MCRC Briefs

·       Congressman Trent Franks, co-chairman of the Congressional Missile Defense Caucus: "Today, the Strategic Forces Subcommittee held a hearing on missile defense funding levels for Fiscal Year 2015, after President Obama proposed the lowest missile defense funding levels in nearly two decades. Of no surprise to any veteran observer, in the middle of the hearing, North Korea launched two Nodong missiles, demonstrating with utmost clarity that the vacuum of leadership in the White House is well-known abroad. Our enemies our all too aware that now is the time to take advantage of the utter lack of consequences for any and every 'red line' they feel inclined to cross. To put it simply: the presidency of Barack Obama makes Americans less safe."

·       Crossroads with Van / AZ Legislators Betray Voters  2 pm, Thur, March 27. “ I’ll be discussing the AZ Legislator's who've now committed voter fraud with new requirement for federal office signature requirements increased, while state & local no change.  This change will make it twice as hard for a challenger to McCain or any other federally elected office, this is no accident.”  Callins @ 347-857-4804 / 877-5724283.

·       CD1 Adam Kwasman Shares A Campaign Story: Last week, at the Pinal County Fair, I met Raymond, a disabled Vietnam veteran. Raymond registered to vote as a Democrat as soon as he got back from his tour of duty. From that day forward, he remained a Democrat…until he met our campaign team and me. He shared with us about how (Congresswoman) Ann Kirkpatrick cut veteran's benefits and asked me about my stance on important issues. After about ten minutes, he said, "Alright, Kwasman's my man! Do you have a voter registration form? I want to become a Republican."

·       CD8 Candidate Clair Van Steenwyk: “AZ State Legislators have raised the bar to get on the ballot, but only if you're running for the US House of Representatives, they've doubled the amount of signatures needed. Now the question I have is why didn't they raise the number needed for all offices, especially the ones they hold, but then that would be common sense or at the very least fair, no only the House is now up to 1% while all others only need 1/2 of 1 %, this may not seem like much but it doubles the minimum and raises the cushion. I do believe this is politically motivated by all who took part and the #'s just come out today with just two months left to get them. those in charge should be fired and those who supported this one sided change should be removed from office, but I won't hold my breath on that one, hope you all realize that this affects all of us and not just those running for office of which I'm one, changing the rules in the middle of the game but only for one group, which means Protect the Incumbents at all cost.

·       Did You Know That Your State Taxes Do Not Support The Conservation Of Arizona’s Wildlife, but your donations do? Taxpayers can help the state’s wildlife at tax time by “making a mark” on their state income tax form. The Arizona Wildlife Fund is a voluntary program that allows Arizona taxpayers to make a donation to specifically help imperiled and endangered wildlife, including majestic bald eagles, black-footed ferrets, California condors, Apache trout, Mexican wolves and desert tortoises, among other nongame species. “Since Game and Fish does not receive any general fund dollars, the Arizona Wildlife Fund provides important support for managing and conserving some of the state’s most iconic native species,” says Mike Rabe, nongame branch chief for the Arizona Game and Fish Department. “The fund goes only to nongame species that are not hunted or fished, and the cumulative effect of even a dollar can have a tremendous impact on conserving one of Arizona’s greatest natural treasures -- its wildlife.” The Arizona Wildlife Fund box can be found on line “40” of the state’s long income tax form, or line “33” of the short tax form.  visit

·       The JLBC Staff Reports Monthly To The Legislature on the status of General Fund revenue collections and other fiscal issues. This report can be found on the following link: . Among the key points of the document:

1.     February General Fund revenues of $289.1 million represent an increase of 5.4% from February of 2013. This represents an increase of $2.5 million above the baseline revenue forecast.

2.     Year-to-date, fiscal year 2014 revenues are 2.8% above FY 2013 and are $(16.0) million below the baseline forecast.

3.     Each of the state’s 3 main revenue categories (Sales, Individual Income, and Corporate Income Taxes) showed increases over the prior year. However Sales and Individual Income Taxes were both below the Baseline forecast for the month, while Corporate Income Tax was above forecast.

4.     The state’s fiscal health can also be measured by the operating fund balance. The state pays its bills out of the operating fund balance, which consists of the General Fund and certain dedicated funds. The operating balance is at $2.1 billion as of mid-March 2014. In addition, the state’s Budget Stabilization Fund has a balance of $454.1 million.

5.     Highway User Revenue Fund (HURF) revenues consist of gasoline and use fuel (diesel) tax, motor carrier fees (commercial carriers), vehicle license tax and registration fees, and various other fees. HURF collections of $103.7 million in February were down $(0.3) million, or (0.2)%, compared to February of last year. Year-to-date revenues are 2.7% above collections in the prior year, and are $13.6 million above the Baseline forecast.  – Sen John McComish, Rep Bob Robson and Rep Jeff Dial
