Former LD2 Chairman Don Woolley: It saddens us that the Arizona House voted against SB 1377. Why in the world would an elected official of this state oppose Grant's Bill? Grant Ronnebeck died at the hands of an illegal immigrant felon, on probation by a judge, and this bill would have righted some of that wrong. It is just shameful and mind boggling. We apologize to Grant's parents and family, for all of us. And in particular, we want to point out one of several Republican who joined the Democrats in stopping this bill, Chris Ackerley, LD2. We supported Chris through thick or thin in his first two campaigns. Former Maricopa County Republican Chairman A J LaFaro: AZGOP Chairman Robert Graham was true to form at the AZGOP State Convention in Mesa on April 30, 2016. Graham, the Cruz/Kasich supporters, the RINO establishment and their bought and paid for parliamentarian wove a web of political deceit, manipulation and intrigue Machiavelli would have been proud of. Their collusion allowed them to "stack the deck to steal the delegates" from Mr. Trump. I guess there really is something to be said for karma given Cruz and Kasich got destroyed in Indiana three days later and Mr. Trump will be the GOP nominee for President. Rumor on the street is many of the delegates and alternates are having second thoughts about going to Cleveland. Arizona Citizens Defense League Update: We thank everyone who contacted the Republican Senators who joined the Democrats to defeat SB 1257 in the Senate Final Read vote. SB 1257 is the AzCDL-requested bill that would allow armed CCW permit holders to enter state and local government facilities if the extent of their security is a “no weapons” sign. Despite receiving over 1,300 of your emails, none of the Republicans who voted against SB 1257 asked for a reconsideration vote and the time limit has passed to do so. By now most of you have received Senator Pierce’s reply that the bill was unacceptable to him. The text of his message and our reply are below. Senator Pierce has since contacted us and explained that his email reply was written by a staffer working off talking points and the message may have come across harsher than intended. We appreciate his candor. Senator Pierce’s email: “Thanks for the email and taking the time to forward the AZCDL call for action. It's not accurate as to how this happened. Just who it was that allowed the House to amend it, diluting the bill to the point that is not acceptable. On March 3, 2016 we all voted to send this bill to the house. 18 Senators voted for it. Again, while it was in the House, it was amended taking the teeth out of the bill. Now it is not what we voted for. Your paid lobbyists allowed it to be stripped down to what it is now. I cannot support such a weak bill.”

We opposed the amendment as an unneeded redundancy, until Gretchen Martinez and Christina Coriere from the Governor's staff called me personally and requested that we withdraw our opposition to the amendment. We did so as a favor to our supposedly pro-2nd Amendment Governor. Rest assured, we will not be making that mistake again.
That was the only change the House made to the bill language. Please do not insult my intelligence by implying that it weakened the bill substantially when the bill already contained an exemption for the state hospital, language you voted in favor of. It’s Déjà Vu All Over Again: In 2015, Senator Pierce joined with the Democrats to defeat a bill substantially similar to SB 1257. His reasoning last year was that the financial burden on state and local governments to meet the entirely optional security requirements was excessive. · HB 2338, the AzCDL-requested bill that would prohibit the governing boards of educational institutions from banning firearms on public rights of way, such as city streets and sidewalks that happen to pass through campuses, passed out of the Senate today, May 5. It will soon be sent to the Governor.
· HB 2524, the AzCDL-requested bill that would establish an interstate compact that restricts member states from enacting firearms transfer requirements that are more restrictive than existing federal law, also passed out of the Senate today. It too will soon go the Governor. Contact: AzCDL
Sen John McCain on the Obama White House’s refusal to confirm that Charlie Keating IV, the U.S. service member from Phoenix, killed fighting the Islamic State of Iraq and the Levant (ISIL), lost his life on a combat mission: “This week another brave American service member was killed fighting the terrorist army of the Islamic State. This loss was a tragic reminder of the service and sacrifice of those who volunteer to defend our nation and the urgency of the fight to destroy ISIL as it plots attacks against the United States and our allies. But the White House chose to go out of its way to parse words and emphasize that though the Navy SEAL was killed in combat, he was not on a combat mission. This obfuscation is part and parcel of President Obama’s doublespeak. The President tells the nation we are at war with ISIL, but proceeds at every turn to minimize any American role in fighting and winning that war. The men and women fighting and dying in the war against ISIL deserve better from their commander-in-chief.”

