·       LD6 PC Warren Woodward: Yesterday, in a 3 to 2 vote, the Arizona Corporation Commission (ACC) did not decide to grant the money APS wanted from solar customers (about $21 per month instead of the current $5 average) but it did decide to move forward with the issue instead of waiting for APS's next rate case. Thus the ACC paved the way for APS to get more money sooner than later from solar customers and, in so doing, stop rooftop solar from growing.

One of the 3 in favor was Commissioner Doug Little, whose election campaign was widely believed to have benefited from massive APS “dark money" contributions. The other two in favor were Tom Forese and Bob Stump. Forese's ACC election campaign was also widely believed to have been boosted by APS cash, and Bob Stump is suspected of being the dark money middleman.

Regarding Tuesday's ACC solar decision, the Arizona Republic quoted Little thus, “Delaying the conversation another year basically is a disservice and not in the public interest.” Hypocritically, just last April, when the issue was when to hear the “smart” meter issue, Little said practically the opposite. Last April, Little argued that since any fees the ACC might grant to APS for customers refusing a “smart” meter could be challenged again at APS's next rate case, the issue could be heard twice, once at a hearing and again during APS's rate case. Little said: “I would tend to say that while it's probably not the most optimum situation, um, in the interests of the ratepayers' and taxpayer money, to have two hearings would be to me, duplicative. We would be discussing the same issues twice.”

·       Rep. Matt Salmon On The Department Of Homeland Security (DHS) releasing three dangerous illegal aliens into Pinal County, Arizona. “Despite the repeated attacks on American citizens by illegal aliens released from our jails, DHS refuses to stop freeing violent criminals who are in our country illegally.  Just yesterday, we learned of three more individuals set free on law-abiding Arizonans by the Department of Homeland Security.  Their crimes included the beating to death of a seven-week-old baby and the stabbing, beating, and immolation of a police informant. Our Department of Homeland Security needs to focus more on securing our homeland, not on cornering the market as a transportation option for illegal aliens in the United States.  Americans need protection from violent criminals and an explanation for why DHS has been so miserably failing at their primary task.  How many more Americans must be murdered by illegal alien criminals before this administration begins taking the safety of Americans seriously?”  Salmon letter here.

·       Congressman Paul A. Gosar after he and 29 of House colleagues demanded answers from EPA Administrator Gina McCarthy to questions relating to the unresolved August 5, 2015 contamination of Cement Creek:

“The staggering incompetence and complete lack of accountability from the EPA following the breach at the Gold King mine is incomprehensible. It is disgraceful that local elected officials and residents who were put at risk had to find out about this disaster through news reports. This event has highlighted the glaring hypocrisy within the Obama Administration. Rather than condemning these actions, like the White House did during spills by the private sector, the president and his mouthpieces have remained silent, tried to cover up this incident and directed all questions on this matter to the EPA.  The double standard is sickening as this administration believes it can create its own set of rules when it is the one responsible for polluting our rivers.

“The real victims are the American people that develop health issues as a result of this spill, the people of the Navajo Nation who have had their primary water source contaminated, the local outfitters and businesses who have had to temporary close their operations as well as forgo significant revenues, and the local farmers and ranchers who have been unable to irrigate their crops or feed their livestock. We won’t know the full damage that has been done to Western communities from this incident for several years. Having said that, I support the Navajo Nation’s planned legal action and the legal action of any other citizens who were victims of this gross negligence by the EPA. This gutless and incompetent agency must be held accountable for releasing 3 million gallons of toxic waste into our rivers.”

·       Congresswoman  Martha McSally today led the full Arizona House delegation to call for the inclusion of provisions designating the Sonoran Corridor, an interstate connecting Interstate-19 and Interstate-10 south of the Tucson International Airport, in long-term transportation reauthorization legislation. In a letter to the Chairman and Ranking Member of the House Committee on Transportation, the lawmakers urged the interstate designation as a way to ease congestion in Tucson, reduce travel time and costs, and expand trade connectivity between Southern Arizona and major transportation routes throughout the United States.

“The Sonoran Corridor would provide essential supplementary infrastructure to keep pace with a region poised for tremendous economic growth,” the lawmakers said in the letter. “It is perfectly aligned with and strongly supportive of established national transportation policy goals, including congestion reduction, freight movement and economic vitality.”

On June 23, Rep. McSally introduced H.R. 2859, the Sonoran Corridor Interstate Development Act of 2015, to designate the Sonoran Corridor a “High Priority Corridor on the National Highway System.” The bill has the support of the full Arizona House delegation and a companion bill was introduced in the Senate by U.S. Senators McCain and Flake. Similar legislative language also was included in long-term transportation reauthorization legislation in the Senate, which passed on July 30, 2015.  Letter  HERE

·       This Morning AZGOP Chairman Robert Graham criticized marijuana legalization advocates for corralling a handful of teachers on the lawn of the Capitol and offering them money in exchange for supporting marijuana legalization.“This was a pathetic display -- this marijuana cartel is trying to recruit Arizona's educators by pledging a share of the future profits from the marijuana industry,” said Graham. “The promises of benefits from recreational marijuana are as fake as the check they showed at their press conference today.”

The group initially announced a $50 million check would be presented, but apparently misplaced $10 million of it overnight and reduced the amount accordingly. The proposal is one of two competing marijuana-legalizing ballot measure that need more than 150,000 voter signatures in order to qualify for the ballot in 2016.

Graham has joined forces with Arizonans for Responsible Drug Policy to oppose the measure. The group released information yesterday from Colorado documenting the failures of legalizing marijuana there and discounting the notion that marijuana tax revenues help fund public education.Andrew Freeman, Director of Marijuana Coordination for the State of Colorado, told the Boston Herald, “You do not legalize for taxation. It is a myth. You are not going to pave streets. You are not going to be able to pay teachers. The big red herring is the whole thing that the tax revenue will solve a bunch of crises. But it won’t.”

The Arizona Republican Party polled 1,600 voters last month and found voters oppose the legalization of marijuana by more than two to one. In June the party’s Executive Committee, made up of grassroots leaders from throughout the state, voted overwhelmingly to oppose the legalization of recreational marijuana.
