Folks Are Wondering What Shenanigans AZGOP Chairman Robert Graham and his minions will contrive in an effort to prevent the “Resolution for Graham’s Resignation” from coming to the floor at the April 30 State GOP Convention. See 3-15-16-briefs.html State Committeemen have not forgotten how they gathered petitions signatures in the parking lot during pre-dawn hours of the Jan 23, 2016 meeting to make sure that a similar Graham Resignation Resolution would go to the floor that day -- only to be foiled when Graham’s hand-picked parliamentarian Al Gage ruled they couldn’t vote on it. They also tried to get the “Anyone BUT McCain” resolution onto the floor that day – you know, the one the Maricopa County Republicans passed at the MCRC Mandatory meeting the week prior. These calls for Graham’s resignation don’t help his climb to replace Reince Priebus as the Republican National Committee Chairman in DC. A complaint has been filed and an investigation is allegedly underway on the events of the Jan. 23, meeting.
Those In Lofty Positions Say if Senate John McCain can survive the November election and Graham steps into Priebus’s shoes, McCain will serve at least three or four of the six year term, then resign because of age which will put Maricopa County Attorney Bill Montgomery or Gov Doug Ducey in a position to be appointed to fill out McCain’s term – making Montgomery or Ducey the incumbent for the following senatorial race. Others say Ducey will be elevated to a diffferent high powered DC job. These guys are planning ahead, eh??
All Of This “Not So Well-Kept Strategy/Secret,” has McCain’s opponents thinking that McCain’s challenging GOP trio of Dr Kelli Ward, Alex Meluskey and Clair Van Steenwyk need to have a heart to heart chat about who has the best chance of retiring the 30 year term senator. Ward told the Wickenburg Republican Club that she is running to “retire McCain.” Meluskey told the Wickenburg GOP several months ago that if the polls indicate someone else can beat McCain, he is willing to swing his votes to that candidate just prior to the primary. On the other hand, Van Steenwyk went into a long-winded song and dance as to why he is fighting to the bitter end and isn’t about to swing his votes to the candidate leading the polls against McCain prior to the primary.
All Of This Leads Back To The Jan 30 State Convention where delegates will be elected to go to the National Convention and selection of the GOP Presidential nominee. It’s no secret that the GOP “high and mighty” met at on off-shore island over the weekend to figure out how the GOP Establishment is going to prevent frontrunner Donald Trump from getting the Presidential nomination. Mitt Romney, the failed GOP candidate against Obama, and Republican strategist Karl Rove have been flapping their jaws against Trump as his popularity increases with grassroots America. It is so apparent that Trump is baited and targeted during the Presidential debates – that grade school kids can figure that out. So Graham has got his hands full on April 30 in (1) protecting himself from a Resignation Resolution vote and (2) making sure delegates get selected who will acquiesce to the hierarchy at the national convention. It appears that the April 30 state convention may turn into a donnybrooke – similiar to the January MCRC/AZGOP meetings.- ft

Arizona Heritage Fund Alert! Legislators are again attempting to pirate the Heritage Fund one of numerous attempts to gain control of Heritage Funds since 1990 when voters passed the Heritage Fund initiative by a 2 to 1 margin. Heritage Funds dollars come from the Arizona Lottery. SB1361 is scheduled to be heard at 10 am., Thurs., March 17 in Room HHR 3 by the Agriculture, Water and Lands Committee. Heritage Fund supporters are asked to contact your legislators in opposition of SB1361 G&F; heritage fund; expenditures (Griffin, Cardenas, et al.) which swipes up to 50% of the habitat acquisition dollars in the Arizona Game and Fish Heritage Fund and directs them to operations and maintenance (O&M) on Heritage Fund acquired properties. The Arizona Heritage Alliance members (guardians of the Heritage Fund) and friends expressed strong opposition to SB1361, which is a significant hit to the habitat acquisition/protection funds. The Arizona State Parks Heritage Fund was already defunded and taken out of statute by the Legislature and Governor in 2010.
In 2014, the Game and Fish Commission convened a Working Group of citizens to develop alternative funding and ideas for O&M of Heritage Fund acquired properties. The Working Group represented the Arizona Heritage Alliance, Arizona Wildlife Federation, Heritage Public Advisory Committee (HPAC), The Nature Conservancy, Sportsmen for Wildlife, Tucson Audubon, and a rancher who manages Horseshoe Ranch, one of the Commission’s more recent purchases. Among the recommendations to the Game and Fish Commission was the possibility to move 5% of Acquisition dollars to the part of the Heritage Fund that has O&M dollars in statute. That is already spoken for, so the 5% move from Acquisitions to fund much-needed O&M on the Heritage properties, seemed to be a reasonable alternative to help out. Instead, the Commission has portrayed that Working Group recommendation as permission for full flexibility of access for the Commission to the Acquisitions Fund. They want 50% of that, not 5%. 50% was NOT the Working Group’s recommendation. The Game and Fish Commission move ahead with SB1361.

