     Over 60 guests attended LD24’s Christmas and Holiday social last week at AZGOP Headquarters, according to Chairman Barry Wong. Donald Trump and First Lady Melina Trump greeted arriving guests, including guests Scottsdale Mayor Jim and Joanne Lane, Superintendent of Public Instruction Diane Douglas, Phoenix Councilman Jim Waring and Maricopa Supervisor Bill Gates, Sen Kate Brophy McGee, Rep Maria Syms, US Marshal David Gonzales, Judges Leonore and Adam Driggs, Judge Mike Reagan, Diane Ortiz-Parsons, LD20 Chairman Colleen and Tom Lombard and Kevin Dang, Chairman, AZGOP Asian American Coalition.

    PCs attending included Yvonne and Ron Raymond, Gina and Chuck McCracken, Roger Pongratz, Ryan Williams, Bob Blue, Kim Kunasek, Alice Boyd, Teresa Tenbrink and Martha Ludwig. After walking pass the foyer (reception desk area) decorated with red Poinsettia planters surrounding a glowing candlelit hurricane vase, guests entered the main ballroom (meeting room) festively decorated and softly illuminated with candlelight radiating from votives at living room-style seated conversation alcoves (room corners) and arranged on blue and red high-top cocktail tables adorned with Poinsettia center pieces.  Gently bathing the American and Arizona flags and the AZGOP banner was an orange-yellow hue from a frosted floor up-light, while at the opposite end a torchiere lamp threw just enough lumens brushing the ceiling like an Arizona sunset. A jazz trio further enhanced the senses with their bass, piano/keyboard and drums creating uniquely American-invented jazz music (setup at the double French door area by staff offices).

    Wong welcomed everyone, saying, “We are pleased to host this gathering to celebrate the Christmas and Hanukah holidays, and gather Republican friends to enjoy each other’s company.”  Wong thanked key people responsible for making the event a success through financial, in-kind or volunteer resource sponsorship: David and Ginny Ludwig, Paul Smith and Susan Bitter Smith, George Cuprak, Mike Rubinoff, Carole Joyce, Jeni White and Matt Kenney/AZGOP.

    Guests enjoyed a beautifully presented spread of Hispanic cuisine of tacos and chimichangas along with the traditional shrimp cocktail and cheeses, and a variety of desserts including mini-white frosted chocolate cupcakes and delicious holiday-inspired cookies.  All this was possible through the hard-work and contribution of David and Ginny Ludwig!  Delicious chocolate fudge was provided by John and Sherrie Eaton.

   Rounding out the evening was a raffle drawing of unique Arizona and GOP items.  Mike Rubinoff coordinated the raffle with lucky guests going home with elephant tree ornaments, collector’s edition Arizona “Winged Victory” State Capitol ornaments, an Arizona Highways scenic 2018 calendar and an ink pen with Governor Doug Ducey’s name and signature inscribed on the barrel. In the spirit of Christmas and the Holidays helping the needy, guests donated cans and packages of food for the local food bank.  All will be donated to ICM Food & Clothing Bank (in central Phoenix).

Matthew Kenney, Executive Director – AZ Republican Party: Frosty, can you please include this clarification in  Briefs? I know you were printing what you are hearing out there. Just wanted to clear up a few things. First, the special meeting to elect the three recommended State Senate candidates has a deadline set by state law and while we know that it was between holidays; it really was the best date for many reasons. Second, it was probably just a typo, but Steve Montenegro is running for the U.S. House of Representatives in Congressional District 8, not for the U.S. Senate. (Editor’s Note: Correct was made yesterday). Finally, all readers should know that the AZ Republican Party is proud to be represented in every religious community, and that certainly includes our many supporters and PCs from the Church of Latter Day Saints. We strongly condemn attacking candidates based on their spiritual and religious preferences and hope that leadership ability and policy positions determine how people vote.

LD-13 State Senate Candidate Trey Terry To LD-13 PCs: I entered the LD13 Senate race almost two months ago because it is time that my generation start taking responsibility for its future. As President Reagan most famously said, “Freedom is never more than one generation away from extinction. We didn’t pass it to our children in the bloodstream. It must be fought for, protected, and handed on for them to do the same.” I will not allow my generation to abdicate that responsibility.

