·       Jose Borrajero’s  AZRRT Call To Action And Activity Report 150306 - 2115  Weekly update on what’s happening at the Arizona legislature.  Fresh post every Friday.


·       Gov Doug Ducey: This morning, we passed Arizona's Balanced Budget, a fiscally-responsible, bipartisan spending plan that sets priorities, makes real permanent decisions and solves the state's structural deficit while protecting vulnerable populations.

This is a values-based budget that reflects key priorities for the state of Arizona. It protects classrooms, child safety and public safety - all while eliminating the state's structural deficit by 2017 and protecting you, the taxpayer, from a tax increase.

 Here are the highlights:

 Fiscal Responsibility:

ü  Balances the budget and forces government to live within its means

ü  Eliminates the structural deficit by 2017

ü  It sets priorities: Child Safety, Classrooms, Public Safety

ü  $326 million in spending reductions

ü  Overall 2.3% reduction to government spending

ü  Protects taxpayers: No tax increase

Child and Public Safety:

ü  $849 million for Child Safety

ü  $1.5 billion for Public Safety

ü  16% of the general fund budget is for Child Safety/Public Safety

Classrooms First:

ü  In total, schools will have more than $10 billion including state, federal, capital and local funds

ü  Nearly 20% increase in general fund investment in K-12 since 2010

ü  49% of state general fund budget will go to education (K-12 and universities combined)

ü  Protects classroom funding, with a net increase in new dollars

ü  Teach for America: $500,000 in new permanent funding

Higher Education:

ü  Budget includes more than $600 million in general fund dollars for universities

ü  7% of state general fund budget

ü  Protects rural community colleges from reductions

Our budget recognizes that meaningful and lasting improvement in our schools and economy won't happen until government stops spending money it doesn't have, and starts living within its means - the same way Arizona families, businesses and individuals do day in and day out.

They should be shown the door out of this "Home of the Brave" to go to where they think life is appropriate for their tastes. ·        Hillary Clinton has spent a week hiding from the press and voters who have serious questions about her commitment to transparency, ethics and national security,” Republican National Committee spokesman Michael Short said in a statement. ·       The Arizona Air National Guard will bestow medals, trophies and plaques upon the state’s top performing Airmen at 10 am, Sun., March 8 ini the Arizona Air National Guard Aircraft Hangar,  Phoenix Sky Harbor Airport, 3200 E Old Tower Road.  The annual event recognizes members of the 161st Air Refueling Wing – Arizona’s KC-135 Stratotanker unit – for superior performance in service to state and nation. Approximately 30 Guard members will receive awards in various categories from senior leaders in front of about 800 fellow unit members, families and military supporters. In addition to naming the wing’s outstanding Airman, noncommissioned officer, senior noncommissioned officer, and junior commissioned officer of the year, the unit will highlight extraordinary achievements in aircrew, aircraft maintenance and mission support career fields. The 161st Air Refueling Wing provides aerial refueling in support of local and global missions. Since Sept. 11, 2001, the 161st has deployed more than 1,900 Airmen.


·       Alert -- AzCDL Bills Sandbagged:  Contact House Leadership Using the cover of the urgency of passing a budget bill, the House Leadership has sidelined key firearms legislation.  While this sounds like a reasonable excuse on the surface, other bills that passed their House committees on the same day have already passed the House and been heard in their assigned Senate committees. With the March 20 final deadline to get these bills through the House and heard in Senate committees only two weeks away, it appears that they are caving in to special interest groups and trying to run out the clock while giving the illusion of supporting your rights.

ü  HB 2320 (Rep. Brenda Barton, LD-6), would exempt CCW permit holders from being disarmed when entering state and local government property if their “security” is limited to the flimsy “no firearms” sign bureaucrats like to hide behind, but criminals ignore.  Under the proposed law, everyone entering must be screened if agencies or political subdivisions choose to ban weapons on government property.  HB 2320 is virtually identical to last year’s legislation, which sailed through the Legislature before being vetoed by outgoing Governor Brewer.   It only needs a formal House Third Read floor vote to proceed to the Senate.

ü  HB 2431 (Rep. Bob Thorpe, LD 6), which would establish an interstate compact that restricts member states from enacting firearms transfer requirements greater than existing federal law.  HB 2431 has finally been scheduled for a House COW hearing on Monday, March 9. In essence, this would create a ceiling that state law could not exceed.  This is a critical piece of legislation in our effort to derail Bloomberg’s upcoming gun owner registration scheme in Arizona.  Being stopped this session would be viewed as a huge win for Bloomberg.  Is that what the supposedly pro-rights Leadership really wants?  HB 2431 needs both a House Committee of the Whole (COW) hearing and Third Read vote to proc eed, and time is rapidly running out.

It was largely due to the thousands of emails from AzCDL members and supporters that enabled these bills to progress as far as they have.  Now, it’s time to urge the House Leadership to schedule HB 2320 for a Third Read vote and to schedule HB 2431 for Third Read following the COW hearing.  Time is of the essence.  They need to understand that there is significant grassroots support for these bills.  Click here to send the emails we have prepared for you to send to the House Leadership.    You may send them as is, or customize them with your comments.  Now is the time to voice your opinion.  It only takes a few mouse click s to make a difference. ·       Sonoita-Elgin Tea Party Alert:  By now, most of you have received your property tax valuation for 2016. Please look at your valuation carefully and take note that your property taxes will be based on your Limited Property Value (LPV), instead of the Full Cash Value as in previous years. For those of you living in Santa Cruz County, the Santa Cruz County Board of Supervisors is discussing an increase to the countywide tax; there is a possibility that the Supervisors will decide to push the tax to the max allowed by law. Any increase in the county tax will increase your property tax bill. Therefore, reducing your property’s valuation will limit the tax increase imposed by the County.

We encourage all property owners in Pima and Santa Cruz counties to appeal their 2016 valuation. Instructions for doing so are listed on the back of the 2016 Residential Notice of Value; you may call the County Assessor’s Office in your respective county, or logon to the Arizona Dept. of Revenue’s website to obtain the Appeals Form.

·       Congressman Matt Salmon: I’ve long maintained strong opposition to kicking the can down the road, but in the upcoming weeks this Congress will face another self-imposed cliff when Congress will once more be forced to address the government’s statutory debt limit.  In a failure of leadership, Congress voted last year to suspend the debt limit (not raise it to a new amount) until March 16, a mere 10 days away.  When the House takes up legislation to address the debt limit, I will continue to fight for you and our nation’s future.
