·       Congressman Paul A. Gosar after introducing The Competitive Health Insurance Reform Act of 2015, H.R. 494, legislation that would amend the McCarran-Ferguson Act which exempted the health insurance industry from anti-trust laws: “My legislation seeks to restore competition among health insurance companies and correct a historical error that allowed for an exemption from federal anti-trust and unfair competition laws. Over the decades, and rapidly since the passage of Obamacare, the health insurance market has expanded into one of the least transparent and most anti-competitive industries in the United States.

“After 70 years, it is apparent that the unbridled antitrust exemption created by Congress in the 1940’s was not wise. These antiquated provisions are no longer necessary and there is no reason in law, policy or logic for the insurance industry to have special exemptions that are different from all other businesses in the United States.

“The government should not be picking winners or losers and the insurance industry should also have to comply with federal anti-trust laws. As a healthcare provider for more than 25 years I understand first-hand the importance of a competitive health insurance market. Hospitals, doctors and patients alike benefit when health insurers compete to provide quality coverage. The passage of my bill into law is an important first step towards ushering in real healthcare reform. full text of The Competitive Health Insurance Reform Act can be found HERE.

·       Congressman Matt Salmon: The biggest event of the week was the Joint Session of Congress that the House hosted, where the President gave his annual State of the Union Address.  I recorded a quick video response to let you know my thoughts on the policies he outlined.  Watch the video below.

·       Congressman Matt Salmon: Legislatively, the House passed two important bills this week.  On Wednesday, we passed H.R. 161, the Natural Gas Pipeline Permitting Reform Act, by a vote of 253-169.  H.R. 161 expedites the federal review process for applications for natural gas pipeline certificates by imposing deadlines on involved agencies.  Specifically, the bill amends the Natural Gas Act to require that the Federal Energy Regulatory Commission (FERC) approve or deny a pipeline certificate within twelve months of receiving the complete application.

On Thursday, the House passed H.R. 7, the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2015, by a vote of 242-179.  H.R. 7 codifies policies enacted for more than thirty years on a case-by-case basis that prohibit federal funding for abortion.  In addition, H.R. 7 prohibits premium tax credits and cost-sharing subsidies authorized under Obamacare from being granted for health plans that include elective abortion coverage.

Despite the veto threats and the threats of more executive actions that bypass Congress, rest assured the representatives of the American people will express the people's will through our laws.  I'm hopeful these bills will soon clear the Senate and that the President will sign them into law. full blog post here

·       Jim Waring Phoenix Vice Mayor - District 2: The City's Human Trafficking task force has been busy working to end human trafficking in Phoenix and Arizona. I want to thank all of the task force members for their hard work and dedication to this issue. Yesterday, the Phoenix City Council unanimously passed an ordinance and policy change that will make punishments for "Johns" harsher.
Last week, we held a press conference with Cindy McCain to talk about the accomplishments of the City's task force and the Governor's council. Both groups have been collaborating and working on awareness efforts to make sure people know this is happening in our city and state.
You can watch the press conference here.
Sergeant Bray and I created a video on indicators to look for in the community on human trafficking. This will be shared with City staff, the Governor's council and is available on the City's website for people to view. video here.
I also toured the Phoenix Dream Center and talked with Executive Director Brian Steele about their efforts to help victims of human trafficking. Brian and the Dream Center are working incredibly hard to help these young survivors by giving them a safe place to stay and resources to help them achieve their goals for the future.

·       Congressman Martha McSally successfully offered an amendment to the Secure Our Borders First Act, legislation to gain and maintain control of our borders. Her amendment directs Border Patrol resources to be placed at the border, instead of miles inland, requires more manpower at forward operating bases, and requires additional manning and deployment of air assets to rapidly respond to incursions in remote areas.

“I thank my colleagues on the committee for their support of my amendment, which is critical to stopping illegal activity at the border and protecting our residents,” said McSally. “Right now, our border patrol agents do all they can to stop illegal activity, but our current “defense in depth” strategy just isn’t working. It puts the lives of Southern Arizonans at risk, while allowing traffickers and cartels to enter and move through our communities. I’ve had a lot of conversations with our border residents, and re-focusing our strategy at the border is a top priority I’ve heard. By directing resources actually at the border, adding manpower to forward operating bases in remote areas, and taking advantage of our airborne assets, my amendment helps ensure our residents are kept safe and illegal activity is kept out.”

McSally’s amendment directs the Chief of Border Patrol to ensure Border Patrol personnel are deployed and patrol as close to the international boundary as possible. The amendment requires the Chief to deploy the maximum practicable amount of agents to forward operating bases in remote areas and requires the use of air capabilities and other assets to respond quickly to incursions in remote areas. Finally, the amendment requires the Border Security Verification Commission, a commission established by the bill to independently verify that the border is secure, to consult with ranchers living along the border. Full amendment HERE.
