How-To-Become-A-Delegate-To-The-2016-State-Or-National-Conventions Perhaps this will help those of you who are feeling frustration at not know what/how to become a state or national delegate.
Readers Have Been Asking when they have to submit the $50 April 30 state convention entry fee required to attend the April 30 State Convention. According to LD13 Chairman Wally Campbell: “As I understand it, the selected delegate has to pay the AZGOP $50 by April 9th. Payment may be made online anytime on the AZGOP website and money will be refunded if not selected as a delegate if payment of the $50 is made before election meeting.” She also said LD13 PCs can pay their $50 at the LD13 Election Night (Tues, March 29) by check to the AZGOP – but it is not required to be elected a LD13 delegate Tuesday evening.

LD23 State Rep Michelle Ugenti-Rita, Chairman of the House Elections Committee, has called for a Special House Elections Committee Hearing at 10 am, Mon., March 28 in House Hearing Room 4 to hear testimony on what happened at Maricopa County polling locations during the Tues., March 22, 2016 PPE. Ugenti-Rita said, “In response to the long wait times voters experienced while participating in yesterday’s presidential preference primary election, I will be convening a special meeting of the House Elections Committee on Monday, March 28 to understand the factors and decisions that were made resulting in the number of polling locations. In a year when most states experienced record or near record turnout, Arizona should have been better prepared and anticipated the amount of turnout we experienced. This year, it is my understanding, Arizona had fewer polling locations than in previous years. This meeting is an opportunity to explore what preparations election officials made in anticipation of this election and what can be done in the future to better accommodate people as they exercise their right to vote. Gov Doug Ducey On PPE Election Fiasco: “Voting is one of our most important rights and responsibilities, and yesterday, a record number of Arizonans turned out to cast their choice for president. I’m glad to see so many Arizonans step up to make their voice heard for the candidate of their choice. However, it’s unacceptable that many of them had to battle incredibly long lines. Our election officials must evaluate what went wrong and how they make sure it doesn’t happen again. "One way we can fix things is to simplify them. That means allowing independents to vote in presidential primaries, just as they vote in all other Arizona primaries. A big part of yesterday's problem was registered voters showing up, and being told they couldn’t vote. That's just wrong. If people want to take the time to vote they should be able to, and their vote should be counted."
Gov Doug Ducey may encounter some resistance if he attempts to open the PPE elections to independents – as he suggested in a statement yesterday. AZGOP Communications Director Tim Sifert reminded the Yellow Sheet that in the past the state committee had to order party leaders to close the primaries in regular election. AZGOP Chairman Bob Graham says he’s opposed to opening the PPE to independents.
Recorder Helen Purcell, who has successfully held that position since 1988 and is running for re-election, says there will be more polling locations open for the with the Special May 17 Prop 123 and Prop 124 elections. Her office is reviewing the shortage of March 22 PPE polling places and the three-five hour waiting lines that has cause such a furor. In the meantime, Phoenix Mayor Greg Stanton and Dem LD30 Rep Jonathan Larkin have called for her resignation. She says she is not resigning.

LD18 PC Larry Hilliard: I've seen a couple attacks on Helen Purcell and the Republicans due to the long lines. So why the long lines? Helen Purcell is an elected official and doesn't want to be re-elected? The Republicans want to irritate voters so other Republican candidates will lose elections? They want to suppress voter turn-out? To whose benefit?
Weren't there voters from both of the major parties in those lines? Maybe it might have something to do with the historical low voter turn-out for most elections, especially for primary and other non-general elections. Marcella Heye: Can you tell me why all over Arizona Voting Polls were shut down causing thousands of people to crowd into just a few polling places which meant that everyone had to wait for hours in lines, and many after waiting for hours found they needed to leave to go to work or other commitments and thus were unable to vote. The information on how, when and who could vote has been out there for months. It is a voter’s obligation to stay informed. We know all about the Cardinals, Dancing With The Stars, The Voice and American idol. What we don't know is about Politics. And it is a shame because politicians run, control and tax our lives. However it’s unacceptable that many of independents chose to leave the Republican Party and still want to dictate to us how to run it! Reminds me of a ex-husband or ex-wife. No longer want's the responsibility or obligation of marriage just the benefits of running and dominating the house even if they don't live there anymore. Jackie Phillips: Pennsylvania District Court Judge has ruled that Cruz is a natural born American citizen. The Judge cited a 1968 immigration document, a Congressional research document from 2011 on the subject of Presidential eligibility criteria and, a Harvard law review, (by two liberal law professors), that agrees with the two previously mentioned federal documents on the subject. That there are two federal documents, (one by a congressional research order and one by the executive branch), that show Ted Cruz is eligible to be President says pretty much all that needs to be said on the matter. The Harvard law review on the subject is really just the "icing on the cake" as it were. But, it makes clear that each branch of the government recognizes Cruz is a "Natural Born" citizen, as the law review on the matter is a "text" on judicial interpretation of constitutional law. A "text" that is used and cited by federal and state courts in "vetting" and supporting their opinions and rulings.
The Commerce Department reports durable goods orders were down 2.8% in February from the prior month, coming in lower than the estimate for a decline of 2.9%. Take out the transportation component and orders decreased 1%. The estimate was for that part to decline by 0.2%. FoxBusiness.com

