Maricopa County Republican Chairman Tyler Bowyer has announced that the Maricopa County MCRC Executive Guidance Committee (MCRC EGC) meeting has been moved from March Wed., March 2 to Wed., March 9 at AZGOP headquarters, 3501 N. 24th St., in Phoenix. The April ETC meeting has been moved to Wed., April 13.

MCRC EGC Secretary Matt Eberle will be stepping down to run for the Chandler City Council, therefore, nominations are being accepted until 11:59 pm., Sat., March 5 for secretary candidates to fill Eberle’s position. Eberle’s replacement will be elected at the March 9 MCRC EGC meeting. Nomination will also be accepted from the floor at the March 9 meeting. Candidates must currently be a precinct committeeman.

MCRC EGC Chairman Tyler Bowyer’s Letter To EGC members: Fellow Executive Guidance Committee Member -- As you serve as a member of the Republican Party of Maricopa County’s Executive Guidance Committee, we are sending this letter to inform you of the vacancies in the offices of Secretary. The Secretary may be elected regardless of their location within the county, as long as they reside within Maricopa County and currently serve as Precinct Committeeman. This vacancy has occurred due to the resignation of Matt Eberle, who is running for public office. Per our County bylaws, this notice is to inform you of the election to fill this vacancy at the next regular Executive Guidance Committee meeting at 7 pm on Wednesday, March 9, 2016 at Arizona GOP Headquarters. Please forward this information to the Precinct Committeemen in your district and spheres of influence as expeditiously as possible. Those who wish to be placed on a ballot, as time permits, should contact me directly at tyler@maricopacountygop.com . Nominations will also be accepted from the floor.

MCRC Chairman Tyler Bower On Proxy Use for LD elections preceding the April 30 state convention: “Lastly, there have been many questions about the State Convention. We have sat back a bit as different groups have weighed in. After looking into all information, it appears that the process for meeting elections is at the discretion of the Legislative Districts that conduct the elections. This is not a statutory meeting, so it is not our position to forcibly instruct you to accept or not to accept proxies. However, our (MCRC) board met and decided that we would strongly encourage all leaders to encourage and help their PCs to attend their delegate election meeting and to nominate those who participate in the Republican functions in and around our communities. Often times nominations occur for individuals who are not present and also do not intend to participate in the State Convention - which becomes a problem as proxies will not be allowed at the State and National Conventions. We would love to see the most active Precinct Committeemen attend, participate and also run for the State Delegation to the RNC Convention!

In order to provide more availability for days to hold the election, our EGC meeting will ALSO be moved to the Second Wednesday in April, April 13th.

Donald Trump For President Yard Signs are now available for pick up between 10 am-7pm at 605 E. McKellips Rd, Mesa AZ 85203. Volunteers are needed to put together yard signs, phone banking, and other duties, according to coordinator Thayer Verschoor. tverschoor@donaldtrump.com

The AZGOP Executive Committee Is Reportedly Meeting With All Legislative District Chairmen on Sat., March 5 to discuss the upcoming LD State Delegate elections. Precinct Committeemen can expect to receive a call letter and proxy form information shortly thereafter, so everyone will be singing from the same hymn book. As you may recall, the proxy issue has taken some turbulent turns over the past few weeks.

Readers Are Questioning who paid for Sen Jeff Flake’s recent trip to Africa? – you know, the one where his congressional party was chased by elephants? Did his wife Cheryl accompany him? Did taxpayers pick up the tab?

And Interesting Question Arose Today. “What is the State of Arizona going to do when these refugees begin bringing in their wives who are 6, 7 or 8 years old?”  

Reports Have It That LD13 Rep Steve Montenegro aka as the House Majority Leader has repaid the American Legislative Exchange Council (ALEC) $315 for expenses he errantly changed for travel expenses to a conflab in San Diego.

Who Will Be Seated Where? Will Arizona legislative Senator John Kavanaugh bid for the Senate President seat now that Senator Prexy Andy Biggs has vacated it for a run for retiring Matt Salmon’s congressional seat? And will Kirk Adams toss his hat into the CD5 race? Then who will become Chief of Staff over in the Guv’s office? Hmm. Does the musical chairs guy of 2015/16 Andy Tobin ring a bell? Would that solve Tobin’s appointment to the Arizona Corporation Commission ‘conflict of interest’ dilemma? Speculation has it that Tobin is in a holding position – hoping John McCain gets re-elected, so when McCain retires to his rocking chair in Sedona– Tobin can be appointed to the US Senate. Won’t it be interesting to see how/if that scenario plays out??

