·       Arizona Schools Are NOT Underfunded: They’re Mismanaged! Arizona K-12 funding ranks 14th (top 28%) in the nation based on per capita income.  The main problem is that the District Bureaucracy has taken more and more of the funding out of the classroom and then blamed the legislature.  Every year the Auditor General releases a report - Dollars to the Classroom - and the latest clearly states the following:

"Between fiscal years 2001 and 2009, Arizona's total operational spending per pupil Increased 47% before decreasing 5% between fiscal years 2009-2013.  Arizona’s state-wide average classroom dollar percentage in fiscal year 2013 was 53.8 percent, the lowest percentage in the 13 years our Office has been monitoring district spending.  Each year since fiscal 2004, districts have Decreased the Percentage of their Resources they allocated to the Classroom. "   The main cause of the decrease in the latter years was the major recession in 2009.  In fact, according to the NEA, funding to K-12 nationally decreased by 4.3% in 2009.

The net INCREASE of 41% in funding per pupil between 2001 and 2013 is a tremendous investment by the Legislature and the Arizona Taxpayers in K-12 Education.  However, that huge investment has been wasted by applying more and more of those funds Outside the Classroom.  In fact, the percentage of taxpayer funds allocated to the classroom is now 8% below the national average, due to the Decisions made by the Administrators.

One reason for the perception of low funding is that over 80% of the land in Arizona is owned by the federal government and state trust lands.  That is in violation of the Arizona Statehood Enabling Act and must be corrected in 2015.  Property taxes are a primary source of funding for K-12 education, the fact that only 20% of the land in the state is taxable exacerbates the problem.  Across the board, the states that fund K-12 at a higher dollar amount generally have no federal land carve outs and consequently have more private property to spread the funding requirements.

In closing, it is mandatory that we hold the School District Administrations Responsible for Their Decisions that are the prime impact on Larger Class Sizes and teacher pay scales. Targeting only legislative appropriations is a simplistic approach that does not deal with the major contributing factors for the perceived problem. - - Phil Mason, long time GOP activist, consultant, and walking encyclopedia on Arizona politics.


·       Grassroots Republicans aren’t real happy with the RNC and the AZGOP for making no effort to help CD3 candidate Gabby Saucedo-Mercer retire incumbent Dem Raul Grijalva .  RNC reportedly says “she’s too conservative” but if she can raise $150,000 cash on hand, they they’ll support her.  So far, it’s has been Grassroots Republicans who have come to the aid of this gracious, knowledgeable lady.


·       Prayer Cover Is Being Requested For The Crisis Relief International (CRI) Workers who are now in the direct path of the ISIS who are beheading Christians as they gain more control in the Middle East. According to Sean Malone who leads CRI, "We lost the city of Queragosh (Qaraqosh). It fell to ISIS and they are beheading children systematically. This is the city we have been smuggling food too. ISIS has pushed back Peshmerga (Kurdish forces) and is within 10 minutes of where our CRI team is working. Thousands more fled into the city of Erbil last night. The UN evacuated it's staff in Erbil. Our team is unmoved and will stay. Prayer cover needed!"

Franks will take questions from floor after his presentation.


·       Congressman Matt Salmon will be participating in a Youth Town Hall hosted by the Young Americans for Liberty chapter at 2 pm, Oct 15 Glendale Community College Student Union, 6000 W  Olive., Glendale. It is free and open to the public, and Q&A will follow his presentation.


·       Today Robert Graham criticized Democrat Congresswoman Ann Kirkpatrick of Arizona’s CD 1 for flying the Flag of Mexico during her parade in Eloy, Arizona this morning. “Arizona voters already know Kirkpatrick has been doing a poor job representing her constituents while she continues to support Obama’s failed policies, but flying the Flag of Mexico alone with no sign of the Flag of the United States is offensive and hurtful not just to our veterans but to every American,” said Graham, Chairman of the Arizona Republican Party. Kirkpatrick (@Ann_Kirkpatrick) tweeted out images of her official parade float which appear to have cropped away much of the Mexican flag, but other images of the float clearly show the Mexican flag displayed prominently, according to Graham. Expert: Obama-Plans-To-Devastate-Black-Workers  'He knows exactly what he's trying to do, and he's doing it for political reasoning'.

·       Reminder To Those Who Didn’t Win Their Primary Races:  Primary Election Loser Campaign-Signs-Must Be Removed-By Sept 11    The deadline is past, but there are a still a few signs out there.  Those still in the races can leave the primary signs up through the general election.

·       Congressman Paul Gosar: Throughout the month of August, I had the opportunity to travel all across the fourth district and meet with Arizonans from all walks of life. I had some great conversations and town halls listening to problems that many people are facing but more importantly I listened to the solutions and ideas that many of you offered to fix these problems. It’s amazing sometimes how simple these solutions can be when you use common sense (something sorely needed in Washington DC). I always say this everywhere I go: “the solutions to the challenges our country faces are not going to be solved by bureaucrats in Washington, but rather by hard working folks on the front lines of our economy”. I heard from an overwhelming number of you that Washington must act to create a better environment for job growth, fix our immigration crisis and continue to cut waste, fraud and abuse from government spending. As I return to Washington I will remember your comments and commit myself to developing solutions to fix these important problems.

o   I had a wonderful time touring the Bullhead City Boy and Girls Club with my friend Daisy Solis Esquer. Daisy was one of the 1st place winners for my 2014 Easter Card Competition this past Spring..

o   I met with the Arizona Lodging and Tourism Association, one of the leading public policy advocates for Arizona's growing tourism industry. They represent over 35,000 rooms statewide and 400+ members including hotels, B&B's and related industry partners.

