Phones were jingling late last night over two memos that were e-mailed from the AZGOP Headquarters after the dinner hour. AZGOP Headquarters e-mailed out a message about 7:45 pm, Wed., March 16, from the “Keep the Promise PAC” that reads:

Recipients Are Wanting To Know if the AZGOP has suddenly endorsed a GOP presidential candidate without the knowledge of the state committeemen/ precinct committeemen? Why is the AZGOP e-mailing PAC invitations? Wasn’t there a ruckus a year or so ago over the misuse of the state GOP e-mail list? Party delegate elections haven’t even been held in many legislative districts yet for selecting a presidential nominee. Others remember the way AZGOP Chairman Robert Graham turned his back on presidential candidate Donald Trump when he came to Phoenix a few months ago. Will the AZGOP send out an invitation to Trumps event when he’s in Phoenix Saturday? Has the Establishment suddenly switched horses and started throwing its weight behind Cruz in their efforts to keep Trump off the Presidential ticket? As you recall, the Establishment tried to cram presidential candidate Jed Bush down our throats. The RNC shot itself in the foot when they brought failed Presidential candidate Mitt Romney back into the limelight long enough for Romney and Karl Rove to take pot shots at Trump. Then they pushed presidential hopeful Marco Rubio until he got sent to the woodshed by his home state of Florida. Do you recall the names Sen John McCain laid on the conservative Cruz not so long ago? “What the Hell is going on now?” one angry voice bellowed. It appears this will be one more thing Graham’s Resignation Resolution proponents will add to their list of reasons to remove Graham. - ft
The second message went out at 10:30 Pm, last Night, (Wed., March 16) from AZGOP Communications officer Tim Sifert regarding rule changes for AZGOP Resolutions submissions for the April 30 State Convention. Sifert wrote: “To all who have sent in resolutions intended for the April 30th convention:
“Only the members of a body can submit resolutions to that body. The state delegates will be members of the state convention and only state delegates can submit resolutions to the state convention. As of this date, we don't have any state delegates elected.
“As per the AZGOP bylaws, the deadline to submit resolutions is 45 days before the meeting. But none of the state delegates get elected 45 days before the meeting. This is a problem in the bylaw, which was discussed in the AZGOP Executive Committee meeting last week and it was decided that the only way to submit a resolution is to submit them from the floor on the day of state convention.
“Anyone who would like to submit resolutions to the state convention is free to get elected as a state delegate first and then submit from the floor with the requisite signatures.
“People who were not part of the Executive Committee might be unaware of this. It was discussed that this would be fixed in the next state meeting with a bylaw amendment.”
In Other Words, the Graham Resignation Resolution submitted earlier this week is not going to get on the April 30 agenda. Instead of the time-honored procedure of submitting a resolution to the AZGOP, you have a new set of rules. Now, you must first get elected as a state delegate, then submit your resolution from the floor (on April 30) “with the requisite signatures”. However, the message doesn’t tell the delegates/resolution authors how many “requisite signatures” are required to get the resolution onto the floor. It doesn’t give them a sample petition, nor tell them what information is require with the requisite signatures. Is the signers legislative district, county, or congressional district required? Nor does it tell them whether they can start getting signatures now, or whether they are requested to gather the signatures in the parking lot early the morning of April 30 – prior to the convention being called to order ---- as was required at the Jan 23 Mandatory meeting. - ft
Ironically, Briefs sent this message to AZGOP Chairman Robert Graham on Feb. 15, 2016. “Robert: Who are your Resolutions and Nominating Committee chairmen and members for the April 30 State Convention. People are asking?” He never answered. Nor did he answer the same question ask prior to the Jan. 23, 2016 Mandatory State Meeting.

Meet Senator Andy Biggs: Biggs is an Arizona native and has lived in Gilbert with his family for the past 25 years. A retired attorney, Biggs and his wife Cindy have six children. Congressman Paul A. Gosar submitted a bipartisan programmatic request this week to the House Appropriations Committee advocating for full-funding of the Secure Rural Schools Program (SRS) for fiscal year (FY) 2016 and beyond: “Secure Rural School payments provide critical funding to more than 775 rural counties and 4,400 schools throughout the country who are faced with unique challenges at no fault of their own. Historically, 25 percent of all timber harvest revenues went to counties with significant National Forest Lands within their borders to be used for education, roads and to offset property tax losses. However, with timber harvests down nearly 80% due to misguided forest management policies, rural counties and schools are once again facing the possibility of significant budget shortfalls, including curtailing law enforcement patrols, releasing prisoners from jail and cutting education budgets. Failing to take action and fulfill this long-standing obligation will leave counties and schools across the country without important resources they desperately need to serve their populations. These communities should not be punished as a result of large swaths of federal land within their jurisdictions and poor federal land management policies. Congress must ensure the Secure Rural Schools Program is fully-funded.”
US Senators John McCain and Jeff Flake today applauded the Senate Commerce, Science and Transportation Committee for passing the Federal Aviation Administration (FAA) Reauthorization bill, which includes their language that addresses concerns raised by residents of Phoenix about recent flight path changes at Phoenix Sky Harbor International Airport.
