May 26, 2014  - Memorial Day

·       Dolan Ellis, Arizona’s State Balladeer Since 1966, wrote lyrics in 2009, specifically for the dedication of a historic cemetery that was recently built at Ft. Huachuca to accommodate the remains of 57 United States Cavalry soldiers from the 1800's. Their graves were found beneath the streets of old downtown Tucson as the footers for a new county building were being dug. These lost and forgotten soldiers had been accidentally left behind when the old Ft. Lowell Military Cemetery was moved in early 1900 - to accommodate the ever growing downtown area. Ellis sang this song immediately after Governor Jan Brewer's dedication of the new cemetery. Fifty-seven tiny new pine coffins, containing the partial remains of these Civil War soldiers, and each covered by an American flag, lay before him as he sang. There wasn't a dry eye in the crowd...including his, while he sang "May They Rest in Peace" -  a rewrite of "Amazing Grace".

·       Congressman Trent Franks,  a senior Republican member of the House Armed Services Committee: "This Memorial Day, may we resolve to remember that the greatest men and women America has ever produced have for generations stood prepared to pay the ultimate price so that we might all continue to walk awhile longer in the sunlight of freedom. Today, we remember those who laid down their lives so that we could be free. May we also resolve that those who do come home -- too often broken by the heavy toll of their sacrifices on the battlefield – will be met not only with the gratitude and respect of an entire nation, but with resources and care befitting American heroes.”

·       LD13 Chairman Robert Branch: “I would like to take this opportunity to give thanks and praise to our men and women, past and present, who served and who are serving in our armed services keeping our nation free. The words, “Freedom is not free,” is inscribed on the Korean War Veterans Memorial reminding us of the cost our veterans have paid for our freedom. Since the United States became a nation, almost 238 years ago, the freedom secured by our veterans provided us with a stable government, and America has flourished under the United States Constitution. If you do not think that this is a great feat, consider these facts, since America became a nation, “…France has had fifteen different governments; Brazil has had seven since 1822; Poland, seven since 1921; Afghanistan, five since 1923; Russia, four since 1918; and the story is similar for other nations throughout Europe, Africa, South America, and the rest of the world.” (Wallbuilders, 2006, p. 1)

·       The JLBC Staff reports monthly to the Legislature on the status of General Fund revenue collections and other fiscal issues. This report can be found: Among the key points of the document:

·       The April General Fund revenue results were disappointing. April General Fund revenue collections totaled $856.4 million. Base revenues were (13.3)% below April 2013.

·       Overall April General Fund collections were $(85.3) million below the enacted budget’s forecast. Year-to-date base revenues are only 1.7% higher than FY 2013, while total General Fund collections through April are $(37.0) million below forecast.

·       A decrease in April collections was not unexpected – due to the acceleration of capital gains in FY 2013 as a result of the federal “fiscal cliff.” The enacted budget

·       Assumed revenues would decline by (8.6)% in April. The magnitude of the April decline, however, was greater than projected with most of the forecast loss occurring in the Individual Income Tax category.

·       In total, Individual Income Tax collections were $(55.8) million below forecast in April. Current May Individual Income Tax results do not show substantial improvement from the April collection levels.

·       Considering the Governor’s vetoes and other adjustments, the projected FY 2015 ending balance is $191 million – up from the $139 million previously projected. However, projections for FY 2016 are for a ($137) million to ($195) million shortfall.

·       The Governor has called the legislators into Special Session on May 27 to address the creation of the new Department of Child Safety (replacing CPS). Any additional new funding for this agency is not included in the above numbers.  - Sen John McComish, Rep Rep Bob Robson and  Rep Jeff Dial
