·      The U.S. Council of Muslim Organizations (USCMO)  made up entirely of Muslim Brotherhood/Hamas organizations will spend Monday and Tuesday of next week on Capitol Hill advocating their position as the first national Muslim political party.  Understanding The Threat encourages all readers to contact their Senators and Representatives  to educate them.  Ask them why they are allowing terrorists on Capitol Hill.


·       AZGOP Chairman Robert Graham stirred up a Horne’s Nest when he told a LD18 PC Peggy McClain to “get a life”  on “Tweeter” Easter night when she questioned his closing the April 18 AZGOP State Executive meeting to PCs as observers.  Consequently, some of McClain’s fellow PCs are riled enough that they are planning to rally at 9 am, April 18 at AZGOP headquarters, 3501 N. 24th St., Phx., to “give Chairman Graham the chance to open the doors to us.”  PCs interested in joining the  “Get A Life” rally to send a strong message to Graham should contact McClain at

McClain writes:  “In January, we Precinct Committeemen elected Robert Graham as our Party Chair. At the same meeting, we overwhelmingly passed a resolution to close the Republican Primaries. Many have kept the heat on Chairman Graham to fulfill this mandate. However, as the State Party Board meeting draws near, he is becoming irritated and is not likely to allow the PCs to sit in on this meeting, which in the past has been open to Precinct Committeemen. Does this have anything to do with keeping the primaries open and ignoring the mandate of the elected State PCs?

“Are we Precinct Committeeman going to be shut out from the proceedings of those we elected to represent us? Fellow PCs, it's up to us to demand transparency and accountability of our State Chairman. Broken promises, closed meetings, and being personally demeaned is not acceptable. Join us at GOP Party Headquarters, 3501 N. 24th St. Phoenix, on April 18, 2015 between 9-10AM. Let's give Chairman Graham the chance to open the doors to us.”


·       Speaking Of Closed State Committee Meetings Claims From The AZGOP:  Add Randy Pullen to a former GOP Chairmen who did NOT close his State Meetings to observer PCs. Immediate past Chairman Tom Morrissey emphatically announced he had never closed the state committee meetings during this term either. So where did current chairman Robert Graham get the idea that prior meeting were closed.


·       Maricopa County Republican Chairman Tyler Bowyer has directed an election be held to replace recently resigned LD13 Chairman Richard ‘Dick’ Landis, in accordance with the county party bylaws. Bowyer’s directive points out that ARS Title 16 stipulates that Legislative District bylaws should conform with county, state or national state bylaws. .. and that the LD13 bylaws include the same stipulation.

Maricopa County Republican bylaws Section 4, Article C: Vacancy of District Chairman 1. In the case of a vacancy in the office of District Chairman (except when such vacancy occurs within a sixty (60) day period prior to an organizational meeting), at a special meeting in which a quorum is present, the PCs within the District Committee shall meet and elect by vote of the majority present, in person or by proxy, a successor to hold office for the unexpired term. Notice of such election and a proxy shall be mailed at least ten (10) days prior to such a meeting. 2. Should a vacancy occur within a sixty (60) day period prior to an organizational meeting of the District Committee, the vacancy created shall be filled by election at such organizational meeting of the District Committee.

A dust up erupted within LD13 after Landis distributed an April 8 message to LD13 Precinct Committeemen (PCs) cancelling the April 14 LD meeting (six days after his April 2  “effective immediately” resignation letter  4-9-15-briefs  was submitted to Bowyer).  Landis, nor his executive board, notified PCs of his resignation, nor did his meeting cancellation message mention his April 2 resignation. Nor were PCs told that Bowyer had notified Landis on April 2 that an election would be required to fill the chairmanship via county bylaws.

Shortly before noon, Thurs., April 9  immediate past LD13 Chairman Robert Branch, e-mailed  LD13 PCs questioning Landis’s authority to cancel the April 14 meeting six days after Landis was no longer the chairman. Branch informed the PCs that an election was required to replace Landis. (See Branch e-mail 4-9-15-briefs)

In a late night, 11:14 pm., Thurs, April 9 e-mail, First Vice Chairman Wallie Campbell challenged the election with the distribution of  an e-mail that reads: “Hello LD 13 PC’s - It is unfortunate that your inbox is being filled with such unnecessary correspondence relative to the resignation of Dick Landis.  To bring you all up to speed, Dick did tender his resignation a week ago due to a personal medical condition that was not clear to him at the time of his election.  Prior to his resignation, he contacted me and in that we had both read the current LD13 Bylaws (attached) previously, we were in agreement that according to our LD13 By Laws an order of succession was called for – therefore in his letter he stipulated that I, Wally Campbell, would take over as chairman.  Mr. Bowyer in response, referenced the County Bylaws, unaware of our By Laws. The past week has been used, not avoiding anything, but working to clear things up.  The hard copy of the By Laws that we had seen earlier was misplaced, however we were given an electronic copy by the former Chairman Bob Branch today. I have forwarded those to Tyler Bowyer and am awaiting his reply in order to proceed accordingly. There is not now, nor has there been any intent to keep anyone in the dark, avoid transparency or anything of the sort.  We were strictly attempting to follow the LD 13 ByLaws and give you, the elected PC’s, the most current information.  It is unfortunate I was not contacted by Bob Branch, or apparently our By Laws read, prior to the emails of earlier today. Hopefully we will have this all worked out in time to have an orderly and productive meeting as soon as we know what sort of meeting we should have. -  Wally Campbell
