National Republican Committeewomen Sharon Geise is recuperating nicely from the tumble down the steps as she started to depart the stage during the Jan 23 AZGOP meeting in Phoenix. Geise, who broke the fibula bone in one of her legs, could use some get well wishes. Briefs wishes her a speedy recovery.

A “Stand With America” Rally in behalf of LaVoy Finicum, Arizona rancher who was killed in Oregon this week in an incident related to the stand-off between ranchers and the Bureau of Land Management (BLM), will be held at 4 pm., this afternoon in Wesley Bolin Plaza – across from the State Capitol, 1700 W Washington, Phoenix.

Today, Arizona Governor Doug Ducey issued a call for the U.S. Congress to establish another federal circuit court of appeals that removes Arizona from the Ninth Circuit Court of Appeals. Gov. Ducey stated, “…due to its voluminous caseload and disproportionate size, the Ninth Circuit has an abysmal turnaround time of over 15 months for an average ruling… Arizonans deserve better than this from the people in power, and that includes a judicial process that is judicious in nature. It’s time that Congress takes overdue action to resolve this crisis in our courts.” Ducey further pointed out that the Ninth Circuit is consistently overturned with a 77% reversal rate. Arizona Attorney General Mark Brnovich joined in stating: “The Ninth Circuit is overloaded and it’s bringing on new cases faster than it can resolve old ones. A School Choice Rally will be held between 3-4 pm, Fri., Jan 29 on the lawn of the Arizona State Capitol. LD16 State Committeeman Dr. Nicholas Hagen: Here's what my Robert's Rules says about the role of a parliamentarian: "During a meeting the work of the parliamentarian should be limited to giving advice to the chair, and when requested, to any other member. It is also the duty of the parliamentarian--as inconspicuously as he can--to call the attention of the chair to any error in the proceedings that may affect the substantive rights of any member or may otherwise do harm. Only on the most involved matters should the parliamentarian actually be called upon to speak, and the practice should be avoided if at all possible. The parliamentarian should be assigned a seat next to the chair, so as to be convenient for consultation, in a low voice, but the chair should try to avoid checking with the parliamentarian too frequently or to obviously. After the parliamentarian has expressed an opinion on a point, the chair has the duty to make the final ruling, and, in so doing, has the right to follow the advice of the parliamentarian, or to disregard it."
Obviously (AZGOP Chairman Robert) Graham and his parliamentarian either didn't know the role of a parliamentarian according to Robert's Rules or chose to ignore it. I'm taking no bets on which occurred. Editor’s Note: Hagen is referring to the Jan 23 AZGOP Mandatory meeting in which Parliamentarian Al Gage ruled against bringing two resolutions – ‘Anyone But John McCain’ and ‘Censure Robert Graham’ to the floor after state committeeman gathered enough petition signatures to take both resolutions to a vote. AzCDL’s Alert on  HB 2494: HB 2494, which would allow for a tax credit for CCW training, is scheduled for a hearing in the House Ways and Means Committee on Monday, February 1.  Please log into your RTS account and vote “for” HB 2494 to pass out of committee.We strongly encourage everyone to create an

Word Of Internal Strife Within The Maricopa County Community College District (MCCCD)  Board members has rapidly spread. A few days ago the Arizona Republican Assembly (AzRA) criticized MCCCD board member Johanna Haver for nominating/supporting Democrat board member Alfredo Gutierrez for board president instead of backing fellow Republican John Heep for the position.

AzRA officials have referred to Haver as a RINO and a “traitor” to the Republicans who knocked on doors to get her elected. They also say the LD15 precinct committeeman should have her voting rights rescinded for violating MCRC bylaws by endorsing a Democrat.

This week Haver became the topic of concern among a string of e-mails  between LD20 officers who point out that MCRC Chairman Tyler Bowyer should be notified of her violations of MCRC bylaws. Newly elected MCRC Member-at-Large Wes Harris said he has concerns about Haver’s positions but that Haver’s LD15 needs to deal with her nomination of a non-Republican for public office. LD20 State Committeeman Bob Stannard responded to a fellow LD20 PC with: “I believe this should be brought up and discussed at our 2/1/16 meeting.  Ms. Haver has broken our bylaws and should be denied her party voting rights per those bylaws.  She falsely presented herself to many of our LDs, Tea Parties and other groups as a conservative.  Her performance in office has belied that, and should be pointed out to our Maricopa County GOP Chairman.”

