Jose Borrajero:  ALERT: There is a problem with the Arizona Legislative “Request to Speak” site for people who have registered on line. When signing on, they are accepted as usual, but then are not allowed to access the New Request screen. This problem started early this morning or late last night, which means that many folks have not been able to leave testimony for upcoming committee hearings on pending bills. The problem appears to be confined only to people who registered on line, not to those who registered in person at the capitol. It is sad and frustrating that we encourage people to get involved and when they try, the system fails and they end up disappointed. Some folks are traveling to the capitol on Monday to try to take care of this in person, since there is no one at the legislature that can be raised by e-mail or phone to fix this.

Firearms Expert Alan Korwin: When Obama said John McCain had the kind of gun law we need, the media didn't blink, and the world just presumed it must be so, the president himself said it. Some of us still have memory, and The Daily Caller published the truth.

McCain didn't introduce a background check, or a loophole bill, he proposed licensing gun shows, and registering anyone who entered, whether they bought anything or not, and arrests for non-compliance.

State Treasurer Jeff DeWit announced  during the State Board of Investment meeting that based on the Constitutional calculation, the Permanent Land Endowment Trust Fund will pay a record distribution of $105 million to endowment beneficiaries in FY 2017. Last year the fund paid $93.8 million, the new amount represents a 12.03% increase year over year and will again set a record as the largest amount paid to schools in the 104-year history of the Trust Fund.

These Endowment earnings are distributed directly to school districts and will supplement existing school revenues since the Endowment distributions are not subject to legislative appropriation.

“This shows the wisdom of the current distribution formula and why schools can double the amount of money they receive from the Trust Fund every six to seven years permanently under the present formula if it remains untouched.”   DeWit continued. “By safe-guarding the principal of the fund, even with market volatility the current Constitutional distribution formula protects teachers and students now and in the future so these dollars that are sent directly to the classroom will not lose their purchasing power.”

State Trust Lands and the Permanent Endowment Fund were established by Congress when Arizona became a state and are governed by the Arizona Constitution. Proceeds from the state land sales are deposited into the 13 different endowment funds; earnings from investments are distributed by the state Treasurer to its beneficiaries. The Common School Fund for K-12 education is the largest beneficiary with more than $4.7 billion in assets

As a statewide constitutional officer, DeWit serves as the state’s Chief Financial Officer for the State of Arizona, charged with the prudent custody and management of taxpayer monies and oversight of approximately $13.2 billion in assets under management.

Tom Morrissey, Immediate Past Chairman AZ GOP:  As we proceed headlong into the election season and the “outsider trend” continues to be robust within the “Conservative Wing” of our party.  The traditional media and the establishment elites in our party are dumbfounded and starting to panic at the prospect of not being in control when we roll into Columbus and the Convention.  It seems that their plan for the next “go along-get along” standard bearer to be firmly in place early on has not gone well, so far.  They just did not see the Trump storm coming and when they did see it, they thought it was just a gust of wind.  Well, as we well know, it has grown into a major storm and it is sweeping the nation.  Why is that?  Simple.  It’s the message!  Like Trump or not, he has forced the issues WE are most concerned about, to the forefront and no matter what “those who know better than we” say or do, WE ain’t buying it.  And WE are refusing to go down that PC path the establishment so willingly embraces as the way to the White House.  Let’s change POLITICAL CORRECTNESS to PRINCIPLE CORRECTNESS.  Still PC in writing but a world apart in reality.

Christians have for far too long been pushed into the corner and only 'allowed' (Under 'P.C.') to practice our faith behind the closed doors of our homes and churches.  For a country founded on Judaeo/Christian beliefs 400 years ago (counting before the Revolution) we have prospered under the hand of God and Jesus Christ but today we see increasing evil in this country represented by a hand full of minority opinions such as Planned Parenthood...Abortion of our young, the free practice of homosexuality and trans gender ism, sex education in kindergarten, and Agenda 21 subjugation...all sponsored by the elected (Democrat) representatives on the Phoenix City Council and the Mayor's office.  Now comes the final straw...the 'sanctioning' of Satanic Worship (or put better...the worship of Evil) to be 'honored' by an 'invocation' at the February 17th City Council Meeting at 2:30 PM.  It is no accident that this date falls during Lent...me thinks. (Editor’s Note: Briefs is told that attendees should be lined up outside the chamber doors at least one hour prior (1:30 pm) to the start of the meeting.

Councilman Sal DiCiccio is requesting that citizens of Phoenix and the valley (specifically Christians and Jews) show up at the Council Meeting this Wednesday at 3:30 PM February 3rd to help him block this blasphemy!  Please encourage our congregation (and by copy of this note...other congregations) to join us at City Hall and say...Enough of the subversion of our country in the name of 'Diversity' and 'Political (in) Correctness!!! The Governor’s Office of Youth, Faith and Family announced today that La Paz County has been declared the winner of the friendly competition between all 15 counties for the most youth-led service projects logged on the Governor’s Youth Commission website at http://beseenbeheard.az.gov/  The competition began on October 23, 2015 and ended on January 23, 2016.  During that time, youth organizations from across the state logged an impressive 44,723 service hours.  

