·       LD12  2nd Vice Chair Patrick O'Malley’s ‘Hot Bills’ Update: (Borrowed from the Bartlett Bunker)

ü   HB2190 - schools; common core; replacement, passed through both the Republican and Democratic caucuses today. It’s scheduled for a Senate COW vote tomorrow (3/26).

ü  HB2180 - schools; menu of assessments, failed to pass a Senate COW vote on 3/24, but was retained on the schedule. So it will come up for another COW vote. It is not on the COW schedule for tomorrow.

ü  HB2246 - statewide assessments; parental opt out, passed the Rules committee today and passed both caucuses. The next step is a COW vote, and it isn’t on the schedule for tomorrow.

ü  HB2184 -  state board of education; members, was amended (adds a charter school member to the SBE) and passed in the Senate. It failed in the House, but has been rescheduled for another vote on 4/1/15.

ü  SB1318 - abortion; health care exchange; licensure, was amended and passed in the House. So it had to go back for a final vote in the Senate, which it passed today. It should be going to the Governor’s desk, so phone calls and emails should go to the Governor.

ü  SB1339 - public records; unduly burdensome requests, passed in House Appropriations and is headed for caucuses and COW.

ü  SB1237 - electronic driver licenses; ADOT authority, was scheduled for House Appropriations today and there was supposed to be a strike everything amendment. Apparently nothing happened, but I can’t find any details.

Update:  There is an amendment that went onto the ADOT omnibus bill (Worsely) that will give people the option to do a license the federal government approves.   Contact info for legislators:


·       Political Insiders Say That LD22 Rep David Livingston proposed the motion for reconsideration of HB2184 during a floor session – at the request Gov Doug Ducey.  HB2184 opponents are urged to encourage their Representatives to continue to oppose this bill that would strip the Supt of Public Instruction of much of her authority and forking it over to the Dept of Educaton.  One legislator confides that Ducey has already shifted 11 positions from the Supt Diane Douglas to the Dept of Education. Hmmm… Does anyone remember the kissy poo photos we saw a few weeks ago telling us that the Gov and the Supt had made up???


·       LD28 Rep Kate Brophy McGee: On Monday evening, I appeared with Mark Curtis on Channel 12 News to discuss House Bill 2640, also known as “Angel's Law ,” which I introduced early this session. The AZ Republic Editorial Board does an excellent job of detailing the bill’s objective. read more Arizona’s foster children deserve common sense protections when they are being reunified with families with prior safety problems.  This is what Angel’s Law, HB2640, does.This past week, recently-appointed DCS director Greg McKay instituted Angel’s Law as an administrative directive to protect Arizona’s most vulnerable children.  The legislature must codify the directive in statute, to ensure this critical safety measure becomes the practice going forward regardless of who is in charge.


·       LD21 Sen Debbie Lesko: My purpose in attending the meeting was to let the Peoria School Board and parents know that the recently passed state budget numbers provided by the school district and the state's non-partisan Joint Legislative Budget Committee do not correlate. The state budget committee shows that the recently passed state budget increased, not decreased, funding to the Peoria Unified School District. I felt it was important for the school board members to know that before they voted on any major decisions to move to a four day school week. The legislators, including myself, listened to three hours of testimony and public comment before we left and I invited parents and teachers and the school superintendent to meet with me to further discuss the issue.  See dramatic-standoff-between-state-lawmakers-and-teachers-in-peoria

·        The Arizona Republican Assembly (AzRA) will meet at 9 am, Sat., March 28 at the Devonshire Senior Center, 2802 E Devonshire, Phx, 85016. Congressman David Schweikert is slated to speak, Jose Borrajero and the AZRRT will make a presentation on how to the Legislative Right to Speak Program and the Legislative Bill Tracking System. Legislative members of AzRA will give an overview of bills under current consideration. AzRA officials will also present it’s Legislative Bill Rating Scorecard.


·       Maricopa County Republican Activist Joe Hobbs who  is leading an effort to Censure the Federal Communication Commission (FCC) for its unconstitutional takeover of the Internet, will present his  draft manuscript of his “Restore Our Internet” and its focus on defeating the recent FCC seizure vote, at the 9 am., March 28 Arizona Republican Assembly meeting.  Hobbs said the purpose to the book is to educate the public about the Internet workings and to get Congress to reverse the “idiotic action of three Democrat FCC Commissioners.”  Hobbs is seeking donations for the final editing/publishing/promoting of the 150 page book. ·       Gowdy: Clinton-Wiped-Her-Server-Clean  Hillary Clinton did not hand over new documents to the House panel investigating Benghazi and wiped her server clean of past emails, the committee’s chairman said in a statement Friday. Clinton did not provide correspondence or emails to the Select Committee on Benghazi, Rep. Trey Gowdy (R-S.C.), said, even though the former secretary of state was under a subpoena, issued early this month, for all correspondence from Clinton’s tenure as secretary of state that focused on Libya and Benghazi.

