Rep. Matt Salmon after the President announced further plans to close Guantanamo Bay Prison. “The majority of Americans agree that the United States should not close Guantanamo Bay and bring these terrorists to our homeland. Congress has passed laws, and the President has signed them, barring its closure.  The President knows this isn’t going to happen, but just today he released yet another bogus ‘plan’ to shut down all Guantanamo Bay detention camp operations and transfer its remaining prisoners to the United States and abroad for detention.  Bluntly, it won’t happen. Aside from being illegal, closing the Guantanamo Bay detention camp just does not solve any problems.  Worse yet, Director of National Intelligence James Clapper has confirmed that at least 116 detainees released from Guantanamo Bay have returned to terrorism.  That’s a terrible track record.  With the global terrorist threat on the rise, closing this detention center will keep us from obtaining crucial information needed to defeat our enemy and set free terrorist combatants devoted to killing Americans at home and abroad.”


Yesterday, Congressman Paul A. Gosar, D.D.S joined 34 Senators and 171 total House Members in filling an amicus brief in the case of State of West Virginia, et al. v. Environmental Protection Agency, et al. supporting petitions filed by 27 states, including Arizona, seeking to overturn the Environmental Protection Agency’s (EPA) “Clean Power Plan.” The full text of the amicus brief can be found HERE.

   On February 9, 2016, the Supreme Court blocked President Obama’s Clean Power Plan until the case can be heard by U.S. Court of Appeals for the District of Columbia Circuit.

    Following the submission of the amicus brief, Congressman Gosar stated, “It is incomprehensible that this president has not learned by now that he cannot force his radical, unconstitutional environmental agenda onto the American people. Congress, not EPA bureaucrats at the behest of the president, should dictate our country’s environmental policies. I am proud to stand with my fellow members of Congress and the 27 states fighting to protect good-paying jobs from misguided regulations that will have negligible effects on greenhouse gas emissions. Federal judges have already slapped down numerous new environmental mandates unilaterally imposed by this out-of-control administration. The fundamentally-flawed Clean Power Plan should receive the same treatment.”

From the House Republican Conference: “The primary argument of the brief involves an Article I v. Article II controversy regarding the discretion of the executive branch to make rules without authority.  The national implications of the rule are very significant, as it would fundamentally alter the generation, transmission and consumption of electricity and compel states to adopt a wide range of measures that may include state legislation, emissions trading programs and renewable electricity mandates, all to the detriment of American consumers.  If Congress intended for the EPA to regulate these things, it would have said so.”

Background On The Bill That Congressman Paul Gosar Refers To: American families are projected to lose almost $600 billion in disposable income as a result of EPA’s Clean Power Plan. According to the U.S. Chamber of Commerce Institute for 21st Century Energy, all of this economic harm and destruction for our economies will only result in a 1.8% reduction of global carbon-dioxide emissions by the year 2030.

On June 24, 2015, the House passed the Ratepayer Protection Act. Congressman Gosar is a cosponsor of this legislation which prevents states from being forced to comply with EPA’s Clean Power Plan and requires a comprehensive judicial review.

Congressman Gosar also offered an amendment to H.R. 2042 which required formal withdrawal of the EPA’s Clean Power Plan proposed rule published on June 18, 2014 and the supplemental proposed rule published on November 4, 2014. The amendment also required the EPA to consult with local governments and small businesses to commission a report on ways to further the goals of the Clean Air Act without new regulations and required legislation to be passed by Congress before any new regulations for power plants can be implemented.

In December, the House successfully passed S.J.Res.23 and S.J.Res.24 with Congressman Gosar’s support and triggered the Congressional Review Act to effectively block the EPA’s Clean Power Plan. Unfortunately, President Obama used a pocket veto days before Christmas in order to veto these critical pieces of legislation.


