LD26 PC Matt Papke: Poll Tax Chaos- Congratulations to Mr. Trump on the tremendous victory in Arizona yesterday.  Approximately 498 delegates to go.  While I did not vote for Mr. Trump I do expect that our Quadrennial Convention will be fair and chaired by AZ GOP Chairman Robert Graham in a legal and unbiased manner. A group of patriotic PCs have done some legal research and determined the U.S. Supreme Court ruled that charging to attend a political state convention is unconstitutional and illegal – in essence Graham is asking for an illegal $50 poll tax in our opinion.  Morse v. Republican Party of Virginia 517 US 186 (1995) and

It seems that Robert Graham and the Republican establishment are doing everything possible to "stack the deck and steal the delegates" to the RNC National Convention.  Three examples of the outrageous requirements are:

     1) a mandatory $50 poll tax to attend the State Convention; paid prior to the LD and County Caucuses if your name is to appear on the delegate ballot (what if you’re not elected?);

     2) the use of proxies at the Legislative District and County Quadrennial Caucuses to elect delegates; and

     3) conducting the LD and County Caucuses by CD in an attempt to cause greater confusion.

This is the first time ever in the 78 year history of the Arizona Republican Party these requirements have been forced on the PCs.  The rumor on the street is a majority of PCs are outraged at this brazen attempt to dissuade participation, rig the proceedings and the election of the delegates to the RNC National Convention.

Please contact me if you are upset and feel disenfranchised.  We are seriously considering filing an immediate injunction and/or class action lawsuit against Robert Graham and the Arizona Republican Party.  We are first and foremost a Republic - not a dictatorship.  It is imperative that our electoral processes are sound and ring of Liberty and Justice for all. Gov Doug Ducey: “Voting is one of our most important rights and responsibilities, and yesterday, a record number of Arizonans turned out to cast their choice for president. I’m glad to see so many Arizonans step up to make their voice heard for the candidate of their choice. However, it’s unacceptable that many of them had to battle incredibly long lines. Our election officials must evaluate what went wrong and how they make sure it doesn’t happen again. "One way we can fix things is to simplify them. That means allowing independents to vote in presidential primaries, just as they vote in all other Arizona primaries. A big part of yesterday's problem was registered voters showing up, and being told they couldn’t vote. That's just wrong. If people want to take the time to vote they should be able to, and their vote should be counted."

Maricopa County Republican Committee Chairman Tyler Bowyer: Congrats to Donald J. Trump for his decisive win today in Maricopa County and across Arizona. Despite far fewer polling places (which turned into long lines,) supporters showed up in Big numbers. Donald came out to Arizona on the right message and engaged people early and I think it made a big difference. Our great activists who were out in numbers for Senator Cruz also did a stand-up job - I just wish that he would have had a bigger presence in Arizona this election cycle. Many prayers and lots of hard work will be needed for bridge-building to help the anti-establishment crowd come together in an effective way to save both our Party and our Country!

AZGOP Chairman Robert Graham has congratulated Donald Trump on his decisive victory yesterday in Arizona’s Republican Presidential Preference Election.  “There is no question the voters in the Republican Party are motivated, engaged, and eager to put a Republican in the White House and keep our majorities in the U.S. House and Senate,” said Graham. “Trump’s victory yesterday was decisive and our delegates to the Republican National Convention have a clear mandate from our party’s voters to support him for the nomination.” The party will elect 55 delegates to attend the Republican National Convention, joined by Graham, National Committeeman Bruce Ash, and National Committeewoman  Sharon Giese for a total of 58 delegates bound by law to vote for Trump. LD24 Republican PC Tristan Manos, author of the "natural born Citizen" resolution, observing the 2016 AZ Presidential Preference Election results: "Whatever one may think, feel, or believe about this, that, or the other Republican candidate (or, in some cases, so-called candidate) for U.S. President and Commander-In-Chief, it's positively remarkable to see the winner is the "natural born Citizen." This #1 vote-getting "natural born Citizen" is on pace to getting more total votes than the combined total for the #2 and #3 vote-getters, who, one way or the other, both fail the "natural born Citizen" test. Secretary of State Michele Reagan on PPE: “The issues that arose with the amount of time voters had to stand in line, confusion surrounding eligibility and other issues are completely unacceptable and my office will launch a full-scale statewide review of county election policies and procedures surrounding yesterday’s election. What happened to Maricopa County voters yesterday was awful.  As of right now we have no explanation why county election officials decided to reduce the number of polling places down to only 60 locations.  While each individual county makes their own decisions, I need to make sure yesterday's polling place upheaval doesn't happen at our next statewide election on May 17th.  Or worse, the presidential general election in November when thousands more new voters will be casting ballots for the first time. Yesterday, I spent all day trying to help voters.  Today, I have refocused my energy on finding out the what and why of the county decisions that were made that led to severe polling delays.  Election officials are constantly looking for ways to improve.  If we find that the laws need to change, we will lead the charge. “Next week I will announce a series of bipartisan public hearings in the areas most effected by the problems at the polls.  Our office will generate an action report on the outcome of those hearings and present it as a part of the next Election Procedures Manual meeting with all 15 county election officials in attendance. To help alleviate concerns with provisional or early ballots, we’ve also created an online tracking tool where voters can find out when their ballot was processed and counted. I woke up at 3 am yesterday morning so excited for the election and full of hope for the people who were voting.  I feel awful that some of them may have given up and gone home or had to go back to work.  Voters deserve so much better and government should be held accountable.”

