Registration Is Now Open For Our First-Ever AZ Game And Fish Dept Wildlife And Outdoor Recreation Summer Camp for children between the ages of 8-14. Camps will be held from 8 am-3:15 pm., June 13-16 and June 20-23 at the Department's Hirsch Conservation Area at the Avery Shooting Facility in north Phoenix. LD18 PC Larry Hilliard: Regarding PROP 123, I have heard Arizona State Treasurer Jeff DeWit speak out against the proposition a couple of times because he doesn't feel that it is a fiscally sound modification to the formula for the annual distribution of funds from the Arizona Permanent Land Endowment Trust Fund. Apparently the proposition will raise school funding without raising taxes today, but down the road it will necessarily result in higher taxes. Interestingly, I also found an opinion paper posted by the Arizona State Treasurer's office (Legal-Option-Land-Trust.pdf) with the conclusion that the amemded Distribution Formula cannot go into effect unless and until approved by Congress. I would also like to point out that an internet search and review of Jeff DeWit's work history would give his stand on this matter significant weight.

Arrowhead Republican Women First Vice President Jan Martinson: Medicare Fraud is Rampant: A rule which went into effect January 1st, is the culmination of a long running effort by hospitals and other health care providers to mortally wound the auditing system, and they’ve succeeded. But why? The auditors are private contractors who get paid a portion of any wrongful payments they find. That makes them very motivated to actually find fraud. Under the new rules, the auditors are only allowed to review 0.5% of each health care provider’s Medicare payments. The ludicrous new rule from the Obama administration is crippling the ability of auditors to monitor Medicare fraud. The question is, who would want to thwart investigators in their quest to uncover fraud and abuse in government?

The tiny review size won’t provide a statistically significant sample size to determine whether the provider is following the rules. The rule says that if the provider is a bad actor, they will be subject to a broader review in the future. A spokeswomen for the Council for Medicare Integrity argued it could backfire. A large hospital would be submitting about 26 claims every 45 days in their billing cycle. The point is that a random review that small could easily misrepresent the general billing practices of the hospital.

All this rule does is make it easier to steal from the government. Anyone tricky enough, who is both willing and capable of defrauding the government of millions of dollars in Medicare payments, is going to be able to produce a sparkling clean sample of 26 billing claims from thousands.

The lunacy of all this is that the vast scale of Medicare fraud, each year, is estimated to be about $60 billion dollars. Borrowed from The ARWC newsletter. Martinson worked in the medical field for a number of years.

Arizona Corporation Commissioners are offering the public, impacted by the ongoing UNS rate case, a chance to meet face-to-face. The Commission will hold three public comment meetings in the communities served by UNS Electric.