The Yellow Sheet Reports Tom O'Halleran’s says that House Speaker David Gowan accepted $10,000 in taxpayer money to which he was not entitled. He hired his friend to be sergeant-at-arms at an $80,000 annual salary--a great deal more than the previous person earned in that job. This friend drives him to campaign events. It is past time for Speaker Gowan to accept responsibility for his actions and offer Arizona more than excuses. His campaign should reimburse the State for the cost of his driver when he was doing campaign work. Arizona voters deserve a Congressman focused on solving problems and helping Arizona families, not one who makes excuses and uses our tax dollars to fund his campaign."

Congressman Paul Gosar: We have a saying in the West that "Whiskey is for drinking and water is for fighting!" We all know water comes at a premium in western states, so it is critical for the federal government to support commonsense policies that empower states and local communities to decide how best to use their own water resources.  To start things off at a water resources hearing this past week, I offered a toast to the extremist environmentalist groups who are prioritizing a three-inch fish over the lives of American families, farmers and small businesses... watch Gosar's toast “May God bless this hearing. May we make real progress here today so that Congress can finally provide some form of relief for drought conditions and from policies that are crippling Western communities. And finally, may extremist environmentalist groups and others who are holding back commonsense solutions and comprehensive west-wide drought relief legislation that passed the House last July, put the interests of small businesses, farmers and American families ahead of the interests of a three-inch fish. The Arizona Game and Fish Department has given notice to the public that a quorum of the department’s Commissioners may attend and participate in the Arizona Legislators for Wildlife Cast & Blast event scheduled between 4-7 pm., Mon., Feb 29 at the Ben Avery Shooting Facility, 4044 W Black Canyon Blvd., Phx. The Arizona Corporation Commission will hold a public hearings starting March 1 concerning UNS Electric’s application to raise rates. UNS Electric is owned by UniSource and provides service to Santa Cruz and Mohave Counties. The hearing will continue for several days at the Tucson Corporation Commission Office that is inside the Arizona State Building, 400 W. Congress Street in Utilities Hearing room 222. The Commissioners will also be holding public comment sessions with residents impacted on Tues, March 22 in Nogales and Thurs March 31 in Kingman/ Lake Havasu. Details tba. Scottsdale City Council Candidate Virgina Korte: I am a consensus builder – because I believe the best outcomes are created when people come together and agree on a course of action. That means making sure everyone has a voice in the decision-making process, no matter what the issue. One of the things that makes our city so great and sets it apart from many other places is our ability to share our ideas with one another.  Citizens are able to not only take part in shaping our short-term objectives, but also participate in planning ahead to determine the best ways to achieve our long-term goals. As we focus on the future, one of the most important topics is the role transportation issues play in growing our economy and sustaining our Scottsdale way of life.  Transportation issues include everything from the condition of streets and controlling traffic to expanding bus and trolley services.  Other types of transit options are also worth a communitywide dialogue about the least expensive and most efficient ways to move our residents, workforce and visitors around the city in the future. The Transportation Commission recently approved a “draft” plan of a 20-year Master Transportation Plan developed by the Transportation Department.  The City Council will review the plan this spring.  Over the next several months, I will be sending more emails with my thoughts about transportation and other issues.  If you have any questions, please contact me at:  Korte@KorteScottsdale.com

US Senate Candidate Clair Van Steenwyk: Congressman Trent Franks is asking would-be signers to back his push to rally the establishment around the Florida or Texas senator in an effort to defeat Donald Trump. "We call upon all national security, free-market, and pro-family conservatives to boldly rally around the two of you together and ask you both to answer the call of statesmanship and decide between yourselves which shall be the candidate for President and which shall be the candidate for Vice President,” the letter says.

We've had enough of the GOP Establishment of which Franks is a Card Carrying member as proven by his votes for Bad Trade Deals, CISPA, Indefinite Detention of American Citizens violating Constitutional Rights, Debt Ceiling Raises etc. Franks claims to be a conservative and chairs committee on the US Constitution so should know better, this is just another attempt of the GOP Establishment to Hold onto Power. To ask them to vote for Rubio Gang of 8 or Cruz who wants to Expand H1B Visa Program bringing in even more labor to US is not the answer, maybe he knows something we don't, remember both Senators can be Senators according to the US Constitution as that only requires you to be a Citizen & 35, while the Presidency requires a Natural Born Citizen, anyone wonder why this difference in requirements for these offices, might be job description Commander in Chief, Defense Dept. Treasury, AG, State all have to do with National Security and our Founders understood the Loyalty needed and made it clear 35 is the age needed to attain either job, however Natural Born for Pres. and only Citizen for Senate they made it clear then and we need to make it clear now. Rep. Franks your judgement in this is off once again as are many of your votes.  Franks so called conservative record is questionable on many fronts and the GOP Establishment needs to stop trying to control the process and allow the Citizens to decide, and don't need him misleading uninformed or misinformed voters down the path of the GOP Establishment.

