·       The U.S. Fish and Wildlife Service is reopening the comment period on its proposal to list the Mexican gray wolf as an endangered subspecies and remove the gray wolf from the Endangered Species List. The Service is making that report available for public review, and, beginning Mon, Feb 10, interested stakeholders will have an additional 45 days to provide information that may be helpful to the Service in making a final determination on the proposal. The peer review report is available online, along with instructions on how to provide comment and comprehensive links relating to the proposal, at Comments and materials received, as well as some of the supporting documentation used in preparing this proposed rule, are available for public inspection at under the docket number FWS–HQ–ES–2013–0073. The Service will post all comments on This generally means the agency will post any personal information provided through the process. The Service is not able to accept email or faxes. Comments must be received by midnight on March 27. The Federal Register publication of this notice is available online at by clicking on the 2014 Proposed Rules under Endangered and Threatened Wildlife and Plants. The Service expects to make final determination on the proposal by the end of 2014.

·       Congressman Matt Salmon On Latest Benghazi Report - Chairman Matt Salmon (AZ-05) of the Subcommittee on the Western Hemisphere of the House Committee on Foreign Affairs statement on the majority staff committee report on the Sept 11, 2012 terrorist attacks at the U.S. diplomatic facility in Benghazi, Libya: “As a member of the House Committee on Foreign Affairs, I remain committed to uncovering the truth of what happened in Benghazi, Libya on September 11, 2012 that resulted in the death of four brave Americans, including Ambassador Chris Stevens. As part of our ongoing efforts, today we released a new report that sheds light on the attack, the negligent level of security for the U.S. Embassy despite increasing threat levels and the systemic failures in the current State Department Accountability Review Board process.   

“I will continue to push the Administration for reforms that will ensure answers and accountability, and prevent a similar tragedy from ever happening again. We must get to the bottom of this for the sake of the families of the victims who were murdered, as well as the safety and security of all Americans serving abroad. This latest Committee report is a step in the right direction, but there is still much work to be done. I continue to believe the most appropriate and thorough way to investigate the Benghazi tragedy is to establish an investigative select committee that will cut across jurisdictional barriers and provide a comprehensive picture of what went wrong and ensure it does not happen again.”

·       House GOP bill aims to end 'secret science' in EPA rule making  Republican lawmakers in the House are pushing legislation that would prohibit the Environmental Protection Agency from proposing new regulations based on science that is not transparent or not reproducible.  The Secret Science Reform Act, introduced Thursday by Rep. David Schweikert, R-Ariz., would bar the agency from proposing or finalizing rules without first disclosing all "scientific and technical information" relied on to support its proposed action. "Public policy should come from public data, not based on the whims of far-left environmental groups," Schweikert said in a statement. "For far too long, the EPA has approved regulations that have placed a crippling financial burden on economic growth in this country with no public evidence to justify their actions."


·       Secretary Of State Ken Bennett has announced a 102nd Statehood celebration at noon, Feb 14 in the Arizona Capitol Museum, 3rd floor Historic Senate Chamber, 1700 W. Washington St., Phx., where Bennett will announce this year’s recipient of the Polly Award. The award recognizes an individual or organization that contributes to Arizona’s rich cultural resources. The award is named after teacher and longtime state legislator Polly Rosenbaum, who during her tenure tirelessly supported libraries, museums, archives, and the preservation of Arizona’s history. The Arizona Educational Foundation Polly Rosenbaum Writing Contest winners will be recognized and their winning essays will be read  in the Historic Senate Chamber. The contest is open to students statewide in grades 7-12 and is made possible by APS. This year’s theme is “How Can Technology Enhance Your Ability to be a Better Citizen?”


·       Check Out The New “State Library’s 150th Anniversary Exhibit” at the Arizona Capitol Museum - commemorating  the founding of the Territorial Library in 1864. ·       Volunteers are needed to help Concerned Veterans for America (CVA) “Cut Debt, Not Vets” petition campaign that encourages Congress and the President to pass real fiscal reform and not spending deals that actually increase the size of government and cut veteran benefits (like the one recently passed by Congress and signed by the President). ·       LD13 Incumbent Candidate Darin Mitchell will be speaking at noon Feb 8 at the Yuma Rodeo.


·        Progress Of AzCDL Sponsored Firearms Bills: Bill Tracking page.
     Passed out of committee this week are:

ü  HB 2103, an AzCDL-requested bill that lowers the age limit for CCW permit eligibility to 19 for those with military service, passed out of the House PSMRA (Public Safety, Military and Regulatory Affairs) Committee on February 5.

ü  HB 2483, which strengthens the protection of the lawful use of firearms, air-guns and archery equipment on private property, passed out of the House Judiciary committee on February 6

Scheduled for committee hearings this coming week.

ü  Senate Judiciary Committee, Mon, Feb 10:  SB 1294 - Declares that federal law that violates the Second Amendment is invalid and void in Arizona and prohibits state and local enforcement of federal firearms laws within the state.

ü  House PSMRA, Wed, Feb 12:   HB 2336 - Clarifies that law enforcement officers cannot carry a firearm and consume alcohol at licensed liquor establishments unless in the performance of their duties.  No such restrictions exist in current law.  However law-abiding citizens are forbidden to carry in establishments that serve alcohol unless they possess a CCW permit and the establishment has not posted a “no firearms” sign.

ü  HB 2443 - Would allow active duty military personnel stationed in Arizona to obtain hunting permits.


·       Maricopa County Republican Committee Chairman A.J. LaFaro has announced the Feb 12 PC Day at the Capitol has been cancelled due to circumstances beyond MCRC control. He hopes to revive the event next year.

LaFaro emphasized, “It is it is extremely important that precinct committeemen and patriotic conservatives who are actively engaged, or want to engage, in the Arizona legislative process through the Request to Speak (RTS) System go to the Capitol and create a new account at either the Senate or House Buildings.”

If you can't get to the Capitol to get this done, LaFaro advises that PCs e-mail Jose Borrajero, MCRC's 2nd Vice Chairman and founder of the Arizona Rapid Response Team (AZRRT), at  with your name and e-mail address and he will be glad to go to the Capitol and create an account for you.  If anyone is interesting in assisting Borrajero during business hours, please contact him at