AzCDL Legislative Update: The Senate will be debating HB 2524 in the Committee of the Whole (COW) hearing scheduled for Thurs, March 24.  HB 2524 is the AzCDL proposed interstate compact that would prohibit member states from exceeding federal law on private firearm transfers.  Currently federal law has no limitations on most intrastate private party transfers between non-prohibited individuals.  The passage of this bill is kryptonite to Bloomberg’s "universal background check" ballot measure, which we expect to see later this year. HB 2224 is scheduled for a Senate Third Read vote on March 24.  HB 2224 is the AzCDL-requested bill that would prohibit the state or any political subdivision from charging or levying a fee, tax, assessment, lien or other encumbrance on the transfer of a firearm between private parties who are not prohibited possessors.

Congress Sends Bill on Veterans Foreclosures to Obama: "On Monday, the U.S. House passed the “Foreclosure Relief and Extension for Service Members Act of 2015” which makes it tougher to foreclose on the property of veterans.  The measure moved through the House on voice vote on Monday after passing the Senate without opposition back in December. The proposal extends the “Service Members Civil Relief Act” (SCRA) through the end of 2017."

Military Has Significant Readiness Problem Across the Board: “Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, told lawmakers Tuesday that the United States military currently is not prepared or capable across all the service branches of addressing the threats facing the country. Dunford gave his assessment of the military’s readiness while testifying before the House Armed Services Committee alongside Defense Secretary Ash Carter on the fiscal year 2017 proposed defense budget.”

The Opening Dedication Of The New Veterans' Memorial Cemetery at Marana is scheduled at 10 am., March 26. The new veteran’s cemetery is located just off of I-10, 30 miles north of Tucson. Exit Marana off-ramp #236, go west on Marana Road to Luckett Road, then north. Phase 1 consists of 1802 pre-placed crypts, 1920 columbarium niches to open in 2-16. The cemetery was made possible by a financial grant from the US Dept of Veterans Affairs and a 42-acre parcel from the Kai Family Foundation of Marana. Congressman Paul A. Gosar after participating in a hearing with the House Oversight and Government Reform Subcommittee on the Interior where he questioned Bureau of Land Management (BLM) Director Neil Kornze about the coordination between the White House and the BLM to lock up more public lands in Western states using the Antiquities Act: “Despite Kornze’s misleading attempts to answer simple questions, he confirmed a truth many of us have long suspected: the White House has quietly coordinated with federal land management agencies to go around Congress and further the Obama Administration’s far-left political agenda. Their tool of choice to lock up millions of acres of land in Western states is the Antiquities Act, which has been abused under this administration more than any prior administration. Under the guise of creating national monuments, the Obama administration is sabotaging important energy development, grazing rights, water rights and other recreational activities with the stroke of a pen, regardless of local input from communities affected by these designations. Furthermore, any attempt to seek answers or transparency from agencies like the BLM has been met with misdirection and evasion. I refuse to allow this abuse to continue and demand answers on behalf of the millions of Americans harmed by these double-dealing land grabs.”  November of 2015, Gosar introduced legislation, H.R. 3946, the Protecting Local Communities from Executive Overreach Act, which updates the 1906 Antiquities Act in order to protect property rights, water rights and jobs from presidential abuse of the Antiquities Act. (AZ-04) after introducing H.R. 4856, legislation which would make aliens associated with a criminal gang inadmissible, deportable, and ineligible for immigration benefits: “The Obama Administration has failed to secure our border and has created an immigration crisis that continues to put our citizens at risk,” Gosar said. “Shockingly, this administration has given amnesty to gang members and violent criminal aliens, only to see these illegal immigrants return to our communities and murder American citizens. Gosar today after the House Committee on Appropriations Military Construction and Veterans Affairs Subcommittee passed the Congressman’s language request that seeks to ensure veterans receive immediate assistance from a trained professional when calling the Veterans Crisis Line: “There is no reason our nation’s heroes should not receive immediate assistance from a trained professional when they are having a mental health crisis and call a suicide hotline. Chairman of the House Subcommittee on Asia and the Pacific Matt Salmon, joined by Representatives Bera, Royce, Engel, Sherman, Holding, Kilmer, Rohrabacher, and DesJarlais, today introduced legislation which directs the Secretary of State to develop a strategy to obtain membership for India in the Asia-Pacific Economic Cooperation (APEC) forum. “Indian Prime Minister Modi is striving for major economic reforms to open India’s markets, improve trade volume, and facilitate his growing population’s need for continued job growth,” said Salmon

