·       In Light Of  LD30 Chairman Gary Hirsch’s Sunday ((Sept 27) afternoon resignation, the “LD30 Special Meeting’ scheduled for Mon (Sept 28) has been officially cancelled, according to Maricopa County Republicans Executive Director April Riggins.

 

·       LD30 Chairman Gary Hirsch turned in his resignation letter to MCRC Chairman Tyler Bowyer Sunday afternoon (Sept 27) – one day prior to a ‘special meeting’ scheduled within his district for the purpose of recalling him.

       Last week Hirsch said he has the votes to beat the recall efforts, but he opt  to resign rather than put the district through the upheaval of a recall election Monday (Sept 28) evening.  Upon Hirsch’s  Sunday afternoon resignation, First Vice Chairman Bud Zomock moved into the “acting chairman” role until Zomock can call an election meeting to elect a new LD30 chairman.

Hirsch’s lengthy resignation letter reflects prior allegations of harassment against former LD30 Chairman Timothy Schwartz whom Hirsch beat in December 2014 election of officers. On July 21 Schwartz, who signed up nearly 100 new LD30 PCs late last year, presented Bowyer with recall Hirsch petitions signed by more than half of the 176 LD30 PCs. The new PC applications were processed and approved by the Maricopa County Board of Supervisors the first of year – which is a violation of county bylaws according to Hirsch. Hirsch claims Bowyer had assured him there would be no recall election, then reneged and recently appointed Maricopa County Republicans Executive Director April Riggins to call for the Sept 28 ‘Special Meeting’ for the purpose of recalling Hirsch.

In the meantime, Schwartz claims Bowyer was dragging his heels and missed the deadline for distributing the ‘call letter’  for an August ‘special recall meeting.’  Schwartz said the recall Hirsch petitions were gathered in accordance with Bowyer’s guidance.

As delays and allegations have been throw back and forth over the past few of months, Bowyer contends that he has followed the county bylaws regarding recalling a LD chairmen. Bowyer is now caught between a rock and a hard spot with both Hirsch and Schwartz camps livid with him.

 

·       LD30 Isn’t The Only Place Bowyer Is In Hot Water. A few days ago an anonymous memo, blasting Bowyer for appointing a non-Republican general counsel, was distributed under the sender name  JJHinsley@gmail.com.  County leadership research has found no registered Republican under that name in Maricopa County. Precinct Committeemen (PCs) are annoyed that the mysterious Hinsley seems to have accessed  Maricopa County PC e-dresses that the PCs thought were secure with state and county officials.  See 9-24-15-briefs 

As the unsigned memo circulates, some wonder why no one challenged him when Bowyer made the appointment of the second counsel this past summer.

Bowyer says the individual has been a great help to MCRC general council Ted Naeckel, who is a patent attorney. Naeckel says the other general counsel appointee has done excellent work with him so “who cares if she is an Independent?”  Nevertheless, Bowyer is criticized for  “putting a fox into the conservative chicken coop” regardless of how much help she has offered.

Social media postings criticizing Bowyer’s leadership started showing up over a week ago.  See LD30 saga 9-22-15-briefs . See grumblings 9-26-15-briefs.

Speculation has it that the e-mail and social media attacks on Bowyer is groundwork to get Bowyer recalled/removed so McCain’s machinery can maneuver a McCain supporter into the county chairmanship position before campaigning gets hot and heavy for the 2016 election season. McCain, who has three announced Republican challengers Dr Kelli Ward, Alex Meluskey and Clair Van Steenwyk, was censured by the Maricopa County PCs and the AZGOP State Committeemen in January 2014.  A few months after McCain was censured, national reports surfaced exposing a movement to cleanse conservative Arizona PCs from leadership roles.

Some say Bowyer is also being punished for supporting Donald Trump and Rand Paul’s presidential campaign appearances in Phoenix. Shortly thereafter, AZGOP Chairman Robert Graham stopped payment on the rental check on Bowyer’s newly opened county office in Tempe. It is common knowledge the Washington GOP establishment favors presidential candidate Jeb Bush. It has been whispered within Arizona’s GOP inner circle for well over a year that Graham has his eye on the National Republican Committee chairmanship.

In the meantime, the Dems are sitting back licking their chops as the GOP in-fighting drives disillusioned Republicans out of the party.

 

AzRA School Finance Resolution Passes Unanimously

 

·       AzRA Passed A ‘School Finance Resolution’ Saturday that opposes K-12 overrides/bonds proposals until expenditures reforms occur, favors zero-based budgeting, and deemed a special legislative session unnecessary. The resolution reads:

ü  Whereas, total funding to the K-12 district school system is the highest in history, AND

ü  Whereas, the allocation of state appropriations to education is now approaching 60% of all revenues, AND

ü  Whereas, the K-12 district schools are diverting more tax dollars every year away from the classroom, AND

ü  Whereas, most K-12 districts are intentionally lying to the voters regarding revenues and expenditures, AND

ü  Whereas, the students, taxpayers, teachers & legislators are being wrongly victimized by K-12 educrats, AND

ü  Whereas, many seniors on fixed incomes are experiencing grave hardships due to unnecessary tax increases, AND

ü  Whereas, the principles of AzRA and the Republican Party call for smaller, more efficient government, AND

ü  Whereas, we believe that the fabric of the American Tapestry is being destroyed by this outrageous largesse,

ü  Therefore, be it resolved that the Arizona Republican Assembly (AzRA) hereby opposes ALL K-12 Override and Bond proposals until there is clear and convincing proof that voters are being fully informed of the TOTAL REVENUES received from all sources as well as the specific expenditures – with highlighted expenditure dollars and percentages allocated to the classroom, as defined by the Auditor General – for the affected district, AND

ü  Be it further resolved that the Arizona Republican Assembly (AzRA) hereby opposes any and all plans to increase funding to K-12 district schools until the above issues are addressed & corrected, AND

ü  Be it further resolved that the Arizona Republican Assembly (AzRA) hereby strongly favors zero based budgeting for all layers of government, with special attention to K-12 district schools, AND

ü  Be it finally resolved that the Arizona Republican Assembly (AzRA), having been informed that a special legislative session is being crafted to increase funding to K-12 in response to false statements of the school districts and echoed by the mainstream media, hereby declares that a special session is not warranted for this purpose and further declares that the worst possible source for an unwarranted increase of funding to K-12 district schools would be an increase in taxes of any kind. - Passed Unanimously By The AzRA Members On September 26, 2015.

 

·       AzRA membership has grown to 320 – representing 10 counties - over the past of months, according to Chairman Thayer Verschoor. He predicts the membership will exceed 1,000 by January.