AzRA sent out a memo yesterday alerting its membership that … “On Tuesday evening Johanna Haver voted AGAIN with Democrat Alfredo Gutierrez to cover-up an illegal expenditure of more than $400,000 of our tax dollars. We voted for Johanna because we thought she would protect our tax dollars. We thought she would end the corruption that has perpetuated the district for years. We thought she would work with other Republicans on the board to make college affordable for students.” Her campaign running mates Jean McGrath and John Heep opposed the $400,000 expenditure.

The AzRa memo further states, “ In addition, district administrators announced at the board meeting that next on the agenda is their recommendation for both a PROPERTY TAX increase and TUITION increase.”

Maricopa County Community College Board Member Johanna Haver Rebuttal: John Heep and Jean McGrath were at the finance meeting where Tracy Livingston and I argued strongly Against raising property taxes or tuition.  McGrath is the only member who has said we should raise tuition for nursing students because of the high cost of training equipment (nursing students pay fees for that). 

I went up against McGrath regarding the extension of the Glendale Community College Veterans Center -- housed in a very small, cramped building constructed in 1977 so wasn’t even up to code.  I took her on point by point and won. The Board voted 7-0. 

It is being paid for by bond money approved by the voters of Maricopa.  New President Alfredo Gutierrez, a vet, visits our vet centers.  When I told the vets at GCC that Gutierrez was the new president, they were thrilled. It felt great to be the bearer of good news.  You can visit the GCC temporary vets center (new one is scheduled for completion in several months) and ask about Gutierrez or me.  Then ask how they feel about Jean McGrath – who, by the way, is now in a huff over a regional-type vets center planned for the west Valley – paid for with donations (not tax dollars) to the Maricopa Foundation.   McGrath is searching for something to complain about – really desperate of her to go after the vets centers that are required along with the services they offer by state and federal law if the colleges want to be designated “Veteran Supportive.” See ARS 41-609 (Arizona veteran supportive campuses; department lists; reports; definition).  When I agreed to run (recruited by McGrath), I did not agree to give up my mind to her.  She should have researched me – my five years of community columns and two books – and would have learned that I have my own mind and do not put up with crap from anyone, ever. 

Call to Action from LD23 Chairman Jim O’Connor: While PC’s have been busy conducting  County, State and District meetings, Republican in our State House & Senate have lined up with Democrats in sponsorship of the both HB2456 and SB1218 (national popular vote; interstate agreement) Bills. These identical Bills are in support of Arizona joining a “Compact of States” for the purpose of contributing our states’ 11 Electoral Votes to the winner of the National Popular Vote. This move, once the Compact member states total 270 electoral votes,  will change the USA from a Republic to a Democracy.

The Republicans sponsoring them in both House & Senate shocked me, as they will you. The House version has 25 Republican sponsors and 20 Democrats. The Senate Bill has 8 Republican sponsors and 12 Democrats. With margins like that these Bills are highly likely to sail through both House & Senate easily. Please join me in opposing  both HB 2456 and SB 1218. I have a one page summary of my objections and a 10 page  research report prepared by LD23 PC Robert Hathorne, who after hearing the presentation by the NPV lobbyist in early November was moved to learn more. Many other prominent and respected national organizations hold similar positions against the NPV including but not limited to JBS, Heritage Foundation, Liberty Caucus, Eagle Forum, American Legislative Exchange Council (ALEX), and the CATO Institute. Please ask those Republican members who have signed on as sponsors and cosponsors to these bad bills to your next meeting and ask them to explain their  decisions. In a letter to President Barak Obama and Secretary of Defense Ash Carter, U.S. Representative Martha McSally today called for full funding for the A-10 Warthog in the President’s Fiscal Year (FY) 2017 budget…“As a former A-10 pilot and squadron commander, I consider it reckless to retire the A-10 ahead of schedule, without a next-generation A-10.  There is no aircraft, either in the fleet or in development, that can replace the Warthog’s unique capabilities.” During debate for the National Defense Authorization Act of 2015,  McSally’s efforts led to full funding for our entire A-10 fleet. She also successfully offered amendments to that legislation and the Defense Appropriations Act of 2015 prohibiting any future A-10 moves to back-up status. Both her amendments were signed into law. LD24 will meet at 6:30 pm, Thurs., Feb 18 at AZGOP Headquarters, 3501 N 24th St., Phoenix with Arizona Republican National Committeeman Bruce Ash and Phoenix City Councilman Bill Gates.  Ash has been  Arizona’s RNC Committeeman since 2007.  Bates was appointed to represent District 3 in 2009, was elected in 2011 and was the Vice Mayor of Phoenix in 2013.