Congresswoman Martha McSally’s legislation to require a full analysis of the current and potential threats along our nation’s southern border today passed the Committee on Homeland Security. The legislation is Rep. McSally’s sixth bill related to national or border security to be favorably reported from the committee. “I hear from my constituents repeatedly about the changing nature of threats along our border,” McSally said. “Cartels and other transnational criminal organizations adapt and alter their strategies. We need to be able to adapt as well, and that requires knowing what our border threats are. I’m glad to see my bill move out of committee and I’ll continue working to bring it up for a vote by the full House.” The Southern Arizona Border Threat Assessment Act would require the Department of Homeland Security to conduct a new Southwest Border Threat Analysis within 180 days of the bill being signed into law, mandating that accurate assessments be made of the current and potential threats, as well as the measures that need to be taken to counter them. The bill also requires the U.S. Border Patrol to design a new strategic plan based on DHS’s threat analysis. McSally, who is the Chairwoman of the Border and Maritime Security Subcommittee, has made establishing a better, more effective border strategy a top priority. Some of her efforts include having legislation pass the House to improve accountability of border projects and leading over 20 members of Congress on a tour of the Southern Arizona border. Senator Sylvia Tenney Allen’s Lighting Bolt Update: SB 1322 community colleges; expenditure limitationawaiting Governor’s signature  - This bill addressed the crucial and expensive coursework that our community colleges offer to students in Career and Technical Education. We establish a uniform process and pathway for community colleges to submit full time student enrollment numbers that more accurately reflect how many students they have. We reformed how community colleges contract with the private sector and provide goods and services in a free market fashion and these private dollars do not count towards the expenditure limit that protects tax dollars.

SB 1430 schools; achievement profiles; improvement plansawaiting 3rd Read Vote in House -This bill will modify the A-F grading system for our schools.  It includes multiple performance measures to give a full picture of how are schools are doing, not just counting results on state assessment.  It will measure progress of schools programs toward college and career readiness and a school’s success in moving student’s achievement levels.  This new achievement profile will and allow their different strengths to be recognized.

SB 1208 teacher certification; reciprocityawaiting 3rd Read Vote in House - Critical for the Arizona public schools teacher shortage.  It will lessen some regulations for state certified teachers extends the renewal date for teacher recertification to eight years.  It makes it easier to place teaching interns in classrooms and breaks down the barriers that our current teacher certification has created.

SB 1244 fire districts; wildland fires; budgetsawaiting House Rules - Eliminates long waiting periods for payment of wildland fire suppression response activities in which a fire district is a cooperator to the State Division of Forestry and is deployed to wildland fires on State or federal lands.  Authorizes the State Forester to pay a fire district claim and then be reimbursed when the US Forest Service makes payment for cost of firefighting. Allows fire districts which merge or consolidate to retain on an annual basis the amount of fire district Assistance Tax each fire district received at the time of merger of consolidation.
