1-16-17 Briefs

Republican Briefs

Editor Frosty Taylor       Web Master John Strasser

Condolences To The Family Of Dawn Alexander whose services will be held at 1 pm., Wed., Jan 18 at the Christ Church of Ascension, 4015 E Lincoln Dr in Paradise Valley. The long-time member of the Paradise Republican Women’s Club passed away on Dec 27, 2016.

UPDATE: All Proposed Resolutions Passed, Except #6, during Saturday’s Statutory meeting, according to the last tallies posted by Maricopa County Republican officials. See for updated officer election, resolutions and proposed bylaw change tallies.

In the Jan 12 Briefs, the three candidates running for the AZGOP Chairmanship were asked “Do You Think It Is Time For Some "New Blood" In The AZ US Senate?  Yes Or No - If Yes, What Action Will You Take To Encourage Or Support Same?

Candidate Jonathan Lines answered, “Unlike at least one of my opponents, I do not meddle in Republican primary elections. As such, I will respectfully not answer any questions that may indicate a preference in an upcoming GOP primary…” Lines answer prompted reader questions as to what “meddling” Lines was referring to. Upon inquiry Lines e-mailed four items to Briefs:

     (1) an undated message on Recorder candidate Aaron Flannery on LD23 letterhead. See public message

     (2) The LD23 Secretary’s minutes of an Aug 11, 2016 Board meeting that notes, “Jim suggested that the following candidates need our help doing phone calls. AZ Senate LD18 Frank Schmuck (running against Jeff Dial), AZ House LD28 Marie Sims. Please take yard signs for these candidates and those of any you support.”

    (3) A undated “Golden Ticket” listing LD23 candidates Alex Meluskey, CD6 Congressional incumbent David Schweikert, LD23 Senate candidate John Kavanagh, LD23 House candidates Jay Lawrence and Michelle Ugenti-Rita, along with Sheriff candidate Joe Arpaio, Recorder candidate Aaron Flannery, Treasurer candidate Royce Flora and County Supt of School candidate Jana Jackson. Lines later sent

     (4) a message to PCs urging them to express outrage at ballot harvesting ban won't be enforced this year.

Briefs e-mailed Lines, “Aren’t these within the LD23 bylaw changes they made a year or so ago??  After a 2/3 vote/approval of the PCs…” Briefs also sent the first three attachments to AZGOP Chairman candidate Jim O’Connor, the immediate past president of LD23, asking, “Did you have a 2/3 vote approval by PCs for these three items that I received???” – (attachments - LD23 ballot harvesting, 8-11 minutes and golden ticket.)

O’Connor answered: “…I requested Rich Rutkowski, LD 23’s 2nd VC, to provide a reply as he has spent more time and attention to the process we had undertaken in both the “May, 2016 Endorsement Election” and the subsequent “Golden Ticket” the district had prepared (modeled after the LD 22 slate by the same name.)…”

Rutkowski’s response: “I don't understand what the question is about the first item ‘LD23 ballot harvesting’ and a 2/3 vote.” Rutkowski verified the accuracy of the Aug 11 minutes, saying minutes are given a voice vote approval at the regular meetings and that candidate requests for help are typically relayed to PCs. Rutkowski wrote, “On the Golden Ticket, this may represent continued misinterpretation of the whole ‘endorsement’ issue, unfortunately promoted by some our PCs.  To clarify again, the 2/3 margin of approval was needed for AN OFFICER to endorse a candidate on behalf of the District.  An endorsement by the District is in the form of a resolution, which only requires a majority vote of the PCs at a meeting.”  He verified that “All of the candidates on the Golden Ticket received a majority vote of the PCs” noting some of them exceeded the 2/3 margin). Rutkowski also provided the pertinent portion of the bylaw with highlights:

Article II Section 3.  From time to time, the District shall express its will on a variety of issues in the form of resolutions.  In some cases, these resolutions may provide the District’s expressed will and provide explicit direction to our elected representatives at various governmental levels, including, but not limited to, school board, city/town, county, state, and federal offices.

   A. The member of the District proposing a resolution shall provide the text of the proposed resolution to the membership via e-mail (with confirmed receipt) at least ten (10) days prior to the vote on the resolution at a meeting of the District.  Approval of the resolution shall require a majority vote of the PCs present, in person, and qualified to vote pursuant to these Bylaws, except as provided for in Article X, Section 1.

   B. When the District expresses itself through such a resolution, any elected official or candidate for elected office who acts in contravention to the resolution may be censured by the District.

         1.       The Act of Censure is itself a resolution and must conform with these Bylaws as it relates to its adoption.

         2.       If an elected official or candidate for elected office is censured by the District, the District shall not provide support for his/her election or re-election activities in any primary election.

Article X Section 1.    Endorsement by Officers.  In a contested Republican primary election, no elected Officer of the District may claim to speak on behalf of the Executive Committee, Board, or the District in support of a candidate in the Republican Primary Election unless authorized to do so by the prior approval by resolution of two-thirds (2/3) of the  District PCs present, in person or by proxy, at a duly constituted meeting of the District.

