State Committeeman Linda Brickman: Ballot Harvesting is not legal pursuant a 9th Circuit Court of Appeals. See federal-judge-lets-arizona-enforce-ballot-harvesting-ban In summation, the 9th U.S. Circuit Court of Appeals UPHELD the original decision to STOP ballot harvesting in Arizona. The Court acknowledged there was no proof of racial discrimination, against the new law of "ballot harvesting." The Bill 2023, which became law last legislative session states that ballots can be dropped off at the voting centers only by family members, caretakers, or those living at the residence of whom the ballot is dropped off by. The Plaintiffs had alleged that no voter fraud ever took place and the Bill created a sense of intimidation and discrimination to the voter. Both arguments by the Plaintiff were found not to be valid as no evidence could be found to substantiate their claim. With this current decision by the 9th Circuit Court, there is expected to have additional training for all poll workers at their next training on Thursday, November 3rd to discuss the ballot harvesting issue. State Committeeman Linda Brickman: 9th Circuit Upholds AZ Ballot Harvesting Law. Late Friday night, October 28, 2016, the 9th Circuit Court of Appeals denied the Democratic Party’s attempt to stop the Arizona Ballot Harvesting Law (H.B. 2023) before the November election. Under the law, a person can deliver an early ballot of a voter to the proper voting precinct ONLY if that person is a family member, co-resident, or a caregiver; in all other instances, it is a felony. The U.S. Fish and Wildlife Service (USFWS) is open to comments until Dec 16, 2016 on its proposal to list two minnows, the headwater chub and a distinct population segment (DPS) of the roundtail chub in the Lower Colorado River Basin (Arizona and New Mexico), as threatened species under the Endangered Species Act (ESA).  USFWS is re-opening the comment period for 45 days to allow consideration of new information, as well as any other aspect of the proposed rule, prior to finalizing their decision, anticipated on or before April 7, 2017. Isn’t It Amazing The We Have Billions Of Dollars To Give To Other Countries and all kinds of benefits for illegals, yet our elderly who worked a lifetime contributing to social security and retirement programs get a 0.3% cost-of-living (COLA) increase. See article below. - ft

The cost-of-living adjustment (COLA) hits a new low of 0.3%. The increase in benefits is so small, it will be the lowest payable COLA ever in the history of the program — raising a $1,000 benefit by just $3.The new low comes as COLAs have flat-lined over the past seven years, averaging just 1.2% — less than half the 3% average over the two decades prior to 2010. The long-term financial impact on anticipated retirement benefits is significant and growing, says TSCL’s Executive Director, Shannon Benton.  “People lose the effect of compounding when benefit raises are at these extreme lows,” she explains.  “That reduces the Social Security income that retirees may have been counting on over their retirement.”   According to TSCL estimates, benefits are today 13% lower than if inflation had remained the more typical 3% for retirees who have been receiving Social Security since 2009 when the low COLAs started.  A Social Security benefit of $1,000 in 2009 is about $142 per month lower today than if COLA had been the more typical 3%, with a total loss of about $6,697 in Social Security benefit growth over the past seven years.  Over the same period, however, actual senior costs have continued to climb.  Some 72% of retirees who participated in TSCL’s 2016 Senior Survey reported that their monthly expenses had gone up by more than $79 in 2015, despite the lack of growth in inflation. “The need for an Emergency COLA has never been greater,” says Benton.  TSCL is meeting with Congress to urge lawmakers to enact emergency legislation to provide a COLA large enough to boost benefits in 2016 and 2017.  In addition, TSCL is asking Members of Congress to pass legislation that would use a senior consumer price index, the Consumer Price Index for the Elderly (CPI-E), to more fairly calculate the annual boost.  Sources:  0.3% COLA Announced, The Social Security Administration, October 19, 2016.  “Long Term Impact of Low COLA Growth,” Mary Johnson, TSCL, August 31, 2016.
