·       Gun Control_Forbidden In Dick Act Of 1902 (Congressional Record, House, Page 640 – 1917)  “The Dick Act of 1902 also known as the Efficiency of Militia Bill H.R. 11654, of June 28, 1902 invalidates all so-called gun-control laws. It also divides the militia into three distinct and separate entities.

The three classes H.R. 11654 provides for are the organized militia, henceforth known as the National Guard of the State, Territory and District of Columbia, the unorganized militia and the regular army. The militia encompasses every able-bodied male between the ages of 18 and 45. All members of the unorganized militia have the absolute personal right and 2nd Amendment right to keep and bear arms of any type, and as many as they can afford to buy.

The Dick Act of 1902 cannot be repealed; to do so would violate bills of attainder and ex post facto laws which would be yet another gross violation of the U.S. Constitution and the Bill of Rights. The President of the United States has zero authority without violating the Constitution to call the National Guard to serve outside of their State borders….”


·       On The Fourth Anniversary Of The Enactment Of Obamacare, Arizona education entrepreneur and Republican gubernatorial candidate Frank Riggs cited the looting of Medicare to pay for Obamacare subsidies as another reason the flawed law should be repealed and replaced with market-based reforms.  Riggs, a former U.S. Congressman, pointed to findings by the Congressional Budget Office ("CBO") that Obamacare will:

1)     Funnel $200 billion out of Medicare Advantage and into Obamacare over the next decade.  Enrollment in Medicare Advantage has more than doubled over the past eight years and over 15 million seniors, more than a quarter of all Medicare beneficiaries, now participate in the program.  Obamacare's $200 billion raid amounts to about $13,000 per current Medicare Advantage enrollee.

2)     CBO also projects that, over the next decade, about $1 trillion that otherwise would have been spent on Medicare will be have to be rerouted to fund Obamacare subsidies.  That represents more than 10% of total projected Medicare funding, which is why Medicare's own Office of the Actuary projects that by 2020, Medicare will be forced to reimburse doctors and other medical providers at lower rates than Medicaid.

"As a member of Congress, I fought to reform and strengthen Medicare," Riggs said.  "I'm the only candidate for governor with a proven record of protecting Medicare.  It should remain a retirement health insurance program and shouldn't be raided to pay for Obamacare, including the expansion of Medicaid in Arizona. Arizonans and all Americans want choice and freedom, not mandates, when it comes to their health care," Riggs concluded.


·       The Arizona Game and Fish Commission met on March 17 to discuss the strike-everything amendment to House Bill 2127, a proposal that would allow the Arizona Game and Fish Department to use Heritage Fund property acquisition funds to operate and maintain (O&M) Heritage Fund properties that the commission owns. The department recommended that the commission vote not to move the strike-everything amendment forward. The commission voted unanimously to approve the department’s recommendation.

The department will provide details on current O&M expenditures on Heritage Fund acquired properties for a meeting tentatively scheduled March 28 commission meeting. The department is to develop a funding solution by Sept. 1 for the commission to consider. Since voters passed the Heritage Fund Act in 1990, the department has acquired 16 properties that conserve important threatened and or endangered species wildlife habitat.
