·       The JLBC Staff Reports Monthly To The Legislature on the status of General Fund revenue collections and other fiscal issues. This report can be found on the following link: www.azleg.gov/jlbc.htm. Among the key points of the document:

1.     December General Fund revenues declined by (3.1)% from December 2012, due to lower than expected collections in the Individual and Corporate Income Tax categories.

2.     Corporate Income Tax revenues continued the poor performance seen so far this year – with December collections declining by (10.8)% and coming in at $(27.3) million below forecast. This marks the third month of significant double-digit declines in the Corporate Income Tax so far in FY 2014.

3.     Year-to-date, FY 2014 revenues are 3.2% above FY 2013 and are $10.4 million above the enacted forecast.

4.     The legislature has begun work on next year’s budget (2015) which begins 7/1/14. Our Joint Legislative Budget Committee has released its one-year and three-year baseline projections. The Baseline reflects a consensus economic forecast and statutory funding formula requirements. In summary:

Given forecasted FY 2015 General Fund revenues of $9.36 billion and spending of $9.04  billion, the budget has a projected FY 2015 balance of $327 million.

Under the 3-year budget projections, there would be an ending shortfall of $(17) million in FY 2016 and $(383) million in FY 2017.  - Senator John McComish,  Rep Bob Robson & Rep Jeff Dial

·       A New FOX News Poll Reveals That American aren’t exactly up in arms over the president’s preferred topic in this midterm election cycle. Only 13 percent said the government should act to promote economic fairness. Sixty-two percent said income disparities exist “because that’s just how the economy works.” While the president and some Democrats like to charge the rich are getting richer on the backs of the poor, 84 percent of those polled say that’s not so. Only 12 percent said inequality is the top economic issue facing the country. In the lead: Creating new jobs, the top concern of 40 percent of respondents. Seventy-four percent said they thought the country was still in a recession. [Obama’s overall job approval hovered at 42 percent. Approval of his performance on the economy was just 38 percent. His lowest marks came on addressing the federal deficit. Only 28 percent said he was doing a good job on overspending.]  Split decision - Fifty-five percent of respondents in the new poll said extending long-term jobless benefits could discourage the unemployed from looking for work. Sixty-six percent said benefits should last one year or less. Respondents do agree with the president’s calls to raise the $7.25 per hour federal minimum wage. Fifty-six percent share Obama’s view while 25 percent do not.