     My wife and I live in Litchfield Park and we are expecting our first child this upcoming summer. I am 31 years old. I grew up in this district and graduated from Millennium High School in Goodyear. In 2005, I joined the United States Army as a Cavalry Scout. My job was to provide front-line reconnaissance for the Army. I spent a year stationed along the DMZ in Korea before I was assigned to Fort Hood, Texas. I then served over one year in Iraq. My recon platoon performed over 100 time-sensitive raids and combat missions to capture high-value targets with a 91% success rate. We captured, or eliminated, senior leaders of Hezbollah, Al-Qaeda in Iraq, and local Iranian-supported militia insurgents, dismantling their operational capacity in the Baghdad region.

     As a conservative, I believe in free enterprise and limited government. I am 100% pro-life and will never apologize for it. I am a member of the National Rifle Association and the second amendment clearly states that “the right to keep and bear arms shall not be infringed.” To me, the founders could not have been any more clear. I believe we need to support our law enforcement officers. We need to ensure that they have every tool necessary to fight crime, protect our families, and secure our border from the dangerous drug cartels that profit from poisoning our youth with their illegal drugs. What is wrong with all of the LD’S AND County Chairs, Chairman Lines has no authority to put out a call letter or even be involved with any LD or County Elections. Chairman Lines once again IGNORES the Rule of Law, as well as many of our elected State Senators!!! You good folks of LD13 should tell Lines to Vamoose!!! WE don't do it in our counties? It’s the Secretary job to mail out calls... Special Meeting Special meetings may be held at any time.

      1. A written call issued by the state chairman, or signed by 20% or more of the members of the state committee representing at least nine counties, or signed by 40% of the voting members of the executive committee; and

     2. Written notice of the call containing the information herein required being mailed to every member of the state committee by the secretary at least ten days before the meeting. The call and notice must contain the time and place of the special meeting and the object or objects thereof.  Any call must be delivered to the secretary at least thirty days before the date of the proposed meeting.  In the event of a call issued by members of the state committee or of the executive committee, the secretary shall immediately notify each person or group who may be threatened by the object of the meeting and give them ten days to inspect the call and challenge any questionable signatures.  If at the expiration of such time, the required number of qualified signer’s remains, the secretary shall mail the notice of the notice of the call. No business other than that stated in the notice of call shall be transacted at a special meeting.

Gilbert Watch Publisher Anita Christy’s Rebuttal To Diane Douglas’s “Common Core has been replaced” narrative: When does “repeal and replace” not mean “repeal and replace”?  When Supt. of Public Instruction Diane Douglas says it.  Incumbent Douglas claimed in 12/20/2017 Briefs that “Common Core has been repealed and replaced.”

     No it hasn’t.  Incumbent Douglas ignored virtually every teacher, member of the public, nationally recognized technical expert, and prominent anti-Common Core authority that offered recommendations that would have truly repealed and replaced the Common Core Standards.   Instead, hundreds of recommendations from Achieve, Inc. appeared throughout the “redline” versions of the ELA (English and Language Arts) and Math standards, and were incorporated in the “final, approved 2nd draft.”  (Achieve staff and consultants served on the original 2009 Common Core writing and review teams.)  Incumbent Douglas has issued her false narrative for over a year.  See Diane Douglas assures AZ Legislators that Common Core Standards have been Repealed and Replaced and Diane Douglas reassures the public that the Common Core Standards have been Repealed and Replaced.

     The Truth: The Mommy Lobby produced a side-by-side comparison of both K-3 Math and K-3 ELA which indicate only 7% additions/deletions to ELA and 5% additions/deletions to Math.  K-3 were the most controversial standards, and also had the most changes.  Even fewer changes occurred in grades 4-12.  Beyond Textbooks stated in the March 2017 newsletter: “Many of you are aware that Arizona has new Math and ELA standards that are expected to be fully implemented and assessed during the 2018-2019 school year. The good news is that there are minimal changes as a whole to the existing standards.”  Members of the Arizona Standards Development Committee wrote: “Ironically, Superintendent of Public Instruction Diane Douglas, who promised in 2014 to “stop Common Core,” voted in favor of these ‘revised’ standards, which are in large part the same Common Core standards SBE adopted in 2010.“   Arizona SBE member Jared Taylor stated: “The bottom line is that I am very disappointed that we kicked the parents to the curb and ignored the will of the voters when they elected Diane Douglas. Yet she led the way today; we just renewed Common Core.”   Most devastating to Incumbent Douglas’s false narrative comes from Dr. Sandra Stotsky, a nationally-recognized expert on ELA standards.   Dr. Stotsky singled out Arizona for criticism in her article: How Do You Sell Common Core Standards and Tests To Unwilling Parents? LD21l Sen Debbie Lesko: I am very blessed and thankful that I will be spending time with my family and friends this weekend and on Christmas Day. I am happily married, have three children and two grandchildren and I will be with them along my mother, mother-in-law and sister this Christmas for dinner. What a blessing! This has been a busy year for me in the State Senate working as the Senate President Pro-Tempore and the Senate Appropriations Chairman working hard to balance the state budget. As you know, I have a reputation for taking on big issues that others aren’t willing to take on, like pension reform, tax reform, and providing parents and children with quality educational choices. What you also know if you have read my previous newsletters, is that I also sponsor and pass legislation that directly benefits my constituents. Tomorrow Night’s (Dec 28) LD13 Elections: As you may recall, the first LD13 election call letter that AZGOP Chairman Jonathan Lines distributed had the wrong day of the week listed with the meeting date; so the meeting was rescheduled and a second call letter went out for the two elections slated for tomorrow evening at 5 pm and 6:30 pm, at the Comfort Suites’ Ballroom, 15575 W Roosevelt in Goodyear

