Long-time Republican Party Activist Shiree Verdone sent a memo to AZGOP Chairman Robert Graham on April 12 expressing her concerns “regarding the State Convention processes used for electing state delegates this year.  I bring them to your attention because, in my opinion, they appear to be serious violations of the by-laws of the Arizona Republican Party.  They also may violate the rules of the Republican National Committee.  As a consequence, the status of the entire Arizona delegation at the Republican National Convention could possibly be in jeopardy.” She continued, “I understand, contrary to past State Conventions, proxies are allowed for the first time in electing the Delegates and Alternates to the State Convention. I was involved in organizing the McCain 2008 state convention. At that time, proxies were not allowed during the state delegate elections. I reviewed the Arizona GOP Bylaws and found no reference to proxies in Article VI.  In fact, to the contrary, it states specifically, no proxies allowed. If you have a different understanding since proxies were allowed this year, then would you please explain it to me?  Arizona Statue 16-828, would set the minimum standard for using a proxy, which is at the Precinct level.”

Verdone says over the past few weeks, she has “received calls and emails from various district Precinct Committeemen regarding the proxy processes being used to elect state delegates. It became quite clear there was a lack of consistency in proxy forms and proxy designations (by Precinct, by CD, by LD).  We now have a situation where lack of consistency among the LDs’ Proxy Processes could mean we have disenfranchised people. With the recent Presidential Preference Election and justice department's investigation regarding voter disenfranchisement in Arizona, I find this alarming.” Examples for her concerns with documentation:

      1.     LD 1 – Decided to do their Proxies by Precinct. However, in their Call they made a special note: Maricopa County and LD1 Bylaws say that no proxies are allowed for the delegate elections. This was the rule in the past but in 2016 the AZGOP ruled that proxies are allowed ONLY at the LD level.  Consequently there is serious confusion here.  They are saying it is at the LD level – but the Proxy form says Precinct level.

     2.     LD 12 – Decided to do their Proxies by Precinct.  (LD12’s Official Call letter.)

     3.     LD 22 – Decided do it by LD, I believe. You will notice on their Call Letter they say: “In accordance with LD22 bylaws, a proxy may be carried by another precinct committeemen in LD11.” So, for sure, they did not do their proxies by Precinct.  (LD 22’s Proxy Form.)

      4.     LD 24 – Decided to do their Proxies by Precinct. (Proxy form, LD24 Official Call and  Rules.)

      5.     LD 28  - Decided to do their Proxies by CD.  (Proxy Form, LD28’s Official Call and and another Follow-up document which highlights that Proxies will be by CD.)

“As you can see, there was no common or consistent proxy method/process used in selecting Delegates and Alternates to the State Convention. My question is – how do you consider this to be a fair, balanced, consistent and equitable process when the proxy process varies from one LD to the next?   

“Obviously, there is more likelihood of obtaining proxies by LD or CD over precinct.  For those LDs' that followed the minimum standard law and used Precincts, it appears that they are being punished.  Retrieving proxies within a precinct is more difficult, especially in those districts where there is low PC participation and more proxy participation. This lack of consistency in the rules, methods and standards presents some very serious issues which appear to be bordering on “voter disenfranchisement”.

She continues, “Combining this with the “First Ever” $50 fee, which some are labeling a “poll tax” and could be considered a tactic to suppress the vote, this is of great concern to me. In fact, related to the $50 fee, I understand that there is some legal precedent that such a fee violates the Voting Rights Act.  See Morse v. Republican Party of Virginia – 517U-186 (1995).

“I look forward to your response and detailed rationale on why this lack of consistency was allowed,” she wrote. “We cannot afford another voting scandal in Arizona,” she concluded. Editor’s Note: As of last night Verdone had received no response from anyone at AZGOP headquarters.