Trent-Franks Circulating Letter Calling For Cruz Or Rubio To Drop Out Of Race Congressman  Trent Franks, an Arizona Republican, sent the letter to fellow Republicans Wednesday evening. He's asking would-be signers to back his push to rally the establishment around either the Florida or Texas senator in an effort to defeat Donald Trump, the current frontrunner for the GOP nomination. The letter argues that one candidate should continue on in the presidential race while the other is named a vice presidential candidate. "We call upon all national security, free-market, and pro-family conservatives to boldly rally around the two of you together and ask you both to answer the call of statesmanship and decide between yourselves which shall be the candidate for President and which shall be the candidate for Vice President,” the letter says.

The Wall Street Journal: Donald Trump Resists Calls For Tax Returns AND Politico: Romney: Trump's Tax Returns May Contain 'Bombshell' Former presidential nominee Mitt Romney is calling on Donald Trump, Ted Cruz, and Marco Rubio to release their tax records. Romney said Trump has been “dodging and weaving” on when and even if he will release his tax documents. “We really out to see … what their taxes look like to see if there’s an issue there. Mitch McConnell-Preparing-To-Sacrifice-Presidency-To-Save-Senate-Seats …While still hopeful that Marco Rubio might prevail, Mitch McConnell has begun preparing senators for the prospect of a Donald Trump nomination, assuring them that, if it threatened to harm them in the general election, they could run negative ads about Mr. Trump to create space between him and Republican senators seeking re-election. McConnell has raised the possibility of treating Trump’s loss as a given and describing a Republican Senate to voters as a necessary check on a President Hillary Clinton, according to senators at the lunches.

Board of Supervisors Chairman Clint Hickman: My friend, County Supervisor Andy Kunasek, is a gentleman who believes in civil dialogue, and professional, honest government - traits he learned from his father, Carl.  Andy trusts the people. He trusts democracy.  Since 2012, four new supervisors joined the Board. In our early days, Andy was like a generous older brother who shared his knowledge. He supported our ideas and initiatives. He gently nudged us not to get wrapped up in the politics but just be principled leaders.  Andy is patient. He listens, and makes sure that everyone around him has a meaningful role. He knows how to cool tempers and find solutions, and his steady hand in times of crisis has been critical. There are many tales that illustrate Andy’s leadership, spirit and integrity. On one occasion, a constituent reported a dead cow on the roadway. So Andy jumped in his truck and pulled it off to a safe location (and tracked down the owner by its tag). That’s Andy Kunasek, more comfortable irrigating his fields with a Four Peaks in his hand then sitting on the dais in a suit. Andy could have sought higher office any number of times. Yet he was happy serving the county and other political leaders, while maintaining his family and home in Arizona as his first priority. What greater legacy could any person leave? PC Barbara Medal:  "What is the Constitution? A document, delineated by the mighty hand of the people, in which the principles of fundamental law are established. It contains the Permanent will of the People, and can be revoked only by the authority that made it."(The people) --William Paterson. The 24th Amendment abolished any poll tax nationally and in principle that should apply to our delegate elections. Unfortunately, in order to control and impede the process and the will of the PCs we find an undue burden to participate in the election with this fee, which is in essence, a POLL TAX. Chairman Robert Graham repeatedly chooses to dismiss, with regularity, the protocols and long standing procedures that have been used to determine our AZ Party rules.

      Bylaws do permit organizations to regulate meetings but nothing supersedes the Law of the Land, for we are a governed nation Of, For and By the People, in accordance with the Constitution and not an organization to be controlled or taxed on the whim of a leader to retain absolute power or raise funds on the backs of the people whose only desire is to serve their nation and who do contribute not only financial support but many hours of service to ensure the well-being of our nation. This is to exclude some PCs from participation in the process.  Many PCs are fed up and should no longer tolerate this control. We must hold accountable and oust those who fail to fulfill their duties and serve the PCs rather than rule them. Those in leadership must be held accountable and be removed by the PCs and by demanding true representative leadership. One would ask why this principle does not apply to our Republican Party elective process? Medal is the Maricopa County Republican Committee’s Sgt-at-Arms.

Guest Attending The Fountain Hills Great Fair's on Sunday, as asked visit the Fountain Hills Republican Club's Voter Outreach booth and participate in the straw pool.  Various candidates are there gathering signatures or providing information to voters.  The FHRC booth is right next to the LD 23 Democrat and the Fountain Hills Democrats booth and the Town of Fountain Hills booth at Avenue of the Fountains and Verde River Drive.  Volunteers welcome.  Visitors desired.   Over 500 vendors.  Drink and eat at VFW Post 7507's Beer Garden after shopping or talking politics.  The VFW Beer Gardens are the only place to enjoy an alcoholic beverage, according Boe James.  The VFW's Beer mini-Garden is only 100 feet from the FHRC booth.