Dem Sen Martin Quezada says he introduced four bills this session that would have alleviated the hours long wait during the PPE election on March 22 – but they never saw the light of day. They are:
SB1027 (presidential preference election; independent voters) Would have opened up the presidential preference to Independent voters. Included an emergency clause so it would apply to yesterday’s vote.
SB1028 (early voting centers; extended hours) Would have extended early voting center hours and required them to be open the two weekends preceding Election Day and the Monday before Election Day.
SB1031 (voting centers; on-campus voting) Would have mandated on-campus polling locations for universities and community colleges and in-person absentee voting for out-of-state voters. The number of polling places would be one for every 10,000 students enrolled, up to six polling locations.
SB1032 (election procedures; workers; precincts; provisionals) Would have mandated a maximum allowable wait time for voting of 30 minutes and create mechanisms to ensure less wait time, such as a secondary line for those voting provisionally. Also provided that the officer in charge of the precinct must determine what measures need to be taken to ensure wait times do not exceed the 30 minutes, including but not limited to: bilingual poll workers, more polling places or creating secondary lines. Voters who initially went to the wrong polling place would be provided a type of ‘front of the line pass’ for their correct polling place.

Congressman Paul A. Gosar has submitted a language request to the House Appropriations Committee to prohibit funds for the Fish and Wildlife Service to carry out an arbitrary closure of recreational motorized boating at the north end of Lake Havasu that was made administratively and without public comment: “I have received countless emails and letters from my constituents expressing outrage about the arbitrary motorized boating closure on Lake Havasu. After investigating this decision by the Fish and Wildlife Service, which included filing a FOIA request, it was discovered that this action was not based on merit,” stated Gosar. “This horrendous bureaucratic decision occurred because two residents made up lies and encouraged the agency to take this action. The agency shifted course after stating numerous times that it could not take the requested action and that if it did take any action, it would first solicit public comments. However, no public comment period ever occurred. Lake Havasu residents and businesses have been left to suffer the consequences as word has gotten out that motorized boating access is being restricted and popular channels have been closed.” Bill text HERE.
Congressman Matt Salmon today announced the relaunch of his well-known and successful Shrink our Spending (SOS) initiative to highlight and cut wasteful and duplicative programs in the federal government. In early 2014, Rep. Salmon pitched the SOS initiative to a town hall with over 200 East Valley residents. Today, he announced the first bill in the 2016 SOS initiative that would defund special classes at the State Department that train potential Congressional witnesses on how to speak to Congress. “Each year, I propose cuts to wasteful programs that hardly serve the taxpayers. Many times, I’ve found agencies that were created with laudable goals, but have since become outdated or duplicative. That’s not the case here. This year’s first SOS bill is aimed at the Department of State’s training grants for congressional testimony. When Congress calls government bureaucrats to testify on their actions while in the government’s employ, we don’t need rehearsed and conditioned responses programmed by higher-ups trying to hide questionable activities. Sadly, that’s exactly what the State Department is trying to do with its $545,000 contract for this training. It would be a disservice to the taxpayer to not point out a simple, yet damning, fact regarding this training-- the contract was initially awarded in June of 2014, just weeks after the creation of the House Select Committee on Benghazi.

SB 1416 state board; superintendent; powers; duties - Died in the House . I rate this bill as the most misunderstood bill of the session with the most misinformation circulating among the grassroots organizations. This bill was not written by the Governor’s office or by the State Board of Education. It was not an effort to gut the responsibilities of the Superintendent. It was not about favoring the Board over the Superintendent. It was about government policy and statues that are clearly written with defined responsibilities.
SB 1455 parental opt-out; statewide assessments – Died in the Senate on 3rd Read
Failed in the Senate with an 11 - 18 ‘no’ vote. It would have allowed Arizona parents to opt-out of the statewide assessment. SB 1455 was about parental rights and responsibility for their children. It would have allowed parents to opt-out their children from the statewide test (AzMERIT) without the child being penalized. Last year parents and students found themselves in a confrontation with the schools over opting-out from AzMERIT. Parents spent hours researching the development, philosophy, and goals of this Common Core test and they have a right to determine whether their child takes this test or not. Congress passed a reform of No Child Left Behind and in the new law in Section 1111(b)(2)(K) of the new law states are allowed, if they choose, to allow parents to opt students out of the federally required tests. Parental rights are unalienable, inherited rights. I am trying to bring this bill back to the floor.
SB 1287 Arizona online instruction; transfer credits – Died in House Education Committee Some school districts discriminate against online credits that students bring to their schools. They either will not accept core credits or they make them take a district test to receive the credit. They do not do this for student who has transferred in from another school. As long as online schools are accredited and allowed in Arizona then district schools need to recognize the work that the student has done.
