·       The Saga of Little LD19 - ‘Phantom Proxy PCs’  By Joseph Hobbs - Long-time GOP activist. LD19 PC and 3 term LD19 MCRC EGC Member-at-Large: Background- LD19 has 9 State Committee seats. Election results on Nov 17, 2014 were contested.  The final Jan 24 AZGOP Credentials Report shows that three LD19 PCs registered in person, six PCs by proxy.

At the Jan 24 AZGOP Statutory meeting, all six LD19 proxies were voted by one person who had attended one LD19 meeting all year.  Six “phantom proxy PCs” - who never attended a meeting in LD19 were voted in unison by a PC who attended only the final LD19 meeting. This PC never contributed to any work in our LD, performed any duties, nor offered any financial support– however, showed up at the final LD19 meeting with proxies.

Proxy Abuse denied six hard-working LD19 PCs participation in the State Organizational meeting.  Instead LD19 was represented by six “phantom proxy PCs” who had never attended a single LD19 Meeting.

The morale in our “Little LD19 That Could Not” has been devastated. Republicans are fed up and are leaving. Many who worked hard all year long are in Shock at what has happened – fully legal per our bylaws - but disgusting and contemptible in practice.

There is not much appetite for trench warfare in LD19. We liked the days when we baked cookies to raise funds, supported our two ‘first-ever’ LD19 Republican candidates on the ballot, walked the neighborhoods, made phone calls, and believed in the GOP. We had many proud moments resulting from hard work by a few dedicated PCs. And then one PC showed up with a pile of proxies in hand. Some in the West side GOP are celebrating this as a huge “victory.” Many of us are in serious doubt about the intent of the “party.” The multiple credentials voting tags around the neck of one PC represent the “phantom PC proxies” for people who displaced real live people who were not allowed to vote at the state meeting. What shall we do in LD19 with such abuse by the “party” and what confidence can we expect from the “party” to remedy the proxy abuse?   - Joseph Hobbs, LD19 PC

·       Phx City Council Sal DiCiccio #6: If you thought the casino being built by Glendale was something that won’t impact you, think again.  Last year the federal government ruled that one Arizona tribe can unilaterally build a casino in ANY unincorporated property WITHOUT any zoning requirements. Last year, the Salt River Pima Indian Community - one of the tribes fighting to stop this nonsense - asked me to address the US Congress.  I witnessed first-hand how  federal bureaucrats give passes to tribes to build new casinos.  Although there are several state and federal requirements, current laws do not close legal and executive action loopholes.  I asked city staff to prepare a report indicating what I found in my investigation.  report.  Our Arizona congressional delegation has proposed legislation to close the loopholes to prohibit any new casinos from being built in Maricopa County until at least 2027, which is when the tribal gaming compacts expire. Senators McCain and Flake sponsored the Keep the Promise Act (S 152) in the US Senate while Congressmen Franks and others have sponsored the identical bill (HR 308) in the US House. Congressman David Schweikert took me down near the house floor as he worked the issue with other congressional leaders.  The Cocopah Indian Tribe, Gila River Indian Community, Hualapai Tribe, and others in our state,  are trying to stop the spreading intrusion of Indian gaming outside of reservations. But, the media has portrayed this as a city vs. tribe or a tribe vs. tribe conflict, when in fact, it is something that could impact all of us. These tribes believe that a promise was made to Arizona voters to keep Indian casino gaming on the reservations. Like our congressional delegation, they believe this promise must be kept.
