. “ Melvin also urged disappointed Arizonans to remain engaged in the process.

“Already too many Christians avoid the political process, and defeats like this one can be demoralizing.  The most important thing is to remain involved in the process and to get your friends and family involved as well. Our nation is a miracle, but that does not mean that God alone is responsible for its maintenance.  We are each called to be involved and to do our part.² Melvin said, continuing ³For my part, I will continue my campaign for Governor and, if elected, will use that office to actively promote the cause of liberty here in Arizona.”

·       LD18 Rep Jeff Dial: Upon further reflection, I determined that my vote on SB 1062 was a mistake. While I cannot change my vote, I urged Governor Brewer to veto the legislation.

Keeping government out of Arizonans' lives is always my primary objective when voting on legislation. I will always support Arizonans’ right to religious freedom and protection under the first amendment. However, I believe this legislation, though drafted with sincere intentions, mistakenly sends a message to our citizens, our businesses, and the nation that Arizona is not “Open for Business” as our Governor has eloquently said.

Unfortunately our great nation has a painful history of discrimination, and I now recognize that this legislation, albeit unintentionally, has the potential to re-open those wounds. I have personally expressed my opposition to SB 1062 to Governor Brewer today, and I intend to return my focus to making Arizona the greatest state in America for our citizens to live, work and raise a family.

·       Speaker Andy Tobin:  “I respect the Governor’s position to veto SB1062, especially in light of the concerns brought up over the past week. I understand the concerns of people of good faith on all sides of this issue.”

·       Arizona Policy President Cathi Herrod: “Today’s veto of SB 1062 marks a sad day for Arizonans who cherish and understand religious liberty. SB 1062 passed the legislature for one reason only: to guarantee that all Arizonans would be free to live and work according to their faith. Opponents were desperate to distort this bill rather than debate the merits. Essentially, they succeeded in getting a veto of a bill that does not even exist. When the force of government compels one to speak or act contrary to their conscience, the government injures not only the dignity of the afflicted, but the dignity of our society as a whole. SB 1062 made certain that governmental laws cannot force people to violate their faith unless it has a compelling governmental interest–a balancing of interests that has been in federal law since 1993. The religious beliefs of all Arizonans must be respected and this bill did nothing more than affirm that. It is truly a disappointing day in our state and nation when lies and personal attacks can over shadow the truth.”
visit  Statement

·       Senator John McCain: “I appreciate the decision made by Governor Brewer to veto this legislation. I hope that we can now move on from this controversy and assure the American people that everyone is welcome to live, work and enjoy our beautiful State of Arizona.”
