·       Activist Jim Ehl: It get more and more confusing.  There are many definitions of a ‘closed meeting’, so with your expertise, how does the AZ GOP define a ‘closed meeting’?  For example, according to a reply to The Arizona Town Crier, “ Hi Jim, All the District Chairmen were invited and most were there.  We are allowed to participate, but don't get a vote.”   But voting, members of the AZ GOP Executive Committee includes “president/chairman of each nationally recognized Republican auxiliary organization with at least 2,000 dues-paying members in the state”.  They are allowed to vote and what do they have to do with running the party?

·       Congressman Matt Salmon: Protecting Cybersecurity Shouldn’t Mean Forfeiting Privacy Link

ü  This week the House took action on two main fronts.  The first was consumer protection and on Tuesday, the House passed H.R. 1195, the Bureau of Consumer Financial Protection Advisory Boards Act, by a vote of 235-183.  H.R. 1195 amends the Consumer Financial Protection Act of 2010 to create a Small Business Advisory Board at the Bureau of Consumer Financial Protection (CFPB) and codifies two other advisory committees that have already been created by the CFPB: the Credit Union Advisory Council and the Community Bank Advisory Council.

ü  Later in the week, the second area, cybersecurity, came up for debate and two bills that I had serious concerns with were brought forward for consideration.  On Wednesday, the first bill, H.R. 1560, the Protecting Cyber Networks Act, by a vote of 307-116.  H.R. 1560 enables private companies to share information with each other and civilian entities of the federal government on a voluntary basis for cybersecurity purposes and provides liability protection for those companies.

ü  On Thursday, the House passed H.R. 1731, the National Cybersecurity Protection Advancement Act of 2015, by a vote of 355-63.  H.R. 1731 amends the Homeland Security Act of 2002 to encourage voluntary information sharing with liability protections between the private sector and Federal government.  The bill tries to restrict the sharing of that information for solely cybersecurity purposes, but I am not convinced that these protections are strong enough. Both of these bills passed, but because they didn’t respect the fundamental rights of Americans, I was forced to vote against them.  Protecting our digital infrastructure is critically important, but we need to do it properly.  For some more background, here’s some excellent analysis that the Center for Internet and Society at the Stanford Law School produced on these two bills.

ü  Next week, we expect the House to consider: the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act; the Energy and Water Development, and Related Agencies Appropriations Act; and the Budget Conference Report.
