2-16-16 Briefs

Republican Briefs

Editor - Frosty Taylor repcomm@cox.net or frostytaylor@cox.net       Web Master John Strasser

Reports Are Circulating that LD18 PC and Tempe City Councilwoman Onnie Shekerjian and LD18 PC and former MCRC First Vice Chair Jeni White have violated MCRC Bylaws Article VI Section 5(B) Page 18 by publicly endorsing Democrat Tempe Fireman/City Council Incumbent Joel Navarro for the upcoming Tempe City Council Election. The MCRC Bylaws reads: B.  Endorsements of Non-Republican Candidates. No member of the MCRC shall lend an endorsement to a non-Republican candidate in any election.  Should a MCRC member endorse a non-Republican, that MCRC member will lose his voting privileges, including proxies, for the rest of his term. http://www.trugop.org/Bylaws/Maricopa/MCRC_2012_Bylaws.pdf Speculation has it that the issue will be taken up during the March 2 Maricopa County Republican Committee Executive Guidance Committee (MCRC EGC) meeting. Shekerjian and her husband were approved as PCs by the Board of Supervisors on Nov 18, 2015. White was removed as the MCRC EGC 1st Vice Chair by the county precinct committeemen at the Jan 16, 2016 MCRC Mandatory meeting. In Dec 2014, several PCs were censured by the EGC for endorsing  non-Republicans candidates, but they did not lose their voting right.

Want to be a Delegate? You can read the rules/regulations at http://arizonagop.org/how-to-become-a-delegate-to-the-2016-state-or-national-conventions/ Briefs has learned that you can go directly (no password required) to the delegate application form at http://arizonagop.org/2016-republican-national-convention-delegate-application/

Reports Are Surfacing that some of the Maricopa County Republican legislative districts and outlying counties are saying “no” to proxies at their special meetings to elect delegates to the state/nation convention. Some of their bylaws prohibit it. It has been suggested that the Briefs post a list of the counties and LD’s showing their position on permitting proxies their LD/county delegate selection meeting. It should be interesting to see how the various LD’s handle the issue. If you are interested in participating, please send the information to repcomm@cox.net with a subject line of “delegate proxies.” See full story at http://archives.mcrcbriefs.org/2016/02/2-13-16-briefs.html

ACTION ALERT: Those Rascals At The Legislature at trying to get their fingers on the Arizona Game and Fish Department’s Heritage Fund again. Although the Arizona Heritage Alliance azheritage.org strongly opposed SB1361 – which would move 50% of the AZGFD Heritage habitat acquisition funds to the operations/maintenance on Heritage Fund acquired properties - the Senate Natural Resources Committee unanimously passed it. SB1361 goes to the Senate Appropriations Committee at 2 pm., Tues., Fri 16. As you may recall, the Heritage Fund that was approved by a two-to-one margin by Arizona voters in 1990. The funds come from the Arizona Lottery to the Game/Fish Commission/Dept for wildlife/conservation projects. The Legislature and the Governor defunded the Arizona State Parks Heritage Fund in 2010. In 2014, the GF Commission’s “Working Group” recommended that 5% of the Acquisitions funds be moved to O&M, however, the Commission took the Working Group recommendation as permission to for the Commission to access 50% the Acquisitions Fund. The GF “Working Group” consists of representatives from the Arizona Heritage Alliance, Arizona Wildlife Federation, Heritage Public Advisory Committee (HPAC), The Nature Conservancy, Sportsmen for Wildlife, Tucson Audubon, and a rancher who manages Horseshoe Ranch, one of the Commission’s more recent purchases. Contact your senators to protest this bill. See senate list at http://www.azleg.gov/MemberRoster.asp?Body=S

The Arizona Federation of Republican Women, an affiliate of the National Federation of Republican Women, will launch an aggressive legislative program to give a voice and action to responsible women across Arizona. "Women want jobs and to create businesses in a friendly atmosphere free of burdensome regulations and high taxes. Women want opportunity and safety for themselves and their families. We have long advocated for education excellence, smaller government at the state and national level, support for Veterans and abuse prevention of children, adults, and animals. In 2016, we are again putting a strong voice to those efforts," stated Loraine Pellegrino, Arizona Federation President. The 2016 AzFRW legislation advocacy program will focus on issues such as preventing human trafficking, reducing government overreach, reducing small business regulation, and rejecting businesses which boycott Israel. "We believe legislative action is the responsibility of every Arizonan and begins at the grassroots level. Our members represent the political grassroots in counties across this state," said Pellegrino. The Arizona Federation of Republican Women is composed of 28 clubs and thousands of women in Arizona. Pellegrino went on to say that the members of her organization, in addition to legislative advocacy, will reprise their leadership roles to work in tandem with the GOP to elect officials at every level to stamp out the over-reach of the Federal government in Arizona. AzCDL’s Legislative Action Needed: On Mon, Feb 15, SB 1257 was scheduled for a Senate Committee of the Whole (COW) debate and SB 1266 was scheduled for a Third Read floor vote.  Both were postponed.  We expect to see them rescheduled in the next few days.  That means there is still time to contact your Senator about these important bills.
SB 1257 is the AzCDL-requested bill that would exempt CCW permit holders from being disarmed when entering state and local government controlled property unless everyone entering is screened for weapons.
Click here to send your email to your Senator on SB 1257.
SB 1266 would allow for injunctions, fines and civil suits when state agencies or local governments disregard state firearm preemption statutes.

RTS Action Needed

HB 2300, an AzCDL-supported bill that would ban enforcement of any future federal firearms acts, laws, orders, regulations, or rules has been added to the House Judiciary Committee hearing scheduled for Wednesday, February 17.  Also on the agenda are AzCDL-requested bills HB 2524 and HB 2338.
HB 2524 is a proposed interstate compact that would prohibit member states from exceeding federal law on private firearm transfers.
HB 2338 would prohibit the governing board of an educational institution from adopting or enforcing any policy or rule that prohibits possession or carrying of a "concealed weapon" on a public right of way.
Please
log into your RTS account and tell the House Judiciary Committee you favor HB 2524, HB 2338 and HB 2300. Please do not tell the committee you will testify, or are available to testify, unless you actually will be attending the committee hearing.
In RTS, when searching for these bills under the “New Request” option you only need to enter the bill number (e.g., 2524, 2338 or 2300) to find the bill.  It is not necessary to enter “HB.”
Detailed instructions for using the Legislature’s Request to Speak (RTS) system can be found at AzCDL’s
RTS page along with a direct link to the RTS system.  If you are having trouble accessing your account, please contact Fred at treasurer@azcdl.org.
RTS accounts can only be created at “official” terminals at the Capitol.  If you are an AzCDL member and your membership is current, our volunteers will set up an RTS account for you.  All you need to do is reply to this message and request that we create your RTS account.
Stay informed, and stay up to date!  The status of bills that AzCDL is monitoring can be found on our
Bill Tracking page.