Should The State Conduct Grand Canyon Bison Hunt? Yes By AZ Game and Fish Commission Chairman Kurt Davis: “By its own admission, the National Park Service has a growing bison problem within the Grand Canyon National Park… Fortunately, U.S. Sens. John McCain and Jeff Flake and U.S. Rep. Paul Gosar are each supporting the most-effective solution: providing hunters increased opportunities to harvest buffalo, feed their families, improve herd health and positively impact the entire habitat… This proposed bison hunt is a cost-effective solution and respects the North American Model, the world’s best system of Wildlife Conservation.”

The Coalition of Western States (COWS) has released a statement regarding their sadness at the death of LaVoy Finicum. Andrew Costanzo, who has served two terms as a Maricopa County Republican Committee Member-at Large, has announced his candidacy for the MCRC First Vice Chairman position. The position is open due to removal of former First Vice Chair Jeni White during the Jan 16 “special” meeting that followed the MCRC Mandatory meeting.

The MCRC Executive Guidance Committee will elect new First and Second Vice Chairs at 7 pm., Wed., Feb 3 at AZGOP headquarters, 3501 N 24th St., in Phoenix, according to MCRC Chairman Tyler Bowyer. Candidates can be nominated from the floor. Candidates must be a precinct committeeman and reside in Maricopa County, according to Bowyer.

These identical Bills are in support of Arizona joining a “Compact of States” for the purpose of contributing our states’ 11 Electoral Votes to the winner of the National Popular Vote. This move, once the Compact member states total 270 electoral votes,  will change the USA from a Republic to a Democracy.

The Republicans sponsoring them in both House & Senate shocked me, as they will you. The House version has 25 Republican sponsors and 20 Democrats. The Senate Bill has 8 Republican sponsors and 12 Democrats. With margins like that these Bills are highly likely to sail through both House & Senate easily. Dem Senate Candidate Ann Kirkpatrick is campaigning hard against incumbent Sen John McCain. Her latest fundraising pitch reads “… John McCain has made a lot of friends in his 33 years in Washington. But he hasn’t represented Arizona families. He’s said some jobs shouldn’t be protected. He fought against stopping suspected terrorists from legally buying guns. US Sen John McCain spoke on the Senate floor this afternoon regarding his bill with House Majority Leader Kevin McCarthy (R-CA) that would repeal a provision of the Fiscal Year 2016 Omnibus Appropriations Bill that effectively allows the unlimited purchase and use of Russian rocket engines manufactured by a Russian company with close ties to the regime of Vladimir Putin for U.S. national security space launches. HB2056- Parental Opt Out. Requires a form to be developed by the State Board of Education that parents can submit to their principal or teacher to opt out of statewide assessment. Lack of assessment results will not affect school district achievement ranking, school report card, a pupil's ability to be promoted from third grade, or his/her ability to graduate from high school. An alternative, other than a statewide assessment, can be used to determine whether a pupil should be promoted from third grade and/or if they have met the requirements for graduation. hb2056p.htm&Session_ID=115)

HB2088- School Surveys and Assessments Informed Consent. Requires Informed consent for any psychological assessment, such as the Common Core-aligned assessments and others that gather psychological data. Informed consent would also be required for intrusive, inappropriate surveys that question pupils about their sexual practices, or any other private information. This bill protects the pupil from retaliation in any form if the parent does not consent, and the teacher from being evaluated according to pupil participation and results.  hb2088p.htm&Session_ID=115