     Upon receiving the second call letter, Briefs noticed an error on the LD13 business agenda. Not knowing if the agenda error could create an election problem, Briefs sent a note to Lines, AZGOP Matt Kennedy, LD13 Second Vice-chair Matt King, and LD13 Secretary Karri King on Dec 20, alerting them that under “new business” the enclosed LD13 agendas for the LD13 Special meeting (election of officers) and the Senatorial elections both read “Election of State Senate Candidates.” The 6:30 pm LD election is actually to elect a new chairman and vice chairman, to replace officers who have resigned. As of post time, none of the four responded.

    As the week progressed, Briefs learned that in the last minute rush before Christmas, some PCs had tossed out their call letter postmarked Dec 18 – thinking it was junk mail because there was no AZGOP logo on the envelope. Others, who opened the envelope containing nine pages of information/instructions, etc, didn’t see that the heavy envelope included separate proxies for the two separate meeting. Others thought one proxy covered both meetings. Some didn’t notice the change of venue although the location was bold faced in the call letter.

    Some feel setting the second meeting between Christmas and New Year’s couldn’t be worse timing due to the start of the New Year’s Eve weekend parties and some PCs being out of town. Others have a houseful of holiday company. Some had prior festivities planned for that evening.

    And questions circulate. Who wants to squeeze in 5 pm political meeting in the midst of the holidays??? Will they get a quorum? Will this become another attempt to further purge conservative candidates from a leadership role in the already divided-district? Will this election result in a so-called “Mormon Mafia” take over as reportedly happened in Yuma and Navajo counties?

    Which brings us to the candidates? LD13 PCs need to pay attention to the qualifications of those running for the appointment to replace State Senator Steve Montenegro, who resigned to go for Trent Franks US House seat. Just prior to Christmas, Ray Kouns, Sinn Kerr, Joanne Osborne tossed their competitive hats into the ring with already announced Trey Terry and Brent Backus. Diane Landis has withdrawn from the appointment list. Some believe she didn’t have a chance after losing both of her prior House and Senate races. Others speculate the game plan is for Landis to urge her supporters toward Osborne tomorrow night, then team up with Osborne for the 2018 primary.

    Three candidates will be elected to forward to the Board of Supervisors (BOS) for selection. Which ones will make the best senator? Do LD13 really know anything about any or all of these nominees? Which ones will vote with the Dems on major issues including transportation, budgets, education, gun owner’s rights, etc. If the candidate has held public office - check their voting record. No matter what they may say - in an effort to get your vote, voting records are very telling. City council members or school board members, who are anxious to move up the political ladder but have a reputation for spending money like it’s going out of style, will do the same thing as legislators. Example: Check out your water rates in comparison to surrounding areas.

