LD13 Rep Darin Mitchell is running for the House Speaker position now that Justin Olson is going for a congressional seat. Mitchell had secured the votes to be the next House Majority Leader but has been asked by House members to run instead for the Speaker position...so that is what he has opt to do.


The New York Times Has Created An Easy-To-Read Flow Chart to show you just how many delegates become free on the second and each successive ballot. Save this, you may want to refer to this handy flow chart of the Republican National Convention balloting process, later in the year. Almost all delegates to the Republican National Convention are required by state law or state party rules to vote for the candidate they are pledged to support on the first ballot. But what if no candidate achieves a majority (1,237 delegates) on the first ballot, and a second ballot is needed? A third?

Are The RNC’s Convention Rules as complicated as they seem? Yes. Morton Blackwell – who has been Virginia’s Republican National Committeeman since 1988, and has been an expert on the Rules of the Republican Party since before then – has written a thorough overview of the current 2016 Republican National Convention rules, as well as a forecast of what might change. He writes: “No one who has not participated in the rules-making process for the national Republican Party is likely to understand all provisions of the current rules, much less how those rules, whether as they now read or how they might be changed, would affect what happens at the 2016 Republican National Convention in Cleveland.” That’s putting it mildly. At issue is Rule 40, which regulates how candidates’ names are put in nomination, and how, therefore, how duly elected delegates may or may not cast votes they are bound to cast. Former LD13 Chairman Robert Branch: Trump Rallies - Moveon.org, along with the Washington Establishment, are trying to shut down Trump from speaking by orchestrating these violent demonstrations. The media is reporting that Moveon.org and other organizations are paying protest leaders to organize these demonstrations as an attempt to make Trump look bad, but all that it is doing is galvanizing Trump supporters.

Activist Lil Scharenbroich: George Soros and Bill Ayres ...supporters of the Obama machine are all involved and paid the protesters against Trump. Where has our Country became so whatever?  We do not like what Cruz and Kasick are saying about Trump promoting  violence ...Soros, not Trump are to blame...shame on the Republican candidates to tell such  dishonesty. Praying each day that no one will  get hurt in this election year.

US Senate candidate Kelli Ward was on a mission to retire 30 year incumbent John McCain when she meet with Oro Valley Republicans last week. “You’ve heard of the Straight Talk Express, right? I’m going to borrow that phrase and give you a little straight talk about Sen. McCain’s record,” she said. “He has supported ‘amnesty’ (DREAM Act and comprehensive immigration reform.) He refused to shut down the government over funding for Planned Parenthood. (McCain first said he would support a government shutdown, then said he wouldn’t, and then ultimately voted against the bipartisan budget package that was signed into law by Obama last year.) He mocked conservative senators like Kentucky’s Rand Paul and Utah’s Mike Lee as “wackobirds.” He hasn’t done enough to repeal Obamacare. Democratic presidential hopefuls Hillary Clinton and Bernie Sanders say they like working with McCain. “I will make you a promise right here today,” Ward said. “If you send me to Washington, D.C., I promise you that Hilary will never name me her favorite Republican.” She claims “…unfortunately, his 30 years in Washington have changed John McCain. He’s not a conservative that he claims to be during campaign season. And respectfully, I think it’s time for us to retire Sen. McCain.”

Az CDL Legislative Update: We’re down to just a few bills that need committee hearings to proceed.  To progress, all House bills must be heard in Senate committees and all Senate bills must be heard in House committees by next Friday, March 18.  The following is the status of key bills we are monitoring.

House Bills

· HB 2081, which would prohibit checking with any federal (e.g., NICS) or state database on private property transfers, was sent to the Senate on February 19.  It passed out of the Senate Commerce and Workforce Development (CWD) Committee hearing on Monday, March 7.   The next step is the Senate Rules Committee.

· HB 2224, which would prohibit the state or any political subdivision from charging additional fees, etc. on the transfer of a firearm between private parties who are not prohibited possessors, was sent to the Senate on February 19.  It passed out of the Senate Government Committee on March 2 followed by the Senate Rules Committee on March 7.  The next steps normally would be a Senate Committee of the Whole (COW) hearing followed by a Third Read Vote.  We will send out an Action Alert to contact your Senator when further action is needed.

· HB 2300, which would prohibit state and local governments from enforcing, or using resources to aid in the enforcement of, federal laws related to personal firearms, was sent to the Senate on February 29.  It has been scheduled for a Senate Federalism, Mandates and Fiscal Responsibility (FMFR) Committee hearing on Tuesday, March 15.

· HB 2338, the AzCDL-requested bill that would prohibit the governing boards of educational institutions from banning firearms on public rights of way, such as city streets and sidewalks that happen to pass through campuses, was sent to the Senate on February 29.  It passed out of the Senate Government Committee on March 9.  The next step is the Senate Rules Committee.

· HB 2446, which would remove an outdated reference to the U.S. Department of Treasury when referencing the National Firearms Act, was sent to the Senate on February 19.  It passed out of the Senate Government Committee on March 9.  The next step is the Senate Rules Committee.

· HB 2524, the AzCDL-requested interstate compact that restricts member states from enacting firearm transfer requirements stricter than federal law, was sent to the Senate on March 2nd.  It also passed out of the Senate Government Committee on March 9.  The next step is the Senate Rules Committee.

Rules Committees: The purpose of the Rules Committees is to make sure proposed legislation passes Constitutional muster.  It is composed primarily of each chamber’s Leadership, the same folks who assign bills to committees and determine whether or not they are brought up for COW debates and floor votes.  Too often we’ve seen the Rules Committee quietly bury bills for political reasons.  Last year’s equivalent of HB 2524, the firearms interstate compact bill, sat in the Senate Rules Committee for weeks while the clock ran out on the legislative session.  We were told it had nothing to do with Bloomberg hiring a high profile lobbyist to campaign against the bill while it was waiting to be scheduled for a hearing.

Senate Bills

· SB 1257, the AzCDL-requested bill that would exempt CCW permit holders from being disarmed when entering state and local government controlled property unless everyone entering is screened for weapons, passed out of Senate and was sent to the House on March 3rd.  It has been assigned to the House Judiciary Committee but has not yet been scheduled for a hearing.

· SB 1266, which would allow for injunctions, fines and civil suits when state agencies or local governments disregard state firearm preemption statutes, passed the Senate on February 18.  It has been scheduled for a House Judiciary Committee hearing on Wednesday, March 16.

· SB 1452, which would require Arizona to not recognize and ban enforcement of unlawful federal executive actions or orders limiting our Second Amendment rights, passed out of the Senate on February 29.  It has been assigned to the House Judiciary Committee but has not yet been scheduled for a hearing.

These alerts are a project of the Arizona Citizens Defense League (AzCDL), an all-volunteer, non-profit, non-partisan grassroots organization.

Maricopa County Recorder Helen Purcell has released a list of 60 polling places for the March 22nd Presidential Preference Election on the Maricopa County Recorder’s & Election’s website. Unlike typical elections, voters will be able to go to any of the 60 polling places located throughout the County to vote in the Presidential Preference Election on March 22nd. These polling places are for this election only. Voters will have to go to their assigned polling place to vote in the August 30th Primary and November 8th General Election. Polling places are open from 6:00am to 7:00 pm on Election Day.
