Yesterday Briefs received AZGOP Chairman Robert Graham’s response to a Dec 18 question asking if he had sent letters to any other LDs besides LD23, that had complaints regarding their organizational meetings. Graham says he sent a letter to one other LD and its problem had been resolved. Graham did not say which LD it was, nor what was resolved. See Graham and Ordowski’s letters at ld23gop.org/

AZGOP candidate Jonathan Lines: I believe that both Frank (Thorwald) and Jim (O’Connor) are essential to the success of our Party. I want to make it clear that I stand by my promise not to talk negatively about either of them. O'Connor has led in LD 23, recruiting PCs and has been involved in many campaigns, including the grassroots campaign of (Alex) Meluskey for US Senate. Thorwald, even while very new to Arizona, has done a good job as Maricopa's 1st VC and is a rising star in our party. So, regardless of who is elected in January, I want us all to work together to promote Republican candidates and causes for years to come. We have done so in the past and it's imperative that we do so in the future. I have been a grassroots activist for almost four decades. As a nine-year old, I knocked on over 4,000 doors for President Reagan's run and have not stopped being a grassroots activist since. I have learned that grassroots activists are the backbone of our party and the only way a candidate can get elected. Like most grassroots activists, I have learned that we garner the most support when we embrace Reagan’s 11th Commandment--the commandment of inclusion. Implementing Reagan’s “Big Tent” vision has helped me be successful as a County Chairman. That is why I refuse to run a campaign that alienates or attacks any other Republican and will only run a campaign based on my experience, record and vision.

Former LD Chairman/Arizona Town Crier Jim Ehl: We, in the rural counties, don’t always know what is going on with state party operations or the most populace Maricopa county. We sometimes have to read between the lines. It starts with Frosty’s Briefs: “Also see Graham to O'Connor 12-9-16 ; and newly elected LD23 Chairman Nancy Ordowski’s response challenging what her LD23 Board and their legal counsel “believe is an unjustifiable attempt to prevent their participation in the upcoming AZGOP Statutory meeting.” Ordowski to Graham 12-15-16. – ft” The Arizona Town Crier has railed against the AZ GOP autocratic bylaws, poor leadership and the laid back Executive Committee for a long time.  Next month there is a chance to change that by electing new AZ GOP leadership. It seems that Robert Graham doesn’t like the idea of changing much of anything.  Previous LD23 chair Jim O’Connor is one of three candidates running for AZGOP Chairmanship. See LD23 at www.ld23gop.org . It looks like Jim has has reached out to WE THE PEOPLE and is willing to properly represent the party membership.  Looks like Robert Graham doesn’t like that. If you read the letter from Graham to O’Connor, you will see that Graham is trying to interfere with some party operations that are clearly none of his business.  If Graham gets his way, his actions could preclude O’Connor from running for the AZ GOP chairmanship!  The ARS does call for the state to call for duties of the PC, which the state party bylaws have never done; but the management of electing, vacating, and appointing PCs is clearly laid out as a responsibility and function of the county chairs and the county supervisors. Take a moment to read the ARS on PCs election and it will show how autocratic Graham has been for years and no one, not even the AzRA has bothered to address this. It’s your party, don’t let Graham run away with it. See ARS:

 ARS 16-822. Precinct committeemen; eligibility; vacancy; duties

A.    Any member of a recognized political party who is a registered voter in the precinct is eligible to seek the office of precinct committeeman of his party in that precinct.

B.    If the number of persons who file nominating petitions for an election to fill precinct committeeman positions is less than or equal to the number of precinct committeeman positions, the county board of supervisors may cancel the election for those positions not sooner than seventy-five days before the election and appoint the person who filed the nominating petition to fill the position. If no person has filed a nominating petition to fill a position, the position is deemed vacant and shall be filled as otherwise provided by law. A precinct committeeman who is appointed pursuant to this subsection after filing a nominating petition shall be deemed and elected precinct committeeman.