Since its inception in 1952, UCP has been committed to change and progress for people with disabilities and strives to ensure their inclusion in every aspect of society.

o   I had a productive town hall with the Apache Junction Tea Party. This great group is engaged in the important issues of today.

o   This past Saturday I participated in the opening precession of the Prescott Valley Healing Field of Northern Arizona. It was a special opportunity for all of the Northern Arizona community leaders to come together to show unity and support for the families who suffered the loss of loved ones in the tragic and horrific attack on the US on September 11, 2001.

o   Yesterday, I held a town hall with the Association of Mature American Citizens in Apache Junction to discuss important issues facing the senior citizens of Arizona.

o   Additionally, yesterday I was wearing an orange tie to show support of St. Mary’s Food Bank. One in seven Arizona seniors chooses between buying food and medicine each month. You can help at St. Mary’s Food Bank by joining me in wearing orange to spread the word and to take action.

·       Former Scottsdale City Council Candidate Bob Littlefield: First, I want to thank you all for your support and help in my campaign for State Representative. Unfortunately, I did not win.The theme of my campaign was that citizens want government that is less ideological and more pragmatic. They want government that delivers the services they need (such as public safety and education), while keeping their taxes low by delivering those services efficiently and not wasting tax dollars on unnecessary spending such as special interest subsidies.  Unfortunately, in what came to be a low turnout election, ideology trumped pragmatism. My other challenge was that, while I ran a positive campaign, my opponents and their supporters did not return that favor. For instance, they spent a lot of dark money on hit piece mailers that I simply did not have the money to counteract. They used this tactic against a number of legislative candidates around the state and, again, in a low turnout election negative campaigning worked. So, I will reflect on the lessons of this campaign to learn how I can do a better job of communicating my message to voters and of motivating them to turn out to vote to support that message. On the bright side, my wife Kathy advanced to the November General Election for Scottsdale City Council. ·       LD1 Sen incumbent Steve Pierce: EPA Guidelines: A Calamity in the Making - For months, we heard the resounding warnings about how new Environmental Protection Agency regulations aimed at power generation could affect Arizona consumers and businesses. Now that the agency’s proposal has officially been released, it is clear that these warnings were not in vain, for the guidelines EPA put forth will leave our state and our country on the brink of economic calamity.
     Arizona has had a front-row seat to EPA’s ongoing assault on affordable energy. Yet again, we find our state facing more overreaching and punitive regulations from the Obama administration and Washington, D.C., which yield no benefit but will cause energy costs to skyrocket and the reliability of our power grid to suffer. The EPA has already forced the shutdown of a number of coal-fueled power plant units in Arizona, and now it appears the agency is coming after the rest.
     Arizona relies on a balanced mix of sources for our electricity. Last year, base load generation sources like coal, nuclear and natural gas made up more than 90 percent of our electricity supply, with intermittent sources like solar comprising the remainder. Under EPA’s most recent proposal, Arizona would be required to reduce carbon dioxide (CO2) emissions by 52 percent, the second most stringent reduction requirement of any state.
     It is unclear how EPA set these standards, and even experts are puzzled by the more than 1,600-page proposal and its nebulous justifications. What is clear is that Arizona will have to cut coal use significantly, which will fundamentally alter the energy makeup of our state and leave Arizona ratepayers paying the price for EPA’s costly, politically driven plan.
     How and why does EPA expect Arizona to reduce CO2 emissions by 52 percent? Through increasing electricity from intermittent, higher-cost renewable energy by 100 percent, increasing electricity from natural gas – which Arizona would have to import from other states – by 95 percent, and eliminating the use of coal to generate electricity. Again, why? With a plan like that, even EPA admits that energy prices will increase and jobs will be lost because of its proposal. Analyses of carbon reduction proposals similar to that of EPA’s predict that electricity prices for Arizona ratepayers could increase by as much as 31 percent, and that as many as 9,000 jobs per year could be lost in Arizona and throughout the Southwest.
     My colleagues and I passed Senate Concurrent Resolution 1022 earlier this year to declare state primacy over the federal government on this issue. Knowing that these regulations would soon be upon us, we wanted to ensure that we made it clear to the Obama administration that we would not stand for the same costly policy making we have witnessed from this White House and its team of unelected agency bureaucrats.
     We believe Arizona is best positioned to make decisions about what Arizona needs, and it is important that we lead, not be led, in crafting energy policy that stands to have such an enormous impact on our residents and businesses. EPA’s proposal is unworkable in every way. There is nothing to fix, nothing to “work out;” it is simply the wrong approach with little consideration for the cost and reliability impacts.
     Now, I urge my colleagues, including the Department of Environmental Quality and the Arizona Corporation Commission, to represent the people of Arizona and do their part in getting EPA to withdrawal this senseless proposal. I trust the resolution adopted by the state Legislature will be used as a springboard to protect our state’s families and businesses from EPA’s overreaching regulations—before it’s too late.
