Message From AZRRT By Jose Borrajero: This is probably the 5th request you’ll see asking for support of SB1455, which will be in the Senate COW tomorrow, Thursday 3/3/16 and very likely will see a third reading vote. Why are so many conservative activists contacting you? Because this bill is that important. You may remember that this is a strike-all bill, amended with the contents of the old HB2056 that Rep. Boyer killed in the House Education Committee, except that it had a flaw in that its language was changed in the process from opt-out to opt-in, making it worthless as it stood. However, that is about to change via a floor amendment that fixes that language. So please make sure that you follow the advice of Anita Christy and contact all senators, and make sure you request that the opt-out amendment be adopted. Be advised that the other side is very busy contacting the same senators requesting that this bill either be killed or be passed with opt-in language. Your calls and e-mails may sway some senators in our direction, but the most important goal is to give cover to those senators who are already on our side. We want them to be able to argue that public opinion is on our side. They cannot do that unless everyone of you e-mails or calls. (RTS comments are not allowed on this bill at this time).

Get Well Wishes To Steve Parsons who is recovering from a recent knee replacement.

The Arizona Department of Corrections notified Sheriff Paul Babeu today that they are intending to deactivate the emergency contract for housing 360 of the department’s inmates in the Pinal County Jail. Babeu accepted 379 Department of Corrections prisoners in July 2015 after rioting at a private prison in Kingman, Ariz. made it necessary to relocate inmates. Since then, the PCSO jail has continually housed approximately 360 prisoners under the emergency contract. The Department of Corrections plans to take custody of their inmates at the end of this month. Babeu said, "We answered the emergency call to help the department after the Kingman riots last summer. We were able to accommodate the state prisoners and 100% of the costs were reimbursed by the State to Pinal County." He went on to say, "We enjoy a great professional relationship with the department and we always stand ready to assist our fellow law enforcement when they need help."

Late tonight AZGOP Chairman Robert Graham thanked the Phoenix City Council for standing up to those who tried to bully city leaders into permanently abolishing the practice of a brief prayer before official city council meetings. The Phoenix City Council voted last month to end the longstanding tradition of public prayer after being confronted by what Graham called “satanic bullies” who demanded equal time. But in a 7 to 2 vote tonight, last month’s decision was overturned and the tradition of a spoken prayer was restored. “This was about intimidation and bullying by a tiny group of malcontents trying to force-feed an absurd and disingenuous political agenda into the day-to-day decisions being made by our city’s elected leaders,” said Graham. “After a swift, strong, and very negative reaction from Phoenix residents I’m proud that our collective action against the petty tyrants — who have been misusing our rights to religious freedom in order to perform a publicity stunt — has led to a strong majority on the city council standing up to these bullies.” Graham reacted publicly last month to the city’s decision to ban public prayer by announcing an effort to launch a ballot initiative as well as a recall election against the elected officials who voted to ban public prayer at council meetings. “I thank those who have joined with me — from members of the city council to the leaders and members of our faith communities to our local Republican committees —  to support the First Amendment without destroying the contributions from people of faith. South Dakota Gov. Dennis Daugaard has vetoed HB 1008 transgender-bathroom-bill , which would have restricted access to public school restrooms or locker rooms to students of the same biological sex. The bill had been decried by transgender-rights advocates.

Last night, The Washington Post reported that the former IT staffer who ran Hillary Clinton’s secret email server was granted immunity by the Department of Justice, while a separate report from The New York Times revealed investigators are taking new steps to determine whether Clinton’s aides copied classified information onto unclassified systems. In response to these developments, Republican National Committee (RNC) Chairman Reince Priebus said: “Hillary Clinton’s flimsy excuses for her unsecure email server are crumbling.  For months, Clinton has tried to deceive the American people about the nature of the FBI investigation into her unprecedented email setup. But new reports about her IT staffer being granted immunity, officials confirming ‘wrongdoing,’ and plans for her to be interviewed soon cast an ominous sign for Clinton and prove there’s more to this story. The fact is that in more than 2,000 messages, Hillary Clinton’s server jeopardized our national security and sensitive diplomatic efforts. This terrible error in judgment coupled with Clinton’s arrogant and dishonest claims shows she can’t be trusted with the presidency.”

Congressman Paul A. Gosar after participating in a House Natural Resources Subcommittee hearing where he questioned witnesses from the three major federal agencies including Bureau of Land Management (BLM) Director Kornze on the president’s 2017 budget: “It is outrageous and shameful that the Bureau of Land Management continues to request nearly $100 million annually for new federal land acquisitions in order to lock up more of the American people’s land. Only about 18 percent of land is privately held in Arizona and it’s even worse in Nevada. The federal government already owns more than 650 million acres and western states are sick of big government land grabs that limit economic development. Washington bureaucrats fail to understand that when more land is locked up by the federal government, real people suffer and opportunities for future prosperity are reduced. For every acre of land declared public, there is an acre of private land lost. It’s been nearly 20 years since the BLM provided Congress with a detailed list of federal lands potentially available for disposal. And that 1997 report was authored only because of direction from Congress. I am all about consolidating checkerboards, increasing access and better utilizing federal lands. But simply requesting more money to add more federal land to the government rolls without identifying lands that aren’t being used properly doesn’t cut it. I shouldn’t have to ask BLM Director Kornze to provide a detailed inventory of lands eligible for disposable, but since I did, I will hold him to his promise and ensure he complies with this reasonable request.”