C.    If the number of persons who file nominating petitions for an election to fill precinct committeeman positions is more than the number of precinct committeeman positions for a recognized political party in a precinct, a separate ballot shall be prepared for the election of precinct committeemen for the political party in that precinct. The ballot shall conform as nearly as practicable to ballot requirements in this title, and to the official ballot prepared for that party in the primary election, but shall be designated as the "official ballot for electing precinct committeemen of the __________ party, primary election (date), __________ precinct, __________ county, state of Arizona." Only persons who are registered as members of that political party in that precinct may vote that precinct committeeman ballot. The election board or official shall provide the partisan precinct committeeman ballot to voters who are registered with that party in addition to the official ballot prepared for that party in the primary election.

D.    In addition to other provisions of law regarding removal from office, a vacancy shall exist in the office of precinct committeeman when the precinct committeeman moves from the precinct from which elected or changes his political party from the party in which he was elected.

E.     The minimum duties of a precinct committeeman shall be to assist his political party in voter registration and to assist the voters of his political party to vote on election days. Additional duties shall be as provided for in the state committee bylaws of the party of which he is a member.

     ARS 16-821.B. The board of supervisors upon the recommendation of the county chairman, or the recommendation of a committee designated in the bylaws of the county committee for that purpose, shall determine when a vacancy exists in the office of precinct committeeman. If a vacancy exists, the vacancy shall be filled by the board of supervisors from a list of names submitted by the county chairman of the appropriate political party. Only a precinct committeeman elected at the primary election prior to the date of a state or county committee organizing meeting shall be permitted to vote at such meeting. The criteria used to establish when a vacancy exists in the office of precinct committeeman shall be as established in section 38-291.

Diana Douglas, County Supt Of Public Instruction: I would like to address the issues that have been raised over state standards. There appears to be some misinformation surrounding the standards that were adopted by the Arizona State Board of Education on Mon, Dec 19. The adoption of the new 2016 Arizona English Language Arts and Mathematics standards marked the final step in the repeal and replacement of Common Core in Arizona. This was one of my main campaign promises and has progressed from securing Arizona’s release from the Common Core copyright in March 2015 to the State Board of Education formally reversing their 2010 adoption of Common Core by a 6-2 vote on Oct 26, 2015. Input from parent groups like the Mommy Lobby led to the addition of cursive, a stronger emphasis on phonics, the removal of language that was determined to influence curricula, and a renewed focus on developmental appropriateness. Three anti-Common Core technical reviewers provided feedback on the first draft. Their input was included in the adopted draft of the standards where appropriate. The Literacy Standards that drove Common Core into other subject areas, such as History, Social Studies, Science and Technology, have been removed. These are just a few examples of the momentous changes that have removed Common Core from Arizona’s education landscape. Changes made by the State Board are not a “rebranding of Common Core.” A rebrand is what took place in 2013 when former Gov Jan Brewer renamed the standards from Common Core to Arizona’s College and Career Ready Standards. The new standards are the result of 230 Arizona educators volunteering more than 7,300 hours to consider more than 10,000 public comments. They ensure that teachers - not the federal government - will decide how to teach, and most importantly they represent the best interests of our children. I look forward to discussing the removal of Common Core in greater detail as I visit LD meetings over the course of the upcoming year. See full story: common-core-replacement.

Congressman Paul A. Gosar after the president signed into law the National Defense Authorization Act (NDAA) for fiscal year 2017 which included a Gosar-McCain sponsored bill H.R. 4601, legislation that will resolve a non-controversial legal hurdle allowing for the pursuit of new economic development projects within the City of Flagstaff: “Arizonans can celebrate an early, bipartisan Christmas gift this year in the form of new jobs and economic growth in Flagstaff at no cost to taxpayers. I’m proud to have worked closely with Senator McCain, BNSF Railroad and the City of Flagstaff to pass this important legislation into public law.