    Who will make the best leader? Briefs does not endorse candidates, but when it comes to leadership, it is apparent that the 31 year-old Trey Terry’s leadership abilities rise to the top. The former combat veteran – an Army Cavalry Scout - was stationed along the DMZ in Korea for a year. He also spent more than a year in Iraq where his recon platoon performed over 100 time-sensitive raids to capture high-ranking Al Qaeda, Hezbollah and Iranian-backed military insurgents – with a 91% success rate. That alone indicates he has the cajones to deal with the mischief down at the capitol in Phoenix. In August, he teamed up with LD13 grassroots conservative House member Darrin Mitchell for the 2018 primary. If the LD13 RINOs prevent him from making the list of three to go to the BOS, their appointee incumbent will face the Mitchell/Terry team in the primary. Word has it that LD13 House member Don Shooter, who is currently under sexual harassment investigation, plans to run for again for his former senate seat in the 2018 primary, as well.. Everything considered, tomorrow night’s LD13 elections should prove quite interesting. - ft

I-17 and Dunlap), to hear Russell Sias, La Paz County chairman and co-author of a complete revamp of the party’s bylaws. Grassroots Republicans are urged to sign Archie Dicksion’s Proxy Petition To Curb Proxy Abuse Http://Bit.Ly/2rzg2w8. When signing the petition, you have two choices, total ban or limit to two per person. There has been great concern over the use of proxies the past five or years or more to control elections at both the AZGOP and Maricopa County Republican Mandatory meeting held every January. Complaints have been voiced for several years of “Bell Cows” carrying up to 40 proxies for PCs who rarely, if ever attend meetings. Opponents of the excessive use of proxies say the misuse and abuse of proxies has resulted in the cleansing of conservative grassroots Republicans from leadership roles a at the district, county and state level by RINOs or McCainites. Identical Anti-Proxy House Bills have been introduced to limit the use of proxies to control internal AZGOP elections, particularly at the annual January county and state mandatory meetings. LD23 Rep Michelle Ugenti-Rita introduced HB2012 and LD23 Rep Jay Lawrence introduced HB2029.

Russell Sias, La Paz County Republican Chairman - We’re Being Duped! Part 6: Obviously, the state party cabal reads these Briefs! (Thanks, Frosty, for all you do!) Guess what! The bylaws are back on the state party web site. They now have to be downloaded via a PDF file, but at least they’re back. Let me again address this bylaws committee and its official function(s). What is actually the official vs. intended function of this bylaws committee? Some thoughts:

    1. Those bylaws submitted directly to the bylaws committee should never see the light of day. Some have stated, as has happened in the past with resolution committee reports, they are subject to outright rejection by this redundant bylaws committee.

    2. Bylaw committee members are being sworn to secrecy, even signing a confidentially agreement. They are not even free to communicate with one another outside their official bylaw committee meetings. Who’s to say that whatever report the committee chair sends to the body at the next meeting, is anywhere near legitimate, as to what really happened in these “confidential” and secret meetings?

    3. Chairman Lines certainly has the right to create a committee. To name it whatever he wants. However, naming it DOESN’T make it a legal bylaws committee. It makes it a suspect committee. STILL with NO AUTHORITY to accept bylaw submissions, no right to consider them, not to pass judgment on them; nor even to submit a report to the body about their bylaw committee actions or recommendations. What then, is the real purpose? We should be asking! Duplicate, or perhaps duplicitous?

     4. Read Article 1, B. Recognize what is spelled out, per the current bylaws process. It is to have the secretary include ALL submitted bylaw changes in the call letter for the next meeting. NOWHERE in our existing amendment process, does our bylaws allow for any “monitoring” committee involvement, let alone does it give anyone authority to pass judgment on appropriate bylaw change submissions to our secretary. Like it or not!

     Instead of the party being led where the current ruling cabal thinks it should be going, it is my hope that, through already legally proposed bylaw changes, our leadership can guide the party where its members want it to be led. Link to my bylaws proposal: https://www.speakupsaveamerica.com/

Hank Giesecke of Prescott: As you may have seen on the last two days on FOX evening news my son is being held in Bali, Indonesia.  He has been there several years working on permaculture agriculture. He has been in therapy off and on and has a prescription for 5 grams of marijuana. In August he was picked up for 5.7 grams! As a friend here said, it is hard to imagine a third world police dept. being able to accurately measure 7 tenths of one gram!!!!  He has been in Kerobokan jail which was built for 300 inmates and it now has 1600!  In 5 months his defense attorney has not been able to present his case and now they are ready to sentence him to anywhere from 4 years to execution. He and another America got out for several days and now he is being paraded around in shackles and a black hood. The worry is the hood is to hide beatings. Thankfully FOX news has brought this to light and the White House is involved. US Man In Bali Prison For Medical Marijuana Possession Just a couple days ago President Trump pointed out how his administration has been able to help several Americans involved in difficult situations in foreign countries. Actually it might save Indonesia some trouble to just expel him and we can get him home. There is a feeling that since Indonesia is a Muslim nation and since as you saw Indonesia has just shut down a huge annual Christian Christmas event - because of their anger over the President's Jerusalem decision - are they now using my son as a tool.My request is that if you are so inclined could you call the White House and encourage them to get my son Christian home.  The White House number is: (202) 456-1111 They have been very kind and your encouragement would help. Russell Sias, La Paz County Republican Chairman -Open letter to Torunn.Sinclair@azgop.org”. Torunn, I ‘sincerely’ apologize for apparently misunderstanding your mistake. After watching our bylaws routinely ignored, over, and over, again, and again, I made the mistake of assuming that you had proofread your work on the web site, and it had been decided that the bylaws were not worth the trouble any longer exposing them on the web site is causing. I mean, after all, it seems they get ignored anyway – and just generates troubles for party leadership, right? My bad, I apologize.