Arizona Freedom Alliance Team: Patriots - Many of you are reporting that you have gotten calls that tell you or seem to indicate  that all delegates elected to go to the Republican Convention in Cleveland must pay a donation of $1000 to AZGOP in order to get to go, even if elected by your peers.  Don't be fooled.  This is simply coercion by the state party to try to raise money that AZGOP Chairman Graham can brag about.  He's already been bragging that he has raised $4,000,000 since January 2015 but that is NOT what his FEC reports show.  Well under $2,000,000 has flowed through the AZGOP coffers and much of that has come from the RNC! Extortion is not legal in Arizona.  If you are on the ballot, do not remove your name because of this attempt to scare away delegates due to the cost!  Ballots will go to the printer later today or tomorrow morning.  Stand your ground. Others of you are reporting getting emails from the party that you must remove your name for one of the ballots if you have put your name on both the Congressional District ballot for delegate and you have also put your name on the Delegate-at-Large ballot.  Others say they have gotten no such email. We suggest you check with AZGOP today to be sure what that policy is and act accordingly.  Confusion reigns and you must be sure of what the rules are.

Republican National Chairman Reince Priebus is coming under fire from some of his top officials, all of whom have been considered loyalists throughout his six years in office. They are accusing Mr. Priebus of concealing from members proposed changes to the rules that will govern the party’s July presidential nominating convention in Cleveland. … “I consider this to be a major breach of trust,” said RNC Rules Committee Chairman Bruce Ash of Arizona. Heads Up Republican Party Officials: Arizona Dems First Vice Chair Bill Roe said that he would donate matching funds if party members raised $25,000 over the weekend to help Senate candidate Ann Kirkpatrick unseat long-time Republican Sen John McCain. The Dems brought in $26,721 in donations, so the Dem treasury is over $50,000 richer.

UPDATE: Early Monday morning (April 18) AZGOP Chairman Robert Graham responded to Briefs April 12 message to him asking if reports were true that he was “calling Trump supporters, trying to convert them to the Cruz camp?” His answer, “Not true.  I have been open and fair wig (sic) both camps.  I would encourage you to call Charles Munoz who works officially with the Trump campaign.” Conflicting reports continue to surface today.

AZGOP Chairman Robert Graham’s Son Rob has been appointed to the Commission on Juvenile Justice by Gov Doug Ducey. Graham reports  Rob may be the “youngest Commissioner in history.”

The $4,000 Fee AZGOP Robert Graham has put on the national delegates who will be going to the National Republican Convention in Cleveland in July, continues to be the hot topic in political circles. “Delegates, Alternates and guest are responsible for their own expenses in attending the National Convention. The cost for airfare, hotel and meals are estimated to be a minimum of $2,500.00 $4,000.00,” according to convention information posted at

And What Exactly Does a Delegate Get For The $4,000 Fee? Briefs sent a note to AZGOP headquarters Friday, April 8, asking for a complete breakdown on what the $4,000 covers, but hasn’t received an answer at post time.

A Follow Up Question Was Sent to AZGOP HQ Monday am, April 18, asking if reports that an additional $1,000 is asked of national delegates to cover AZGOP hospitality at the national convention in Cleveland in July. No reponse to that question etiher.

Congressman Trent Franks is calling on President Obama to release the 28 redacted pages of the 9/11 Commission Report: “The rise of ISIS, the blatant disregard for international law by rogue regimes, and credible threats from Iran and North Korea are evidence that this Administration has yet to learn anything from 9/11. Prior to this Administration, terrorists were killing approximately 3,000 people a year in the world. Under Barack Obama’s Administration, that number has risen tenfold to approximately 30,000 per year. It is my hope this Administration will finally begin to recognize the challenges we truly face rather than continuing to insulate itself with ideas of false success. If there are no remaining national security concerns of a compelling nature, President Obama should release the 28 redacted pages of the 9/11 Commission Report. The purpose of the respective Congressional District Conventions is to elect three delegates and three alternate delegates from each of the nine Congressional Districts of Arizona, and the purpose of the State Convention is to elect twenty-eight delegates and twenty-eight alternate delegates to the Republican National Convention to be held in Cleveland, Ohio no earlier than 9:00 a.m. and no later than 7:00 p.m., Central Daylight Savings Time, on Monday, July 18th, 2016; to nominate a National Committeeman and National Committeewoman; and for the transaction of such other business as may properly come before said State Convention.



There shall be one delegate from each county in the State of Arizona for each 1,000 Republican voters, or major fraction thereof as of December 31, 2015. A delegate must be a resident of the State of Arizona, a qualified elector and a registered Republican.