Looking For Carla’s Earring. If any of you ladies found a new “elephant” earring (pewter with red stones) in the handicap stall of the ladies restroom yesterday during the Maricopa County Republican Committee’s meeting, please contact Carla Schoonhoven at She thinks it may have slipped off her ear when she removed a turtle-neck sweater. If you retrieved it, please contact her.

PC Timothy Schwartz: I'm reading reports that everything went fine with the County election. That is simply false. Contrary to the 'report', not a single person in our group was able to connect to Wi-Fi! FAKE news from our very own party. We CANNOT allow this electronic voting to continue, as there is never a paper trail that can be followed. Even Jill Stein was saddened in one of her 3 so-called recall states because that one state had several counties which allowed electronic voting, and so recounting votes in those Counties was not possible. It's time Republicans take action on this issue, and refuse to allow this sham voting to continue. I'm not accusing anyone of fraud (Grimm or others), but the take away here is this type of voting is prone to fraud! We must not allow this deplorable practice to continue.

McCain-Diverts-Cash-Veterans-Paychecks-Afghan-Immigration-Measures John McCain Diverts Cash from Veteran’s Paychecks into Afghan Immigration Measures RINO Senator, John McCain has once again turned his back on US military veterans, choosing instead to fund visas for Afghani interpreters and their relatives, while imposing higher health care costs on our soldiers. The legislation, given full support by McCain and proposed by New Hampshire Senator Jeanne Shaheen (D) will up the amount of Afghan Special Immigrant Visas for those who have helped the U.S. soldiers as translators and interpreters.  With this amendment, the number grows from 7,000 to 11,000 and the spouse and children of the visa holder may also enter the United States. Where will the funds come from to make these new visas possible?  Congress has decided to hurt the veterans by cutting their health care benefits and increasing their co-pay for the pharmacy, while using the funds saved to make the visa program larger. This is more of the same from McCain, the vet who should be ashamed of his pilfering toward his fellow military man or woman.  There were recently nine Republicans who sided with the Democrats to sell out the vets, sadly McCain was one of them.

Meet AZGOP Treasure Candidate Eric Morgan: I am excited about the new beginning that November’s election represents and I look forward to working hard to expand our victories.  We still have a lot of work to do. Although our Presidential and Congressional victories were significant, liberals still have strangle holds on many key positions in education, municipalities, corporate and non-profit boards and the media. The closeness of the election and the passage of the minimum wage initiative in Arizona indicate we have work to do on the cultural front.

For that reason I am announcing my candidacy for AZGOP Treasurer. I am the immediate past Chairman of the LD22 Republican Party, serving in district leadership for nearly a decade. My philosophy will always be a PC first strategy, doing whatever is necessary to enable and empower each PC to maximize their relevancy and achieve goals. During my tenure as chairman, the PCs developed the Golden Ticket program, raised thousands of dollars to support volunteers’ reaching out to 30,000 – 40,000 Republican and Independent doors in each of these last elections. Our successes in LD22 show that the PCs, when properly resourced and supported, can accomplish great things.

I’m a conservative, free market loving, married guy with three amazing, conservative kids and I’m currently working as a senior engineer at Intel Corporation.  I also have an investment and real estate background. I plan to bring a voice to the AZGOP executive committee that will strongly advocate for building a party infrastructure that will specifically broaden the power and abilities of the individual PC, allowing each to take a strong and positive Republican message to the voters, increasing the effectiveness of the Republican Party and the personal relevancy of each PC. The Party is nothing without its members. With the right tools, the right empowerment and the right message, the Republican PC is powerhouse that no one can ignore. I ask for your vote so that I, can cast my votes for you. Contact Morgan at

Briefs Sent Identical Questions to the three AZGOP Chairman candidates. Their answers will be posted every day, in the order in which they came in, until the Jan 28 Mandatory Meeting election. Question #14: Two of you proudly state that you were involved in the election process of Ronald Reagan in California.  What did you actually do?

JIM O’CONNOR: Sent money. Republican since I first registered to vote. Mailed checks to conservative Republican candidates until I reached the age of 60. At that time I was already retired when a member of our AZ State Legislature suggested I attend an LD meeting and that I consider becoming a PC. Date 2006. My experience was all earned over the past 11 years working more and more each year to “Keep Our Republic.”

FRANK THORWALD: I was involved with Ronald Reagan’s presidential campaign in Colorado building support among state delegates, with public relations, and event management.  I joined the national campaign staff as one of 4 paid staffers, doing press and lead advance for Governor Reagan, George Bush, Reagan family members and surrogates. After Reagan’s election, I did lead advance and served as Michael Reagan’s press secretary, then became the executive assistant to the assistant secretary for legislation and public affairs and to the assistant secretary for civil rights (Clarence Thomas).  I worked for the Inspector General’s office evaluating the effectiveness of programs at the National Institute of Education and then became acting deputy assistant secretary for legislation and public affairs, the Department of Education.