·       Supt of Public Instruction Diane Douglas today announced the Arizona Department of Education (ADE) is seeking comment on draft versions of updated Arizona Arts Standards. The draft standards available for review will be used to revise Arizona’s current standards for dance, media arts, music, theatre, and visual arts. Parents and other education stakeholders across Arizona will be able to comment on the revised standards until April 24, 2015. Details for input:  arts-standards-review. The Department will also hold three statewide public webinars and four public meetings, two in Phoenix and one each in Flagstaff and Tucson. Comments from all sessions will be recorded.

·       Gov Doug Ducey Has Appointed David Farca as president of the Board of Directors of the Arizona-Mexico Commission (AMC).  Farca is president of ToH Design Studio, an architecture and planning studio based in Scottsdale and operating in six cities throughout Mexico, the United States and Canada. He was born and raised in Mexico City. "Mexico is Arizona's largest trading partner with over $14 billion traded annually. Not only are our economies interdependent, but we share a history, a border, a culture and an objective to be a competitive region in our global economy," said Farca. "Strengthening our relationship with Mexico through the AMC will support Governor Ducey's priorities of growing our economy, creating jobs, improving education and protecting our communities." Farca holds a degree in biomedical engineering from Universidad Iberoamericana, a degree in medical imaging infrastructure from Massachusetts Institute of Technology and an MBA from Instituto Technologico Autonomo de Mexico. He replaces outgoing president Larry Lucero.

·       Today, Congressman Paul A. Gosar submitted a funding rider request with 33 of his colleagues urging the Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies to prohibit any funds in fiscal year 2016 from being used to fund Common Core: “Over the last couple years, the Obama Administration has lured more than 40 states into adopting common core standards in order to receive significant grants and federal funds. Most states now have buyer's remorse as this extortion has been nothing short of a disaster. Unfortunately, as the federal government’s role in education has increased, test scores and performance have not improved. Common Core has led to boredom and complacency in classrooms throughout the country, shackling students and teachers as most days are now spent teaching to standardized tests. Standards for education should be established by local communities, parents and teachers, not bureaucrats in Washington D.C. threatening to withhold funding. As a father of three, I know that a good education is critical to the future prosperity of our nation's youth. That is why I am committed to reforming our broken education system and ending Common Core once and for all. I urge the Appropriations Committee to adopt this commonsense rider that is consistent with federal law.”   Full text Here. ·       Congresswoman Martha McSally will take part in the Girl Scouts of Southern Arizona “Over the Edge” event on Saturday, March 28 at 1:50 pm at 5151 E Broadway., Blvd, Tucson. . During the event, 76 participants will rappel down 17 stories of one of Tucson’s tallest buildings to show their support for the Girl Scouts of Southern Arizona, which serves14,000 girls ages 5 to 17. McSally will arrive for rappel training at 1:50 pm and start her rappel at 2:50 pm.


·       Congressman Paul A. Gosar is leading a legislative effort supported by 14 House colleagues to the House Appropriations Subcommittee on Homeland Security asking for a funding rider in the fiscal year 2016 appropriations act that would prohibit funds or collected fees from being used to implement President Obama’s numerous executive amnesty orders: “Prior to November 20, 2014, President Obama stated 22 times that he did not have the authority to unilaterally change immigration policy. ·       Gov Doug Ducey Today Signed Bipartisan Legislation making copper the official metal of the state of Arizona. Senate Bill 1441 was sponsored by State Senator Steve Smith after a fourth-grade class at Copper Creek Elementary School in Tucson had the idea and reached out to him about it. "These students helped create a bill that had bipartisan support and will now be forever part of Arizona's history," said Governor Ducey. "A crucial driver of our economy, copper is represented on our state seal and is one of Arizona's '5 C's' along with climate, cattle, citrus and cotton. The significance of this bill goes beyond making copper our official state metal, but shows Arizonans what can happen when you learn about civics and engage in the legislative process. I am glad to sign this legislation into law."


·       Supt of Public Instruction Diane Douglas just returned from the national Council of Chief Superintendents of Schools Organization (CCSSO) annual conference in Washington, D.C.  While there, she met with fellow state superintendents from around the United States and conferred on a number of topics. Douglas and Chief of Staff Michael Bradley had a private meeting with U.S. Secretary of Education Arne Duncan to discuss a number of issues, including standards, funding and flexibility proposals.  Douglas also met with President Obama to discuss education policy and funding.  The Superintendent also discussed education policy with Sen. Lamar Alexander, Sen. Patty Murray and other Congressional leaders in their private chambers on the Hill.  Superintendent Douglas advocated for funding, flexibility and Arizona-based standards and proposals. “I had my doubts about the CCSSO since they wrote Common Core and about meeting with the Democrat controlled federal executive branch.  I did so, because education funding and flexibility for Arizona is essential.”  Douglas continued, “I am very glad for the experience.  CCSSO was completely supportive of my plans for continuous improvement and the Secretary and President both expressed support for continued federal funding to help our most disadvantaged children.”