Water Problems In Lapaz County Highly populated cities in Arizona have limits on how much water can be used from the ground. But rural counties typically do not have any restrictions. It's causing major concerns in La Paz County where county leaders say farm companies from the middle east have moved to the area to grow alfalfa that is shipped overseas


Supt of Public Instruction Diane Douglas to AZ Senators: Yesterday, SB1416 was on Senate COW #2 and will eventually be third read requiring your vote. As you know, I have been very publically opposed to SB1416 and firmly believe it is counterproductive to providing a solution that will achieve the best outcome for our students. While the proponents of SB1416 claim it is a clarification of the roles of my office, I urge you to read its provisions and see the administrative authority being transferred to a non-elected, unaccountable body, without the expertise or resources to properly administrate and oversee its functions or its employees. There are specific instances which illustrate the Board’s inability to administer programs. For example, in the past the Board was in charge of administration of the K-3 Program which was run without any financial accountability or measures in place to ensure a successful program. Additionally, the Board, from 2010 and 2015, had 79 cases of teacher misconduct which were not properly reported, by investigators under Board supervision, to state and national databases which has put students in jeopardy. Above all, I ask that you vote your conscience and request that you vote no on SB1416, to safeguard the will of the voters and the statutory and constitutional authority of all elected officials in office now, and in the future. I look forward to working with each and every member as we strive to do our utmost in service for Arizona families.

U.S. Senator John McCain: “I am very pleased that following the meeting  with County Supervisors from Mohave, La Paz, and Yuma Counties as well as the Arizona Game and Fish Department that the Bureau of Land Management (BLM)  has agreed to review the Department’s proposal which calls for an Arizona partnership between state agencies and BLM to more effectively manage the overpopulation of wild burros, which are threatening public safety and damaging property in communities across our state. I look forward to BLM’s review of the proposal. I also believe it’s time that Congress hold a hearing to examine the rapid growth of burro populations in Arizona. I look forward to continuing this conversation until a sustainable, long-term solution is agreed upon.”

Congressman Paul A. Gosar, after the House of Representatives successfully passed two bipartisan bills, H.R. 4402 and H.R. 4408 aimed at enhancing national security by  preventing terrorists from traveling in and out of the United States: “After the terrorist attacks on 9/11, intelligence officials stated that a ‘failure of imagination’ was to blame for this security breach. Currently, the United States is dealing with a ‘failure of politics’ as the White House would rather give terrorists rights and bring them to America than protect the American people. It is absolutely shameful that hundreds of jihadists have been able to slip past the Obama Administration’s security measures and travel to the world’s most dangerous terrorist safe havens. Unfortunately, the president continues to put politics ahead of sound policy and has refused to support multiple commonsense pieces of legislation that have passed the House to secure this nation. Instead, he is more focused on shutting down Guantanamo Bay and redistributing those terrorists throughout America. These two bills that passed the House with unanimous support sends another crystal clear message that the Obama Administration needs to wake up and do more to protect the American people. Until we make cracking down on terrorist travel a national priority we will continue to leave Americans vulnerable to further harm.”

The Bureau of Land Management (BLM) will be conducting three meeting to gather public input on the impacts of recreational target shooting in the 486,400-acre Sonoran Desert National Monument (SDNM) to deter whether/what extent recreational shooting will be allowed in the future.

In March, Newly Appointed Commissioner Andy Tobin will begin an eight-month tour to rural communities where he will hold town hall meetings and participate in the monthly Open Meeting before the public via teleconferencing. Small water companies have been struggling for years to repair critical infrastructure. The Commission is supporting HB2331, which will help provide grants to those water companies. On March 1st, Tobin will hold a town hall at Yuma City Hall starting at 9 am where he will take questions and facilitate presentations by various utilities. On March 2nd he will participate in the Commission’s monthly Open Meeting via telephone at Yuma City Hall and invites residents to attend and watch the meeting via live-streaming. In April Tobin will be in Mohave County and in May Navajo and Apache Counties. Check back with  for event times and locations.