I became advisor on public affairs to the director of Review and Oversight at the office of the deputy secretary of defense. Then became director of public affairs and also handled logistics for the president’s task force on victims of crime, while continuing to do presidential lead and press advance, both domestic and internationally. I managed VIP events for the Republican National Convention, including private presidential and cabinet functions.  I was a special advisor to the Reagan/Bush campaign assigned by the White House to manage problem resolution and strategic planning for presidential and first lady events. Senior advisor on public affairs for the attorney generals (AG)task force on family violence. I was consultant to the assistant AG on victim’s initiatives. I was press advance for presidential events, summits, inaugurals and bilaterals. I was a consultant handling liaison briefings in press as well as advance for President Reagan’s Child Safety Partnership.  I was confidential advisor to the co-chairs in the 1988 presidential campaign on strategic campaign issues and media strategies (developed Willie Horton issue) Special assistant to AGs Meese and Thornburg and acting national security advisor to AG Thornburg. I was confidential advisor to executive director of the American Bicentennial Presidential Inaugural Committee on special issues and media strategies and was deputy director of operations for the American Bicentennial Presidential Inaugural committee.

JONATHAN LINES: As I have said, my first experience in politics was walking precincts for Ronald Reagan in 1980, even though I wasn't old enough to vote. This was in Arizona, not California, as I've never claimed to work in California. The thing to be sure of, Ronald Reagan did far more for me than I ever did for him. I think most Americans would feel the same sense of gratitude toward one of our nation’s finest presidents.

AzCDL Legislative Update: The 2017 Legislative session officially convened on Mon, Jan 9.  Over 400 bills were filed in the first week.  The final day for Senators to file bills is Mon, Jan 30.  The House deadline is Fri, Feb 10. AzCDL researches all proposed legislation for language that may impact your right to keep and bear arms.  Relevant bills, and their status, will appear on our Bill Tracking page.  In addition to providing links and basic information on legislation, we add our position along with a plain language summary and comments.
Among the bills filed this first week are four from Rep
Randy Friese of Tucson that punish lawful firearm possession.  Two of his bills, HB 2150, and the companion proposed ballot referendum, HCR 2009, would require all private firearms transfers to be conducted and recorded through a federal firearms licensee (FFL).  "Transfers" are more than sales, and can include loaning a gun to a friend.  The penalty for determining the fate of your private property without first begging for government permission would be a Class 5 Felony.
HB 2148 would establish a "public safety and violence prevention study" committee.  As they say, the devil is in the details.  The unstated purpose of the committee can be gleaned from the list of committee members.  One will represent a group that advocates for "gun violence prevention," liberal-speak for "disarming law-abiding citizens."
HB 2149 would allow a family member or a peace officer to file a petition for a court ordered "mental health" injunction to make you a prohibited firearm possessor.  One of the indicators of being mentally unbalanced is if you purchased a firearm within the last six months.  Pretend you are a leftist.  You're upset with Grandad because he won't give you money for a Che Guevara tattoo.  He is always complaining about how you should get a job and that your advanced degree in Social Justice Philosophy is a waste of money.  So you get your mom to drive you to the court house where she helps you file a petition saying Grandad has lost it.  Since he's an old Veteran with a gun collection, the judge agrees that Grandad must be dangerous, and he is ordered to surrender his firearms.
With your help, we can defeat bills like these long before they get to the Governor.
Soon many of the bills we are monitoring will be scheduled for committee hearings.  That's when we'll call upon you to log your opinion in the
Request to Speak (RTS) system.  If you are a current AzCDL member and do not have an existing RTS account, please reply to this message with your name and email address and we'll help you set up the account. Contact (AzCDL),

170113-1520 AZRRT - Education Bill - Special Request By Jose Borrajero If you thought that we had licked the problem of some schools in AZ fomenting hatred toward a specific race, think again. The same folks that gave us the Mexican Studies in Pima County are back stronger than ever. Rep. Thorpe of Flagstaff has stepped forward and introduced bill HB2120 aimed at stopping this very destructive and despicable behavior. As could be expected, the reaction of the leftist, racist malcontents has been swift and brutal. They are extremely well organized and have flooded our legislators with emails and phone calls blasting Mr. Thorpe and demanding that HB2120 be scrapped.

170111-2150 - AZRRT - NEW WEBSITE By Jose Borrajero Introducing: Our brand new website, It could not have come at a better time, because it is no secret that the “new and improved” state site is somewhat difficult to navigate. The goal of this AZRRT website is to make it easier for activists to engage in the four activities that we normally engage in, without ever having to visit the state site:

   1. Receiving Alerts on upcoming legislative activity

   2. Contacting legislators by Email

   3. Rendering testimony at committee hearings

   4. Receiving reports on how our legislators voted

Items 1 and 4 are being worked on and will be ready soon. Items 2 and 3 are totally functional and ready for you to enjoy. For your convenience, we have attached two files. One deals with Emailing and the other addresses the rendering of testimony at committee hearings. We have also included links to those two files as follows: EMAIL INSTRUCTIONS and RTS INSTRUCTIONS We encourage everyone to go to, check it out, and send us your comments at Most important, we encourage you to use this website extensively in the coming weeks as legislative activity gets hotter.