Coconino County GOP Chairman Joan Harris: The Coconino County Elections Office reminds early voters that voted early ballots must be received no later than 7pm March 22 - Election Day. Early voters should put their voted early ballot in the mail no later than Thursday, March 17 to ensure that it is received in time to be counted. Voted early ballots may be dropped off in one of the white ballot drop boxes located in the parking lots of the County General Services Building, 110 E Cherry Ave, Flagstaff or the County Health and Community Services Building, 2625 N King St, Flagstaff. On Election Day, March 22nd, early voters can drop off their voted early ballots at any polling place in the county between 6 am and 7 pm. Early voters should remember to sign the return ballot envelope or their ballots will not be counted. Arizona state law requires the voter to personally vote his or her own early ballot and to sign the early ballot return envelope. The Elections Office must have the early voter’s signature on the return envelope to verify the ballot was voted by the early voter and not someone else. The deadline to have an early ballot mailed to a voter has passed but voters may vote early in person through Thursday, March 17th or Friday, March 18th at an early voting site depending on the location. Senator (Jeff) Dial's misguided SB 1416 was intended to strip the rights of the People. The voters have a very minor voice through the Senate Education Committee when it votes to confirm or reject the nominated unelected members of the State Board of Education. Very little publicity informing the voters is issued by the Governor or the Senate Education Committee and rarely does this body reject the Governor's recommendations. I believe the composition of the present Board violates Title 15 statutes; yet no one, including you, raises the flag regarding this irregularity.
I understand that you have picked up the gauntlet of Dial's abominable bill in the form of Striker SB 1313. You, an exponent of Common Core understand that hundreds of volunteers throughout the State banded together to elect Supt of Public Instruct Diane Douglas because she was the only exponent campaigning to rid our state of this gross Federal intrusion on education - a direct slap in the face of the Parents. Now you propose to strip Douglas and the voters of the only modicum of control we have over this unelected State Board of Education. This is wrong and is not in keeping with your stated position as a supporter of public education in this state.
Your position with a Charter School does in no way exempt you from representing these parents and children. Charters are publicly funded and are "Public Schools". Since over 80% of our children attend District Public Schools, the allegiance to these District Public School is your responsibility, including the Parents and Grandparents of the 20% that attend Charters. In keeping with our Republican Representative form of government, I strongly suggest that you drop your support of SB 1313.

WAPA’s departure from traditional contracting terms utilized in other contracts are arbitrary and could result in increased electricity bills being passed on to the people of Arizona. WAPA’s refusal to treat all power customers the same merits Congressional action in order to prevent discrimination and ensure reliable hydropower . Further, the ‘net zero’ funding mechanism for WAPA remains an important tool for the marketing and transmission of hydropower from federal projects in the West. Yet, customers have identified significant growth at headquarters operations and staff in recent years. Despite repeated demands from power customers and Congress, WAPA has refused to be transparent about those costs. Shamefully, WAPA has ignored our requests and has proposed hiring 52 new full-time employees this year. The costs will eventually be passed on to their customers who have little to no say. Today, we took bipartisan action to stop this abuse and ensure accountability within a rogue agency.”
Congressman Martha McSally (R-AZ) and Senator Joni Ernst (R-IA) will hold a press conference at 1:30 pm., Wed., March 16 at the U.S. Capitol to call on the Army to reinstate the Women Airforce Service Pilots (WASP) at Arlington National Cemetery. The lawmakers have led the fight in Congress to restore the rights of WASPs, who were pioneering female World War II pilots, to have their ashes laid to rest at Arlington, a right that was revoked by the Army last year. Both lawmakers have introduced companion legislation with strong bipartisan support.
