December 2, 2014

·       Thursday Evening, The Maricopa County Republican Committee’s Executive Guidance Committee (MCRC EGC) will consider a resolution to censure - instead of stripping the voting rights - from MCRC precinct committeemen (PCs) who reportedly endorsed non-Republican candidates during recent elections. The topic was tabled during the Nov 6 EGC meeting.  The MCRC EGC meeting is scheduled at 7 pm, Thurs., Dec 4 in the AZGOP headquarters, 3501 N. 24th St., Phx.  Only registered Republicans with photo ID will be considered for entrance into the meeting room.

Resolution to Censure:

By the Executive Guidance Committee of the

Maricopa County Republican Committee December 4, 2014

o   Whereas, the purpose of the Republican Party is to elect Republican candidates; and

o   Whereas, the individuals listed on Page 2 of this Resolution to Censure openly endorsed candidates opposing the nominees of the Republican Party in the 2014 Arizona General Election; and

o   Whereas, the individuals listed on Page 2 of this Resolution to Censure may have provided material support to those candidates opposing the nominees of the Republican Party in the 2014 Arizona General Election; and

o   Whereas, the behavior of the individuals listed on Page 2 of this Resolution to Censure is directly in conflict to the purposes of the Republican Party; and

o   Whereas, the conduct of the individuals listed on Page 2 of this Resolution to Censure is in egregious defiance of the Maricopa County Republican Party Bylaws; and

o   Whereas, the individuals listed on Page 2 of this Resolution to Censure have violated the trust of their Republican Constituents and fellow Republican Precinct Committeemen.

o   Therefore be it resolved That the Executive Guidance Committee of the Maricopa County Republican Committee hereby censures and sternly reprimands the individuals listed on Page 2 of this Resolution to Censure; and

o   That the individuals listed on Page 2 of this Resolution to Censure shall have no access to Republican Party data or other Republican Party resources throughout the remainder of their term of office.

·       Editor’s Note:  Briefs does not have the list of individual from page 2 reference in the above proposed resolution. This revised resolution would remove party support from MCRC PCs backing non-Republican candidates by denying the MCRC PCs access to party data such as voter registrations, demographics and other party information, according to MCRC Chairman A.J. LaFaro.

·        Chairman A. J. LaFaro Is Asking For The Past LD Chairmen to forward notification to the newly elected LD Chairmen and request that they send their contact information to LaFaro at  or Secretary Jeni White at so the MCRC EGC roster can be updated. The EGC will not hold its regular monthly meeting in January due to credentials/tally training and packet stuffing for the Jan. 10 Statutory Meeting scheduled at Grace Community Church.

·       ATTN: MCRC Officer Candidates: The deadline is Dec 6, 2014 for submitting “letters of intent” for candidates running for election at the Jan 10 Maricopa County Republican Mandatory Meeting.  The  “letter of intent” should be submitted  - in writing-  to Chairman A J LaFaro at

·       Briefs Has Been Posting Information On The Jan 10, 2015  Maricopa County Republican Committee’s  preparations for the past couple of weeks, which prompted readers to question why they weren’t seeing anything on the Jan 25, 2015 AZGOP Mandatory  meeting. This afternoon Briefs asked AZGOP Chairman Robert Graham:

1.     Who is heading up your state mtg nominating committee?  What is the deadline for submitting nominations. Is there a cutoff date – other than from the floor nominations?

2.     Who is on your state mtg by laws committee?  What is the deadline for submit bylaws changes/recommendations for the state mtg?

3.     Who is planning your Jan state mtg?  Chairman/committeemen?

4.     Do you have a keynote speaker for the state mtg?  If so, who?

Graham’s response: “We are meeting now to put together the committee heads.   With the announcement we will also announce the deadlines. We will not have a Keynote…other than our delegation.  Not sure who will confirm.  I will keep you posted on that as well.”

·       LD14 Chairman Tom Crosby reports that Cochise, Greenlee, Graham and Pima County LD14 PCs took the bull by the horn during the Nov 14 Organizational meeting by passing a resolution limiting PCs to carry no more than four proxies. This prevents individual PCs from carrying massive amounts of proxy to party meetings – a problem that has become widespread as various party factions reportedly attempt to control election of PCs, state committeemen and county/state officers via cleansing conservative PCS from within the ranks. It will be interesting to see if similar resolutions start surfacing at LD and county meetings throughout the state… or at the Jan. 25 state meeting in Phx. Reports are surfacing of individual PCs carrying 10 to 50 or more proxies into party organizational/election meetings... And Republicans condemn the Dems for stuffing the ballot box!

·       Attention LD Chairmen.  The deadline to submit memorials for the January 2015 Maricopa County Republican Committee’s Statutory Meeting is Sat, Dec 12. The MCRC wants to recognize and remember fellow Precinct Committeeman who passed away this past year. Please keep the memorials to 250 words and include a photo. The memorials will be printed and put into each Precinct Committeeman’s packet for the Statutory Meeting.  E-mail memorials to LD12 Chairman Mickie Niland at

·       To All MCRC Precinct Committeemen Interested In Running For A MCRC Executive Office: Chairman, 1st Vice Chairman, 2nd Vice Chairman, Secretary or Treasurer. In accordance with the 2014 MCRC Continuing Bylaws, you must send a "Letter of Intent" by 5 pm, Dec 6, via e-mail to Chairman LaFaro at Even if you're possibly running as a member of a slate, you must e-mail your "Letter of Intent" separately. - - A. J. LaFaro,   Chairman, Maricopa County Republican Committee (MCRC)

·       Arizona Secretary of State Ken Bennett issued the official canvass of results for the 2014 General Election today.  Joined by Governor Jan Brewer, Attorney General Tom Horne and Chief Justice Scott Bales, Bennett certified the results of November’s General Election. Of Arizona’s 3,235,963 registered voters, 1,537,671 cast a ballot and more than 1.1 million votes came via an early ballot.  The number of provisional ballots issued totaled 65,900, a 61% decrease from 2012. Notably, the 131 vote difference between Congressman Ron Barber and candidate Martha McSally has triggered an automatic recount.  It is anticipated the process will take about two weeks.  More information will follow as it becomes available.

·        Congressman Paul A. Gosar after the House of Representatives successfully passed his sponsored legislation, H.R. 4924, the Bill Williams River Water Rights Settlement Act by unanimous consent: “I am honored that the House passed my bill today. This legislation is good for private property owners, good for local and county economies, settles an outstanding water rights dispute and will result in a net water benefit to the region. The merits of this settlement are so clear that not only did it have unanimous support from every member of Arizona’s bipartisan delegation, but also passed unanimously through the House Natural Resources Committee as well as the House of Representatives. This settlement is a big win for Arizona as a key mine will continue to employ thousands of workers and a water rights dispute is resolved without taxpayer money. Additionally, the Hualapai Tribe resolves certain water rights claims, Mohave County gains additional public land access for hunting and fishing as well as benefitting from good paying jobs and tax revenue associated with continued use of the Bagdad Mine….”  Fact sheet for H.R. 4924 HERE.