As the second-least populous county in Arizona, La Paz County led the state with 56 youth-led service projects, 752 youth volunteers and 5,647 service hours.  For the past few months, the youth were very busy planning and implementing projects throughout the county.  One youth group served food at the community senior center annual luau party.  Another youth group collected over 1800 pounds of food to be distributed to families in need.

Andrew Costanzo, who has served two terms as a Maricopa County Republican Committee Member-at Large, has announced his candidacy for the MCRC First Vice Chairman position. The position is open due to removal of former First Vice Chair Jeni White during the Jan 16 “special” meeting that followed the MCRC Mandatory meeting.

The MCRC Executive Guidance Committee will elect new First and Second Vice Chairs at 7 pm., Wed., Feb 3 at AZGOP headquarters, 3501 N 24th St., in Phoenix, according to MCRC Chairman Tyler Bowyer. Candidates can be nominated from the floor. Candidates must be a precinct committeeman and reside in Maricopa County, according to Bowyer.

Arizona Citizens Defense League (AzCDL) Legislative Update: The status and summary of bills that AzCDL is monitoring can be found on our Bill Tracking page.
      The last day for bills to be introduced is a little over a week away on Monday, February 8.  Over 1,100 bills have already been filed.  Friday, February 19, is the deadline for bills to be heard in committees in their originating chamber (House or Senate).  Many bills will never make that deadline and will be effectively dead for the session.

Passed Out Of Committee

     HB 2224, the AzCDL-requested bill that prohibits the private transfer of firearms from being subject to any state or local government imposed fees, passed out of the House Judiciary Committee on January 27 by a 4-2 vote.   We thank everyone who registered their position on HB 2224 with the committee using the Request to Speak (RTS) system.

Hearings Scheduled

Scheduled for hearings this coming week are the following bills.
HB 2494, which would allow for a tax credit for CCW training costs, is scheduled for a House Ways and Means Committee hearing on Monday, February 1.
HB 2446, which would remove an outdated reference to the U.S. Department of the Treasury when referencing the National Firearms Act in regards to the definition of prohibited weapons, is scheduled for a House Judiciary Committee hearing on Wednesday, February 3.
SB 1266, which would allow for injunctions, fines and civil suits when state agencies or local governments disregard state firearm preemption statutes, is scheduled for hearings in the Senate Public Safety, Military & Technology Committee and also in the Senate Government Committee on Wednesday, February 3.
SB 1257, the AzCDL-requested bill that would exempt CCW permit holders from being disarmed when entering state and local government controlled property unless security measures are in place to screen everyone entering, is scheduled for a hearing in the Senate Government Committee on Wednesday, February 3.

RTS Action Needed: For those of you able to access your RTS accounts, please urge the committee members to vote “Yes” on these bills.  Please also ask the committee members to pass SB 1266 and SB 1257 “without hostile amendments.”  We have learned that there may be attempts to negatively alter these bills during the committee hearings.

RTS page.  We are investigating the problem that some users are having when trying to access their RTS accounts.  We expect to have it resolved shortly.

After a thorough investigation into a complaint against Corporation Commissioner Bob Burns, the Arizona Attorney General has concluded that there were no criminal or civil violations that would require Burns to be removed from office. The AG’s investigation found no evidence of any relationship between Burns and the Arizona Telecommunications and Information Council (ATIC) that would disqualify him in his position as Corporation Commissioner. It was determined that the listing was an administrative oversight. There is no evidence to indicate that he was ever paid by ATIC or lobbied as a representative. Both the criminal and civil investigations are closed. “I want to thank the Attorney General for the thoroughness of his investigation,” said Commissioner Bob Burns. “This affirms what I have said all along. I am pleased with his findings and glad that this can now be put in the past, and it will no longer be a distraction to the important Commission work that is in front of us.”

Congresswoman Martha McSally recently rode along with Pima Sherriff’s Department Sergeant Heather Lappin on her patrol to witness the mental health issues encountered by local law enforcement on a daily basis. The ride-along followed a roundtable held last Thursday with over 30 members of the mental health community to develop solutions for better addressing mental health in Southern Arizona. Senators John McCain and Jeff Flake  sent a letter to the Federal Emergency Management Agency (FEMA) urging it to clarify changes to FEMA’s flood plain map for residents of Winslow, Arizona and Navajo County, many of whom will be impacted by these changes and may need to purchase flood insurance. “As you are aware, the new FEMA flood plain map will be effective in March and there has been considerable confusion among residents regarding who is in the flood plain and who needs to purchase flood insurance,” write Senators McCain and Flake. Congresswoman Martha McSally in response to Secretary of Defense Ash Carter’s decision to expand the parental leave of servicemen and women and enhance other family benefits. “Our force isn’t just made up of servicemen and women. It’s made up of fathers and mothers who have commitments to their country as well as their families. In our changing workforce, we need policies that allow both parents to serve their country and be with their families when they need to be. A mother or father shouldn’t have to choose between the two. I applaud this decision as a necessary step to make our military more accommodating to parents.”