AzCDL Update: The following bills passed out of the House Committee of the Whole (COW) and are scheduled for one more floor vote (Third Read) before being sent to the Senate.  The emails to your Representatives have been updated to urge them to vote for these bills during Third Read.  See links to send your message.

HB 2300 would prohibit the state and local governments from enforcing or using resources to aid in the enforcement of federal laws related to personal firearms.  HB 2300.
HB 2338 is the AzCDL-requested bill that would prohibit the governing boards of educational institutions from banning firearms on public rights of way, such as city streets and sidewalks that happen to pass through campuses.

HB 2524 is the AzCDL-requested bill that would establish an interstate compact that restricts member states from enacting firearms transfer requirements that are more restrictive than existing federal law.

In the Senate, we are expecting to see SB 1257 on the COW calendar this coming week.  SB 1257 is the AzCDL-requested bill that would exempt CCW permit holders from being disarmed when entering state and local government controlled property unless everyone entering is screened for weapons. RTS Action Needed: Also needing your support in the Senate is HB 2224, which would prohibit the state or any political subdivision from charging or levying a fee, tax, assessment, lien or other encumbrance on the transfer of a firearm between private parties who are not prohibited possessors.  HB 2224 passed out of the House and was sent to the Senate on Feb 19.   HB 2224 is scheduled for a Senate Government Committee hearing on Wednesday, March 2nd.  Now is the time to use the Request to Speak (RTS) system to tell the committee members that you want them to support HB 2224. 

If you had registered your opinion on HB 2224 when it was in a House committee, you will need to again register your opinion for the Senate committee.  The “votes” do not carry across chambers.

· Enter “2224” in the Search Phrase box and click on the blue “Search” button.

Republican National Committee (RNC) Chairman Reince Priebus released the following statement on the results of the South Carolina Democrat primary: “The Democrat Primary continues to deteriorate into a race to the extreme left with voters forced to make an impossible choice between one candidate facing an FBI investigation and another that’s a self-proclaimed socialist.  This contest was not supposed to be close, yet we’ve seen both candidates pull off blowout victories and its clear the longer their race to the far-left drags on, the more unelectable each of these candidates becomes. The momentum and enthusiasm is clearly with the Republican Party.  Each Republican contest has seen record turnout while the Democrats have lagged behind the GOP and fallen far short from the turnout eight years ago. Hillary Clinton was supposed to be focused on the general election, but here she is heading into Super Tuesday, still having failed to put Sanders away.  It’s clear Clinton cannot escape the fundamental flaws of her candidacy or the multiple investigations into her secretive and reckless conduct that will surely haunt her throughout this election.”

Anita Christy: The Legislature’s Pyrrhic Victory? SB1416 Strips Superintendent of Power.  If the Arizona Legislature succeeds in passing Senator Jeff Dial’s SB1416, giving the State Board more power than it already has, this is what they will have accomplished:  Turned Arizona’s only elected official within the Department of Education into a water boy kowtowing to 10 members of the State Board of Education. The performance record of the Arizona State Board of Education:

· 1) In 2005, the SBE lowered the bar for high school graduates, by reducing the passing grade on the AIMS test. 

· 2) The SBE spent thousands of dollars developing new Math standards in 2008/2009, only to dump them for Common Core Math in 2010.

· 3) In 2010, they agreed to adopt Common Core State Standards, sight unseen.

· 4) In adopting CCSS, they disregarded ARS15-203(A)(10)(12)(13), which requires them to present a budget to the legislature relating to the accomplishment of its purposes, as well as a fiscal impact statement of any proposed changes to the minimum course of study or competency requirements and, on completion, send a copy to the director of the Joint Legislative Budget Committee (JLBC).  It wasn’t until 2013 that ADE estimated that the cost to implement Common Core would be $387 million;

· 5) The SBE has adopted assessment after assessment, the latest of which (AzMerit) has proven to be expensive, un-validated, worthless, and psychologically harmful to Arizona's children.

· 6) The SBE has placed children at serious risk of teacher misconduct. State teacher investigators, working under the direction of the board, inaccurately recorded about a third of their teacher investigations.  Between 2010 and 2015, 79 cases of teacher misconduct were not properly reported, by investigators under Board supervision, to state and national databases.  A teacher, whose certificate was revoked in Oregon managed to get a teaching certificate in Arizona two months before she was charged with 10 felonies in Oregon, for allegedly having sex with a student.
