LD18 State Committeeman AJ LaFaro, has sent a memo to AZGOP Communications Director Tim Sifert, challenging several items in Sifert’s recent “Q&A regarding convention tickets, proxies, etc at district/county meetings” notice to the AZGOP State Executive committee members regarding delegate selection to the upcoming April 30 state convention.

LaFaro writes, “I believe your comments that proxies will be allowed is incorrect.  RNC Rule No. 16 is very clear - NO proxies. Rules_of_the_Republican+Party_FINAL_S14090314.pdf LaFaro reminded the AZGOP official that proxies were not allowed - in accordance to RNC Rule No. 16 - at the Special Meeting to Elect State Delegates/Alternates in 2012.   The RNC No. 16(f) Filing the AZGOP submitted in September, 2015 clearly indicates NO proxies.

LaFaro questions why there is a password on the AZGOP web site on how-to-become-a-delegate-to-the-2016-state-or-national-convention LaFaro said, “Every registered Republican in Arizona has the legal right to run to be a delegate to the State Convention and Republican National Convention. We all have the right to review the criteria. Where is the transparency and accountability?

“In December, 2015, I applied on the AZGOP website to be a candidate to run for delegate to the Republican National Convention, yet you or no one has contacted me per the official online confirmation I immediately received . I hope it's just an over-sight on your part. I expect my name to be listed on the official ballot for delegate to the RNC from CD9.”

LaFaro also challenges the AZGOP charging a fee to attend the state convention: “…Any registered Republican has the legal right to attend the State Convention to observe and be nominated from the floor as a delegate candidate.  AZGOP charging to attend the State Convention is actually a ‘poll tax’ for the deliberate purpose of disenfranchising registered Republicans, and Precinct and State Committeemen from attending.  The cost of the State Convention is a ‘cost of doing business’ so everyone should be able to attend - not just the establishment and elite donor class.” 

AZGOP Communications Director Tim Sifert’s Recent Message to the AZGOP Executive Committee Members, saying the AZGOP has published information at -  including a link to get a state convention ticket and a link to submit a nomination to become a delegate to the Republican National Convention.”

Sifert’s memo says an attendance fee will be charged this year is because “…we do not want to deplete our GOTV and registration efforts with event costs that are most appropriately borne by the event’s actual attendees. We have an open seat in CD1 and in CD2 (a seat we won by a mere 167 votes) and it will take every spare dime we have to win or hold those seats.” The rental for the Mesa Convention Center for the April 30 AZGOP event is $25,000, according to Sifert.

Sifert’s memo says the AZGOP sold 500 tickets for the Chairman’s Banquet at $60 per ticket. He points out, “Delegates to the National Convention need to be prepared to pay a minimum of $2,500 to attend the Convention. We polled a handful of state parties for a sample of their state convention ticket prices: Alabama charges $200, California $95, Mississippi $100, Colorado $65, New Mexico $60, and so on.

“Keep in mind that the delegates are not necessarily PCs, as any Republican can be elected as a state delegate, and there are many people who are not PCs that are interested in the Convention. And the ticket price includes a meal voucher for lunch. As you know there is legislation pending that will end state funding for the PPE, leaving the AZGOP facing up to $10 million in costs for the next election for either a privatized PPE or series of caucuses, so these future costs are also a reality we need to prepare for.”

Sifert’s memo states, State law permits PCs to vote by proxy if the party permits it. Obviously we permit that at every county and the state level, so there’s no change in the way you normally handle voting by proxy. The law already require the proxy carrier to be someone from the same precinct, so no PC will be carrying a proxy for someone in another congressional district.”

His memo also states that the RNC requires districts and counties to publish the call in a newspaper or newspapers of general circulation in the county or district at least 15 days before the meeting to select delegates to the state convention.

Sifert also notes,Per the RNC rules, the representation by delegates at the State Convention is by congressional district. While most PCs meet at the legislative district level to vote for delegates, a PC in one congressional district can’t legally cast a vote for a delegate from another congressional district. That means divided districts must separate their PCs into congressional districts for voting. Contact Sifert: 602-315-5590

One of our members has put together a comparison chart, which will show that our Bill SB1389 is wholly about no Data Collection of our Students, strong penalties for violation of the Bill, and no further funds for such a data base:

SB1389/HB2582 - The State affirms the parent or guardian as the final authority regarding the education, health care and mental health of the student.  Defines personally identifiable information (PII) as non-cognitive skills or attributes, psychological attributes, feelings, emotions, values, appreciations, enthusiasms, motivations, mindsets, learning strategies, attitudes, beliefs, dispositions, conceptions of self, social skills, interpersonal skills, and interpersonal resources. Prohibits reporting of political affiliation of students, siblings and parents/guardians. Prohibits collection of personally identifiable information (PII) without prior written consent. Specifies the type and conditions regarding data that can be reported to the U.S. Department of Education, schools, Federal agency, Federal personnel or any nongovernmental entity, including vendors, contractors or subcontractors.
Enjoins the State Board of Education, The Department of Education  and other state entities from spending any additional monies, regardless of source, on further development of any statewide longitudinal data system for  tracking students beyond grade twelve or to compile personal and/or nonacademic information, beyond basic information necessary for administrative functions related to student schooling. Monday Afternoon AZGOP Chairman Robert Graham urged support for HB2023, a bill to prevent the practice of ballot harvesting in Arizona’s elections. Ballot harvesters worked in the 2012 and the 2014 elections to canvass neighborhoods and collect voted ballots, creating an opportunity for fraud, intimidation, and even the denial of voting rights if they were not turned in before the voting deadline. Voters in those state elections have complained that strangers knocked on their doors and asked for their ballots.

“Those in attendance at a recent hearing on this bill heard about the problem of ballot harvesting and saw the impact their story made on legislators, thanks to the passionate case we made against the progressive leftists who are using ballot harvesting to manipulate the election,” said Graham. “I thank Rep. Ugenti-Rita as the lead sponsor of this bill to restore integrity to our elections, and for her bringing together a broad group of stakeholders. Their selfless dedication reminds me of what Presidents Truman and Reagan used to say: that you can accomplish a lot when you don’t care too much about who gets the credit.”

“I’m grateful to Chairman Graham for his help leading the charge with the grassroots and general public,” said Rep. Michelle Ugenti-Rita. "Graham's community engagement work led to a more diversified public hearing of stakeholders in favor of ending ballot harvesting."

The bill banning ballot harvesting and imposing strict penalties passed the Arizona House of Representatives last week and is being considered by the Arizona Senate.