Congressman Matt Salmon upon introduction of a resolution to enhance cooperation between the United States, South Korea, and Japan and promote stability in the Asia Pacific. “A strong, trilateral relationship between the United States, South Korea, and Japan couldn’t be more important today. The North Korean government, like a child who doesn’t understand the consequences of his actions, continues to destabilize the region by detonating nuclear devices and firing missiles.  Fortunately, responsible democratic nations will not let this threat run wild and endanger the Asia Pacific.  Our allies in Korea and Japan have taken the lead, and the United States will be there to support them.” Background: This resolution formally recognizes the importance of the relationship between the United States, the Republic of Korea, and Japan, and commends all nations for their resolve in dealing with the menace of the North Korean regime, and supports the prompt deployment of the Terminal High Altitude Area Defense (THAAD) system to deter North Korea’s threats. Salmon serves on the House Committee on Foreign Affairs as Chairman of the Subcommittee on Asia and the Pacific. He is also a member of the House Committee on Education and the Workforce.

The Arizona Corporation Commissioners approved upgrades to five railroad crossings across the state that will help improve safety and traffic flow. The Commission approved; new gates and flashing lights where Camelback, 43rd Avenue, and Grand Avenue intersect in Phoenix, a surface upgrade at 18th Street in Parker, signal upgrades at Court Street in Nogales, signal upgrades in Pinal County on the Gila River Indian Community at Della Road North of SR 87-SR 287 along Arizona Boulevard, and in Coolidge on Storey Road. The Commission has also approved the construction of a bridge overpass in Navajo County at Kerr McGee Road/N2007, which is a north south arterial roadway that has an interchange at I-40. That project will span both the Burlington Northern Santa Fe Railroad tracks and the Rio Puerco River. It will take 20 months to build and will cost $15.5 million. It will be funded by the Highway Trust Fund through the Federal lands Highway Tribal Transportation Program.

Congressman Matt Salmon, chairman of the Subcommittee on Asia and the Pacific, after the United Nations Security Council adopted a resolution imposing additional sanctions on North Korea. “Today the U.N. Security Council adopted a strong new resolution against North Korea’s nuclear and missile programs, recognizing the persistent threat this rogue regime presents to the world.  These additional sanctions and restrictions imposed on the Kim Jong-un regime align international sanctions more closely with those that Congress imposed through the North Korea Sanctions Enforcement Act of 2016—a bill I was proud to co-sponsor.  I am pleased to see the international community recognize that more significant pressure must be applied for North Korea to give up its proscribed nuclear and missile programs. Gosar after submitting multiple programmatic requests for the fiscal year 2017 Military Construction, Veterans Affairs and Related Agencies bill in order to support our nation’s veterans: “America's brave men and women in uniform are the nation's greatest assets. Accordingly, our veterans deserve the finest medical care our country can provide. I am committed to working on behalf of all of veterans so that they receive the benefits they earned. Reducing the massive backlog shackling the Board of Veterans Appeals should be the top priority this fiscal year. Accordingly, I spearheaded a bipartisan effort signed by 19 members to ensure Congress prioritizes expenditures and provides adequate resources for processing appeals within the VA. There is no reason our veterans should wait years to receive the care they earned. Additionally, it makes me sick to think that our nation’s heroes are being abandoned by the very people they risked their lives to protect. In February, the VA’s Inspector General revealed some troubling findings about the Veterans Crisis Line. Shockingly, veterans and service members utilizing this suicide-hotline were being forwarded to voicemail and not receiving an immediate response. There is no reason these heroes should not receive an immediate assistance from a trained professionals when they are having a mental health crisis or experiencing suicidal thoughts. My programmatic language request, supported by nearly three dozen members of Congress, utilizes the power of the purse to correct this malfeasance.”

US Senator John McCain on former Phoenix VA Health Care System Director Sharon Helman pleading guilty today to filing a false financial disclosure that failed to report more than $50,000 worth of gifts she accepted from a lobbyist: “While this is an important step forward in holding Sharon Helman accountable for her corrupt activities while serving as head of the Phoenix VA, the Department's inability to convict Helman for her most serious crimes of wait-time manipulation and whistleblower retaliation has denied the veterans who died waiting for care on her watch the justice they deserve. This failure further underscores the urgent need to eliminate the endless bureaucratic protections that have thwarted any attempt to hold corrupt executives responsible for their role in the scandal of denied and delayed care at the Phoenix VA and hospitals around the nation.”

Arizona Superintendent of Public Instruction Diane Douglas today announced that the Arizona Department of Education is launching a #GoOpen initiative, supporting Arizona educators and schools as they transition to using high-quality, openly licensed educational materials. With this initiative, Arizona joins an initial group of states making a commitment to move away from traditional, expensive textbooks in favor of freely accessible educational materials. “Making available free and open education resources can help reduce financial strain on schools and districts while encouraging digital awareness,” said Douglas. “GoOpen materials will provide locally elected school board members with another option as they carefully consider the selection of appropriate curricula for their students.” The U.S. Department of Education is coordinating the statewide #GoOpen initiatives through its Office of Educational Technology. Arizona’s #GoOpen initiative builds on ADE’s existing work to provide a statewide central repository for openly licensed educational materials. The ADE Content Management System (CMS) was launched in 2015 and is already an important part of Arizona education infrastructure. This system reflects ADE’s work with the Council of Chief State School Officers to establish common vocabulary, definitions and formats to describe learning resources through the Learning Resource Metadata Initiative (LRMI) and Common Education Data Standards (CEDS), making Arizona’s CMS compatible with the national Learning Registry. All materials uploaded via the website also automatically fall under a Creative Commons license, making them free and available for use by any educator in Arizona. See

MCRC EGC Secretary Matt Eberle will be stepping down to run for the Chandler City Council, therefore, nominations are being accepted until 11:59 pm., Sat., March 5 for secretary candidates to fill Eberle’s position.
