·       AZ Lawmakers Son Dies After Serious Car Accident  Condolences to the Steve Pierce family.

·       Thank You To LD24 And Chairman Ken Bennett for the “Dedicated Service Beyond the Call” award and Secretary of State medallion that was presented during their March 11 LD24/28 Fun Night.  Since I was not in attendance at that gathering, two of the East Valley ladies brought it to me one day last week. Your kindness is appreciated.  One of the ladies also brought me homemade Irish soda bread and Irish mints.  Yum! – Editor Frosty Taylor

·       Jose Borrajero’s  AZRRT Call To Action And Weekly Report  Weekly update on what’s happening at the Arizona legislature.  Fresh post every Saturday.

We have reached the point in this session at which standing committee hearings are, for all intents and purposes, non-existent. As of late Friday, committee hearings scheduled for next week were almost exclusively at the Rules Committees. All the real action is going to be on both the House and the Senate Floors, via COW hearings and third reading votes. The wisest course of action is to continue to make phone calls and send e-mails regarding the bills we are interested in. A quick look at past alerts, found at www.facebook.com/azrrt  and this week’s Results of Recent Votes will provide plenty of prospects for communications with legislators.

·       Arizona Citizens Defense League (AzCDL) update:  HB 2320 and HB 2431 are pending official reassignment by the Senate Leadership to the Senate Appropriations Committee.  Meanwhile, they have been added to the agenda for the Tues, March 24 Appropriations Committee meeting.  Action Needed: Let Senate committee members know that there is huge grassroots support for HB 2320 and HB 2431 and to pass these bills out of committee.    send to Senate Appropriations Committee.

ü  HB 2320 (Rep. Brenda Barton, LD-6), is the AzCDL-requested bill that would exempt CCW permit holders from being disarmed when entering state and local government property if their “security” is limited to the flimsy “no firearms” sign bureaucrats like to hide behind, but criminals ignore.  Under the proposed law, everyone entering must be screened if agencies or political subdivisions choose to ban weapons on government property.

ü  HB 2431 (Rep. Bob Thorpe, LD-6), is the AzCDL-requested bill that would establish an interstate compact that restricts member states from enacting firearms transfer requirements greater than existing federal law.  In essence, this would create a ceiling that state law could not exceed.  This is a critical piece of legislation in our effort to derail Bloomberg’s upcoming gun owner registration scheme in Arizona.

Legislative Update Two other pro-rights firearms bills died this week.

ü  HB 2509 (Rep. Kelly Townsend, LD-16), the AzCDL-requested bill which would add to the definition of aggravated assault the taking, or attempted taking, of any legally possessed firearm (other than by law enforcement), failed to pass out of the Senate Judiciary Committee during their March 19 hearing.

ü  SB 1460 (Sen. Kelli Ward, LD-5), which would allow for the restoration of the right to possess firearms when certain convictions were set aside, failed to move out of the Senate in time to meet the March 20 deadline. However the language of SB 1460 was revived as a “strike everything” amendment to SB 1189 which passed out of the House Military Affairs and Public Safety (MAPS) committee on March 19.

Pro-rights firearms bills are still progressing through the Legislature.  Among those are the following.

ü  HB 2527 (Rep. Anthony Kern, LD-20), the AzCDL-requested bill that would strengthen state firearms preemption by prohibiting local and state agency regulation of firearm transfers, passed out of the Senate Committee of the Whole (COW) on March 17.  Next step is a Senate Third Read vote.

ü  SB 1291 (Steve Smith, LD-11), which would allow for injunctions, fines and civil suits when political subdivisions (counties, cities, etc.) disregard state firearm preemption statues, passed out of the House MAPS Committee on March 12.  It needs to pass out of the House Rules Committee before it can be heard in the House COW.

ü  SB 1330 (Kelli Ward, LD-5), which would make any future federal acts that violate the Second Amendment invalid in Arizona, passed out of the House MAPS Committee on March 19.  It also needs to pass out of the House Rules committee before proceeding further.

·       SCR 1019 ‘Commending Israel’ is tentatively slated to be voted on in the House on Tues., March 24. Majority Whip Sen Gail Griffin’s “Concurrent Resolution Commending The Nation Of Israel For Its Cordial And Mutually Beneficial Relationship With The United States And With The State Of Arizona.”  See entire text: Arizona-2015-SCR1019-Introduced.html  The Israel Resolution was passed in the Arizona Senate the same day Israel Prime Minister Netanyahu won his re-election. Session starts at 10 am., March 24. Observers are urged to be in the gallery by 9:30 am to get a seat. Rabbi Jonathan Bernis from Jewish Voice will give the invocation to open Tuesday's session.

·       ‘NRSC ‘Stand With Israel’ petition:  SIGN  PETITION if you agree

·       The ‘Arizona Resolution to Censure’ three Democrat FCC Commissioners who voted to seize the Internet/Network Neutrality in late February was unanimously approved the LD22 precinct committeemen, the Arizona Project and Hobbs Enterprises PLLC this past week. Resolution author Joe Hobbs, a former LD19 Senate candidate and a Republican Party of Maricopa County Executive Guidance Committee (EGC) member-at-large, said “Momentum is growing. This censure should be considered by every Legislative District (LD) this month in preparation to deliver to Congress in mid-April.”  Hobbs referred to the Internet seizure/Network Neutrality as “brutality. It is like a giant case of toe nail fungus.”  Any group wishing a presentation on Hobbs censure resolution can reached him at 480-381-2380    joseph.hobbs@cox.net   www.hobbs4az.com

·       Congressman Paul A. Gosar after President Obama released new regulations for Hydraulic fracturing (fracking) on federal and Indian lands:  “Among credible energy experts, there is no question that the development and utilization of fracking has directly led to the recent U.S. energy revolution. This technology has been responsible for pulling our nation out of the 2008 economic recession as well as opening up endless possibilities for strengthening our energy independence from foreign nations. Furthermore, data shows that fracking has significantly contributed to lowering carbon emissions in the United States over recent decades. “Yet despite President Obama’s former Energy Secretary Steven Chu assuring the public that fracking is a safe technology for extracting natural gas, today’s announcement of new fracking rules are a continuation of this administration’s irrational war on fossil fuels and disproportionately hurts rural western states like Arizona. Make no mistake; the casualties of this blatant attack on reasonable energy production will include thousands of American jobs on tribal and federally owned lands where energy development of natural gas has been suppressed by this administration. “These overreaching regulations are not warranted or based on actual science and were imposed to appease environmentalist extremists. There is no other legitimate justification. It is tragic that partisan ideology and a lack of common sense are threatening an incredible opportunity for the future of sustainable energy development in the United States. American families cannot afford to let this irresponsible overreach go left unchecked and I will continue to work with my colleagues in Congress to stop these harmful policies.”