There shall be one alternate delegate for each delegate to the State Convention. Alternate delegates must conform to the same qualifications as delegates.



The delegates to each Congressional District Convention shall be those delegates to the State Convention who are residents and qualified electors of the Congressional District.

Each delegate to each convention shall be entitled to one vote. There shall be NO PROXY voting. Defense Secretary Ash Carter said in an interview with NBC airing Monday evening that despite the new steps, Iraqis would still be leading the fight.  "Iraqis are still in the lead," he said in an interview on NBC Nightly News with Lester Holt set to air Monday night. President Obama Spoke By Phone on Monday with Russian President Vladimir Putin to discuss a series of thorny international issues, but did not raise the issue of Russian military jets buzzing a U.S. Navy ship last week in the Baltic Sea. "That did not come up in the call between the two presidents," White House Press Secretary Josh Earnest said when asked about the jets. Such incidents are "destabilizing" but "not particularly unusual," he added. more here.

The Pentagon Misled Congress when it said civilian prosecutors refused to prosecute 93 cases of sexual assault that were later pursued by military commanders, according to a report released Monday by Protect Our Defenders. A Pentagon official made the comments to Congress while arguing against a bill that would have taken military sexual assault cases outside the chain of command and given the cases to independent military prosecutors. more here.

Cathi Herrod’s Center for Arizona Policy Action Alert: Since President Obama announced his nomination of Judge Merrick Garland to replace the late U.S. Supreme Court Justice Antonin Scalia, immense pressure has been building for the U.S. Senate to cave and simply vote to confirm President Obama’s hand-picked nominee. For those that support life, marriage and family, and religious freedom, a move like this by the Senate would have catastrophic results. Despite the wild claims being made by extremists and some in the media, it would also be “unprecedented for a Supreme Court justice to be confirmed under a divided government during a term-limited president’s final year in office.” Rather, replacing Scalia and potentially shaping the ideological divide of the court for decades should rightfully be decided after the American people have spoken in this election. Thankfully, both John McCain and Jeff Flake have issued statements noting their opposition to any action by the Senate on President Obama’s nominee. These courageous stands deserve our thanks and appreciation. In addition to deserving our thanks, it is imperative that we continue to ask the Senators to stand firm in their resolve. Flake met with Garland for what is believed to be a courtesy visit. Although Flake has not given any signals that he is wavering in his position, it is crucial that he, along with McCain, hears from Arizona constituents so that they know we stand with them.

At 10 am., Wed., April 20 the the House Subcommittee on Water, Power and Oceans will hold a legislative hearing on bipartisan legislation introduced by Congressman Paul Gosar -- H.R. 1869, the Environmental Compliance Cost Transparency Act, which requires federal Power Marketing Administrations (PMAs) active in the wholesale power business to disclose the direct and indirect costs of environmental compliance to their customers in monthly billing statements. Gosar’s legislation does not repeal or change a single environmental law; it simply requires much needed transparency that is long overdue. Gosar said, “Federal projects like the Hoover Dam have been producing affordable and reliable electricity for millions of customers for nearly 80 years. Hydropower is a clean and renewable source of energy that is carbon free and provides low-cost electricity. Unfortunately, in too many instances throughout the country special-interest policies are hindering renewable energy sources, like hydropower, and making them less affordable. For far too long, the high cost of burdensome federal environmental policies has been hidden from the public. American energy consumers deserve to know how much these policies are costing them on their monthly bills. We need to restore some balance and commonsense to this country. At An Award Reception Saturday for students competing in the Congressional Art Competition, U.S. Representative Martha McSally announced that Erika Marquez, a sophomore at Salpointe Catholic High School, won first place for her painting, “San Xavier Mission.” Marquez’s painting will be displayed in the U.S. Capitol along with the winning pieces from other districts and she will be invited to attend a reception in Washington, D.C. Tatyana PadrĂ³-Miguel, a junior at Buena High School, won first runner-up for her submission, “Freedom,” and Paulina Barrera, a junior at Flowing Wells High School, won second runner-up for her drawing, “American Dream.” Both pieces will be displayed in the Tucson or Sierra Vista district offices along with other honorable mention winners.
