·       On The Eve Of My 77th Birthday, I find myself reflecting on the things I’ve witnessed along the way. This nation has advanced from backyard water pumps and taking a stroll down a path to a little wood house with a half- moon on the door aka the “two-holer” or  “outhouse”  to the upmost of  modern conveniences.

As a child, I dreamed of becoming a pilot or an attorney. Those aspirations still exist but I suspect it’s a bit late to take on those endeavors.

As a teen, I learned to drive on a farm tractor and became a telephone operator (drop key switchboards, crank telephones and eight-party lines) for pocket change. I married my high school sweetheart, had two wonderful children, and was crowned Mrs. Nebraska 1964 before we moved to Arizona.

In 1967 we moved into a home near 32nd Street and Shea in Phoenix. Javelina roamed where Paradise Valley Mall now stands. Hwy 51 through Dream Draw Pass was as graveled road, and  and Shea Boulevard didn’t  have a stop sign. When we moved from that area in 2002, it had become the busiest intersection in Phoenix.  

As we settled in Arizona’s casual late 60s lifestyle, an editor challenged me to start writing for his local newspaper. As I moved from columnist to reporter, to editor and publisher I chased fire trucks (became a honorary Phx fireman in the 70s) and cops calls (first female reporter permitted to ride in the first Phx PD helicopter), covered all kinds of meetings and social/sports events (before female photojournalists were allowed on playing fields or beyond most newspapers cookie pages).

Lunching with legislator Sandra Day O’Connor was an education in itself, chatting with Sen Barry Goldwater (yes, he did paper his bathroom with photos of his friends and installed bright red fixtures) was a kick, visiting with Ronald Reagan long before he became President was a treat, photographing Pres. Gerald Ford was a pleasure, interviewing  Olympic gold-medal winner Jesse Owens was a highlight, watching the Miranda Rights become law was most interesting,  and there were always laughs with Congressman Sam Steiger and a parade of mayors, councilmen, legislators, supervisors, school officials and board members (both Republicans and Dems) … and yes, they were frequently irritated when my investigations exposed their shenanigans in print.  But that comes with the territory.  The murder of fellow journalist Don Bolles was one unforgettable  downer.

Retirement in the early 90s, resulted in boredom so I joined Attorney General Bob Corbin’s staff for a couple of years and stayed on with AG Grant Woods for a couple more years before transferring to Arizona Game and Fish.  The AG office was an extremely interesting agency; but the following decade as a Game and Fish public information officer served up adventures few get to experience.  Covering the release of the first Mexican Gray Wolf, the Black-footed ferrets reintroduction, the release of a rehabilitated bear and a mountain lion, counting big horn sheep from the Colorado River, a flight over the Grand Canyon in a thunderbird storm, and traveling the backwoods of Arizona’s wilds was a photo/journalists dream.

Upon my retiring from AZGF in 2002, we intended to live a nice quiet, peaceful, senior life near our grandkids.  That lasted less than two years, when then LD4 Chairman Lyle Tuttle prodded me out of hibernation, which resulted in the start of the MCRC Briefs and unfolding of another journalism adventure. What a lucky woman I am to still be editing ‘history in the making’ here in Arizona.  – Editor Frosty Taylor

·       On CBS This Morning, reporter Major Garrett noted, "The White House is getting … roughed up by its own pay equity rhetoric. An analysis of White House salaries, which nobody here disputes, shows that the median income of female staffers is 88 percent of that of male staffers." CNN's John King described it as "a textbook case ... of do as I say, not as I do."  By the way, this hypocrisy is nothing new. Women on Obama's Senate staff earned less than their male counterparts.

 

·       LDl3 Sen Don Shooter Is Among The Best Committee Chairs At The Arizona Legislature for the second year in a row, as well as one of the most influential individuals at the Capitol complex, according to readers of the Arizona Capitol Times (ACT).  The West Valley legislator was named recently along with Governor Brewer and other elected officials.  The honors are part of the weekly newspaper’s Best of the Capitol awards.  Best of the Capitol was created in 2006 as a way for the ACT to spotlight the people, places, and personalities that make up Arizona’s public policy arena.  Readers of the ACT submit names of possible honorees, and a panel of leaders at the newspaper determines the top five in each category to be honored.

Shooter is Chair of the powerful Senator Committee on Appropriations.  The West Valley Senator explained his approach as Chairman.  “I try to handle significant issues and bills in a principled and compassionate manner, always keeping in mind my bosses: the voters and the taxpayers. I am honored that the Capitol community feels I am in a position to best help my district,” said Shooter.

In addition to the Committee Chair nomination, Shooter is a finalist for Best Power Broker. “Senator Shooter is in one of the top power positions and can ultimately decide the fate of bills that make it to his committee. ·       Tobin On Budget: While legislators and the Governor look forward to a comprehensive plan to fix Child Protective Services that is due in May, the state’s 2015 General Fund budget increases funding to CPS by nearly $60 million. This $60 million increase follows a combined federal and state increase of $130 million to the Division of Children, Youth & Families, which comprises CPS functions primarily, over fiscal years 2013 and 2014 – the DCYF budget was $550 million in 2012 and rose to $680 million in 2014. “To truly transform child protective services, the funding has to be there, but a plan to fix the problem also has to be there,” said Speaker Tobin.

For fiscal year 2015 the General Fund budget funds an additional 242 child safety staff and 20 investigators for the Office of Child Welfare Investigations, and directs money to areas that will reform the agency from the ground up and help to keep families together:

·       $20 million to create a standalone agency for Child Protective Services

·       $15 million for additional child safety staff

·       $6 million for adoption services

·       $6 million for children support to families with in-home and out-of-home services

·       $5 million for automation and computer upgrades

·       $3 million for Intensive Family Service that provides intensive services to families whose children are at imminent risk for out-of-home placement

·       $2 million for additional staffing for the Office of Child Welfare Investigations, which reviews cases where criminal conduct has been alleged

EDUCATION:  In fiscal years 2013 and 2014 the General Fund budget restored more than $200 million to education. For fiscal year 2015 the budget increases education funding by $189 million, which excludes a 2014 supplemental of $47 million. This puts the education portion of the budget only $130 million lower than its 2008 peak of $3.9 billion - the figures below do not include funding for capital improvements and all-day kindergarten. To continue improving workforce development efforts, the 2015 budget increases funding by $3 million for Joint Technical Education Districts (JTED), this program delivers technical education in partnership with business.

·       Rural JTEDs Soft Cap/Equip  $1.0 million

·       JTED Performance Funding   $0.5 million

            The budget also increases funding by $3.5 million for the Cooperative Extension Program at the University of Arizona, adding 28 full-time employees. 

ADDITIONAL HIGHLIGHTS: The budget appropriates $9 million for construction of a 90-bed veteran’s home in Yuma, $3 million for Adult Protective Services and over $1 million for autism programs, assisted living programs and homelessness grants. Other highlights:

·       Counter terrorism ACTIC                                           $0.8 million

·       Restore $ to Highway User Revenue Fund                $30.0 million