Intelligence, Behavioral Analysis and Threat Assessment Specialist Lyle Rapacki: The US Military Academy at West Point, our Nation’s premiere service academy, continues to undergo change and transformation the likes no military could ever withstand. Senior Officers are now under orders to provide “lactating stations and times” away from training, sensitivity and politically correct forums. I wonder if preparing cadets for combat leadership is still a priority; is learning to lead men into combat where there is no political correctness is still an order of the day. The cadets graduating will become commissioned Second Lieutenants in the U.S. Army, and are to be prepared to lead in combat where bullets and bombs do not seek political correctness. Will they be prepared to make the tough choices that sometimes have no fairness connected to them?
What the hell has West Point come to? I don’t see the likes of a cadet George Patton, Dwight Eisenhower, Douglas MacArthur, and an Omar Bradley or more modern-day warriors who stood in the gap between the coming wolf and the sheep. So very much depends on these cadets joining the “Long Gray Line” of those who have gone on before them and served gallantly, quietly, with courage and dignity, and died for the nation they took an Oath of Commissioning to Serve and Protect against All enemies, foreign and domestic.
The Military Academy never condoned racism. Our Nation has spent decades toiling to right the wrong of racism and bigotry. The change and transformation we have been witnessing these past seven and a half years has crippled much of the previous success in correcting these wrongs. New wounds have been sliced with old wounds and scars reopened. Enough! The cadets and midshipman of our service academies represent our best and brightest, a real hope for our country’s future, and insurance for our country’s values, ideals, traditions, culture, and beliefs to continue for future generations to enjoy and embrace. Obama commutes sentences of 58 prisoners President Obama commuted the sentences of 58 federal prisoners convicted of drug crimes, the White House announced Thursday. Single-handedly, Rachel Carson convinced William Ruckleshouse (the first EPA director) to ban DDT even though his entire staff and the foremost environmental scientists told him not to. Arizona Supt of Public Instruction Diane Douglas today celebrated the Arizona Legislature’s final passage of Senate Bill 1239, which creates a Seal of Biliteracy to help recognize the achievements of multilingual students. “This bill’s successful passage is a victory for students in Arizona who deserve recognition for their accomplishment in learning more than one language,” said Douglas. “I commend Senator Carlyle Begay for his leadership on this bill and the many parties who helped transform a concept from my AZ Kids Can’t Afford to Wait! plan into a reality.” The Seal of Biliteracy recognizes students who have attained proficiency in English and one or more world languages prior to high school graduation by affixing a seal on their high school transcript and diploma. “I entered office with a goal to open doors for students and the Seal of Biliteracy does just that,” said Douglas. “This legislation incentivizes our students to focus on mastering a language beyond English and steers our state in the right direction as we work to establish Arizona as leader in world languages.” Currently 17 states have approved a statewide Seal of Biliteracy. Last year Cave Creek Unified School District (CCUSD) became the first district in Arizona to offer a Seal of Biliteracy. Forty-one graduating seniors in Cactus Shadows High School’s Class of 2015 received a Seal of Biliteracy, “Not only did the Seal of Biliteracy provide me with personal gratification, but it was also a useful and easy tool to show my language proficiency to employers, university admissions offices and university language department chairs,” said Dominique Reichenbach. Reichenbach earned seals for her proficiency in Spanish, French and Mandarin. The Seal of Biliteracy was one of the proposals in Douglas’ AZ Kids Can’t Afford to Wait! Plan, which was announced on Oct.1, 2015. Douglas also called for increased and improved world language instruction in lower grade levels and second language graduation requirements as an approach to establish Arizona as a leader in world languages.

Congressman Trent Franks: Last week the House Armed Services Committee marked up the National Defense Authorization Act, the single piece of legislation the committee considers each fiscal year. Franks offered several amendments to the legislation. Several of his amendments passed and were added to the NDAA for FY17, which will be debated on the House Floor later this month.
- Electromagnetic Pulse Protections - To increase and improve efforts to harden our critical infrastructure against electromagnetic pulse, Franks introduced an amendment directing the Department of Defense to determine the needs and current capabilities to harden DoD microgrids against EMP. The amendment requires the DoD to assess three test locations and EMP hardening technologies then brief Congress on the projected costs of hardening those three test sites. This amendment passed.
- Space-Based Missile Defense - To shorten the response time to missile threats from our enemies and take advantage of “the ultimate high ground,” Franks introduced an amendment directing the Missile Defense Agency to design, research, develop, evaluate, and build a test bed for a space-based ballistic missile interceptor layer. This defense layer would focus on boost-phase interception to decrease response time to any missiles launched against the United States. This amendment passed.
- Assisting the Kurds - In order to bolster our fight against ISIS, Franks introduced language stating it is the Sense of Congress the U.S. should provide arms, training, and appropriate equipment directly to the Kurdistan Regional Government. Instead of creating new funding, this amendment mandates 33% of the $50 million that has already been budgeted for support of minority groups in the Overseas Contingency Operation funding to the Kurdish Peshmerga. This language was added to the NDAA.
- Hypersonic Boost-Glide and Maneuvering Missile Defense - Franks introduced an amendment directing the Missile Defense Agency to establish a program to counter hypersonic boost-glide and maneuvering ballistic missiles. Such missiles have been successfully tested by China and Russia and it is time the United States is fully equipped to defend itself against such weapons. The amendment passed.
- National Missile Defense Policy Update - Franks’ National Missile Defense Policy Amendment updates the 1999 policy language to be “capable of defending the territory of the United States, allies, deployed forces, and capabilities against the developing and increasingly complex ballistic missile threat”. This update reflects current missile defense capabilities and threats to our national security. This amendment passed.

A devoted family man, strong conservative and pragmatic legislator, Bob led a life of integrity and always put the interests of Utah and the nation before that of his own. Cindy and I send our prayers and condolences to Bob’s wife Joyce, and their six children and 20 grandchildren during this difficult time.”

Senator Sylvia Tenney Allen - Budget - Part 2: I still see the need for improvement. I would rather reform our welfare programs to help people become self-sufficient, not just receive a monthly check. I feel we need to down-size our budget. As I was going through the pages of the “feed” bill, I saw over 30 Boards and Commissions we fund. I support reform of some of these Boards, having them move to the private sector and have their own associations manage them. I am grateful that we have very little pork in our budget, but two examples are listed below. We are helping to pay debt service to the Phoenix convention center of $20.5 million each year which past Legislators committed our state General Fund until 2030. Rio Nuevo multipurpose facility district in Tucson is another debacle that we are committed to fund at $10 million for 4 more years. I have voted twice to stop these payments. Next year, the budget will have $1.5 million going each year for the next 30 years to the Department of Tourism for advertising the Phoenix International Raceway. I voted no. I don’t support these types of appropriations. Over all, I am pleased with our budget. I thank Senate President Andy Biggs for his leadership and example of staying within our revenue bounds and trying to stop the growth of government while still funding the State’s Constitutional requirements. In the end you must have the votes to pass any budget, and it’s an interesting process to watch, one I plan to write a book about.