·       Congressman Matt Salmon: On Thursday, the House passed H.R. 2, the Medicare Access and CHIP Reauthorization Act of 2015, by a vote of 392-37.  H.R. 2 repeals the Medicare “Sustainable Growth Rate” (SGR) formula and replaces it with one that returns stability to Medicare physician payments.  The proposal would institute a 0.5 percent payment update every year for five years, and would improve the fee-for-service system by streamlining Medicare’s existing web of quality assurance programs into one value-based, not volume-based, performance program.  This legislation also extends all of the extenders included in the Protecting Access to Medicare (PAMA) Act of 2014, and provides funding for Community Health Centers through 2017.  Link


·       In Her Second Bill This Week, Congresswoman Martha Mcsally introduced legislation to improve the management and accountability of new border technology projects. The legislation follows government reports showing Department of Homeland Security (DHS) acquisitions are a “high-risk” for waste, fraud, and abuse and lack important cost control measurements. “When our border technology projects lack the proper oversight or accountability, it’s bad for taxpayers, those who defend our border, and those living along our border,” said McSally. “Southern Arizonans want to see Washington act to secure our border and they expect us to do it in a smart, cost-effective way. The Border Security Technology Accountability Act of 2015 will provide improved management of border security technology projects, safeguarding taxpayer dollars and increasing accountability for some of the Department’s largest acquisition purchases. I am pleased to be working with my fellow freshman Members on the Committee on Homeland Security on this legislation to combat waste, fraud, and abuse and increase accountability at DHS." ·       Earlier This Week, Congresswoman Martha McSally introduced her first bill of the 114th Congress, the Transnational Criminal Organization Illicit Spotter Prevention and Elimination Act, to increase penalties for drug spotters operating along our border. The legislation continues her strong focus since being elected on improving border security.


·       The U.S. Senate Last Night Approved An Amendment offered by Arizona Sens John McCain and Jeff Flake to the Budget Resolution for Fiscal Year 2016 that would support efforts to prevent another wave of unaccompanied minors from crossing over the U.S. Mexico border, which caused a serious humanitarian crisis in border states such as Arizona and Texas last summer. Specifically, the amendment supports the establishment of a deficit-neutral reserve fund that would enable U.S. officials to expeditiously remove unlawful entrants from non-border countries such as Guatemala, Honduras and El Salvador. McCain spoke on the floor of the U.S. Senate last night to urge support for his amendment: “Mr. President, this amendment is simple,” said McCain. “It says that children who show up at our border will not be allowed to stay. They will be returned to the country that they came from. Right now they are being transported up by the lowest form of life that ever existed on the Earth. Young women are being raped, people are being killed and molested, and the drug cartels are the ones that are bringing them [across the border]. This has got to stop… I urge my colleagues to vote for this amendment.” Last year, 73,470 unaccompanied children entered the U.S. illegally and were apprehended by Customs and Border Protection, and thousands of migrants were transported to an emergency processing center in Nogales, Arizona. ·       "It's Appalling That We've Had To Sue In Federal Court to get key information about the Obama administration's release of 165,950 convicted criminal aliens," said Judicial Watch President Tom Fitton in a press release. "These documents show the Obama administration is lying when it says that its 'enforcement priorities' include deporting illegal aliens who have committed heinous crimes," Fitton said. Judicial Watch said the ICE documents confirm a May 2014 Center for Immigration Studies (CIS) report showing that in 2013 ICE freed 36,007 convicted criminal aliens, who had nearly 88,000 convictions. Those included 193 homicide convictions, 426 sexual assault convictions, and 303 kidnapping convictions, according to Judicial Watch.


·       Congressman Matt Salmon: This week the House took action to establish a budget for the United States.  Such an action shouldn’t be cause for celebration, but with the Senate’s refusal to take up spending bills over the last 6 years, the fact that we are once again being responsible with our nation’s finances is suddenly noteworthy.On Wednesday, the House passed H.Con.Res. 27, a concurrent budgetary resolution and the first step toward finalizing our budget, by a vote of 228-199.  H.Con.Res. 27 establishes the budget for fiscal year 2016 and the expected budget levels for fiscal years 2017 through 2025.  The budget is set to balance by the year 2024 without raising taxes, and reduces total spending by $5.5 trillion over the next ten years.  The resolution also calls upon Congress to pass a balanced budget amendment to the Constitution. ·       AZ Sens John McCain, Jeff Flake and John Barrasso (R-WY) today applauded the wildfire prevention reforms included in the Senate Budget Resolution for Fiscal Year 2016: “We commend Budget Committee Chairman Mike Enzi for reporting and passing a Budget Resolution that calls on Congress to address funding shortfalls in Forest Service’s suppression budget but also promotes wildfire prevention using industry-led forest thinning and forest stewardship contracts.“We believe that thinning our forests is one of the best ways to control the ballooning costs of fighting wildfires. We also believe that the Forest Service and the U.S. Department of the Interior should have the funding they need to fight wildfires. The provision on wildfires in the Budget Resolution is largely based on the FLAME Act Amendments, legislation we recently reintroduced in Congress and that Chairman Enzi has supported. Cystic Fibrosis is a life-threatening genetic disease that primarily affects the lungs and digestive system and requires daily care to treat. An estimated 30,000 children and adults in the United States live with Cystic Fibrosis  . Over 500 participants are expected to participate in the walk.