Steps being taken by the Department of Defense to expand family benefits include:

Increasing paid maternity leave for all branches to 12 weeks and expanding paternity leave to 14 noncontinuous days; Increasing child care access to 14 hours of the day across the force;
Requiring that a mothers’ room be made available in every DoD facility with more than 50 women, which can be used for breastfeeding or pumping purposes.
And expanding greater family planning services.

Maricopa County Community College Board Member Jean McGrath responds to Johanna Havers Remarks: John Heep and I argued against higher taxes and tuition at the Budget Committee meeting referred to as a finance meeting.   I was the first of the 4 Board Republicans to voice opposition and suggested reduced spending to remediate the staff projected shortfall of income.

I explained my position on the Veteran Center remodel and addition at Glendale Community College every time I discussed it.  I am in favor of the centers on each of our 10 campuses as reflected in the final 7-0 vote.  I looked for an alternate location as $1 million is being spent on a less than 1,500 square foot addition and remodel of a less than 1,500 square foot existing building.  The addition is in the path of rainwater runoff and I am sure it will flood in a heavy, prolonged rain.  My math skills are not the best but I think $1 million for the addition and remodel is approximately $333 a square foot.

I am not in a huff over a regional veteran center.  I was stunned when the Chancellor announced MCCCD was to build a $14 million center.   I was funding is to be raised by the Maricopa County Community College Foundation.  I am puzzled as to why a veteran center is the responsibility of MCCCD.  When built, operation expenses will fall to the District.

I asked for candidates for MCCCD Board at every GOP meeting I attended.  At the Goldwater Institute Johanna Haver responded and decided to run with my team.  We ran on a platform that promised to:  Cut Taxes, Eliminate Waste, Reduce Tuition Rates and More Accountability.  I am doing my best to fulfill my campaign promises and reduce spending so the students and taxpayers can have some relief.

I do my best to follow the GOP 11th commandment as iterated by President Reagan.  I do not try to denigrate fellow Board members but work constantly to stop or at the least slow down my perception of the wasteful spending the District engages in.

Hillary Clinton’s attempt to skirt government transparency laws by relying exclusively on an unsecure email server in her basement put our national security and diplomatic efforts at risk. And rather tell the American people the truth, Hillary Clinton, her campaign, and her friends in the Obama Administration have obfuscated and misled at every available opportunity. If this isn’t disqualifying I don’t know what is. These revelations once again raise serious legal questions given the fact Hillary Clinton signed a legally binding agreement obligating her to protect classified material regardless of whether it was marked. Democrats will have to decide whether they really want to nominate a candidate who could face severe legal repercussions in the middle of the campaign and who has so brazenly violated the public trust with her reckless disregard for our national security.”

Cathy Herrod –Center for Arizona Policy: They charged the whistleblower and not the criminal. I’m sure you were as shocked as I was when it was announced this week that a grand jury in Texas had indicted David Daleiden. Daleiden is the undercover investigator who pulled back the curtain this past summer on the horrific practices of Planned Parenthood and their trafficking of aborted baby body parts.

It’s impossible to grasp how a grand jury charged with watching the gruesome undercover videos of Planned Parenthood discussing their inhumane practices and determining whether to indict the nation’s largest abortion provider, instead chooses to indict the whistleblower who uncovered the activity.

Daleiden was indicted by a grand jury in Harris County, Texas for a felony and an accompanying misdemeanor – using a fake ID and for intent to purchase fetal tissue for profit. Another undercover videographer was also indicted with a felony for using a fake ID.

Although this is obviously a tragic turn of events, this is just the beginning of the process and several factors work in Daleiden’s favor. The first is pretty obvious in that anyone who has watched the undercover videos knows that Daleiden never intended to buy aborted baby parts. The intent of the undercover investigation was to show the lengths that Planned Parenthood will go to make a buck.

Secondly, these laws were not intended to prevent undercover investigators from doing their jobs. Undercover investigations and whistleblowing occurs all the time, and Daleiden’s investigation was nothing new.

We remain hopeful and in prayer that true justice will win out for Daleiden, but there’s one fact that remains clear: nothing can take away or diminish what the whole nation saw about America’s largest abortion provider. Shocking practices were uncovered and admissions by Planned Parenthood executives were caught on tape for the world to see. We remain committed to ensuring no abortionist from Planned Parenthood or any other abortion provider can barter or profit from the trafficking of aborted baby body parts within Arizona.