     I raised a bunch of kids, and I don’t know how many times I had to put my arm around one of them, and say something like: I understand your excuse, but it’s still an excuse – and now you need to apologize. Proofreading, like any software, isn’t the job of the end user. It shouldn’t be. Contrary to the big non-bug-free software companies out there who like to assume it’s the responsibility of the end user to report bugs, this simply isn’t so. For example, if we had to “reboot” our vehicles every few days because of problems inherent in the vehicle, we all would flat-out be raising holy you know what with those manufacturers. Don’t know about you, but I do know me. So, why do we put up with buggy software from these providers? Baffles me! I digress.

     I retired from a job as a program manager for a software company. Never did I get to lay the blame for my mistakes on a client or another department. If something got by me, I had to own up to my mistake. Now, if your note to the Briefs is an apology, so be it, I’ll accept it as such. Joanne Osbsorne - goodyear city councilJoanne Osborne, a fourth generation Arizonan, is seeking the appointment to the LD13 senate seat vacated by Steve Montenegro. She is a Christian Community Leader, successful business owner and public servant. Hard work, commitment to God and strong family values have helped her live the American Dream. She is a sitting Goodyear City Councilmember and has served the city for the past 10 years. She was elected by her colleagues as the City of Goodyear’s Vice Mayor from June 2011 until June 2013. She is a graduate of the Southwest Valley Citizen Academy and Flinn Brown Civic Leadership Academy, and was also a member of the first graduating class of Goodyear's Police Citizen Academy. Osborne has demonstrated a deep commitment to Arizona’s youth by mentoring teens and headed the YMCA’s Teen Action Council for many years. She was also the past Vice President of the Homeless Youth Connection Board of Directors. Her efforts continue as she spearheads the Goodyear’s annual education summit, “Building Blocks to Great Schools” and an elementary level reading competition, known as the “City of Goodyear Reading Challenge”, promoting the importance of reading in kindergarten through eighth grade.   Regionally, Osborne serves on the Arizona Municipality Water Users Association (AMWUA) Board of Directors and the Abrazo West Hospital Campus Governing Board. Nationally, she sits on the National League of Cities’ Finance, Administration, and Intergovernmental Relations committee. As owners of Osborne Jewelers since 1990, Joanne and her husband, Ken, have been active participants in the Goodyear business community and the Southwest Valley Chamber of Commerce. She served as the Chairman of the Chamber's Marketing Committee in 2003 and 2004 and was named the "Outstanding Chamber Member of the Year" in 2003. She and her husband have four children.

Steve Smith cd1CD1 candidate Steve Smith today congratulated both President Trump as well as Congressional Republicans for passing and signing the first major tax reform in several decades. It provides an estimated $1.5 Trillion tax cut for the American people. “Tax reform is one of the most difficult issues Congress can take on, but it was also one of the most important if we are going to unshackle our economy and provide needed relief to our families.” said Smith, adding “We are already seeing companies sharing their gains with thousands of employees and the savings for Arizona families will make a real difference in their lives.” The Tax Relief bill has already prompted companies to pay bonuses to employees, raise wages, or make other worker-related investments. Many Arizona families will receive $2,000 or more in tax relief and that is money that can be used for education or health care expenses, major purchases like appliances or cars, or investments like retirement accounts or stock portfolios. Smith noted that Democrat Tom O’Halleran voted lockstep with Nancy Polosi and the rest of the House Democrats against tax relief for the families and businesses of CD1. “Tom O’Halleran has a long and terrible record on taxes, so I don’t think anyone was surprised that he voted to keep higher taxes on Arizonans. But I’m quite sure the voters of the First Congressional District will remember this vote come 2018!”
