The LD23 Executive Committee decided yesterday afternoon to take no action on PC Ardith Hildebrant’s proposed Calling Out the Guisling’s Resolution. LD23 PCs received the following notification about 5:30 pm last evening. “Important Update On Proposed Resolution: A resolution was submitted to the Executive Committee by PC Ardith Hildebrant and was distributed to the District membership on February 26, as per Article II, Section 3.A of District 23 Republican Committee Bylaws and existing District practice. Article IV, Section 3.A.7 of District 23 Republican Committee Bylaws states that it is the duty of the District Chairman, with the approval of the Executive Committee, to implement ‘policies for the efficient and responsible operation of the District.’ It is the unanimous decision of the Executive Committee that ‘responsible operation of the District’ necessitates the withdrawal of the proposed resolution from any discussion or action at the March 9 meeting and any further consideration.”

Nohl Rosen, the organizer of a recall effort to oust Maricopa County Sheriff Paul Penzone says that everything will be done according to Arizona law and one of the first steps is forming a committee. The recall effort is being led by Rally For Law Enforcement founder Rosen who says there doesn’t seem to be a shortage of people wanting to be on the committee or to help collect signatures, but things are in the beginning stages. “We want to be well prepared so when the necessary waiting period is over we can begin collecting signatures and filing the necessary paperwork. Rosen notes that “Penzone has referred to illegal immigrants as guests which is absolutely wrong. They aren’t guests, they’re criminals. If you cross into this country illegally then you’re breaking the law. A Sheriff’s first duty is to uphold, protect and defend the Constitution of the United States and I don’t feel our new Sheriff has any interest in doing that. You might say I have no confidence that Sheriff Penzone will enforce the law or do what’s necessary to protect the citizens.” Other reasons for Penzone’s removal include the dismantling one of the posses’, the closing of Tent City and accepting George Soros campaign money. According to Judicial Watch at least 400 illegal immigrants have been released by the MCSO since Penzone took office. A recall committee meeting will be called soon. Brian Reilly, Former AZ LD22 PC: Non-Arizona resident, Wayne Blair, misses the mark with his comments in the 3-8-17-briefs Wayne still can’t accept that Sheriff Joe Arpaio was destroyed in the last election. Sheriff Joe was defeated by Republican and Democratic voters who simply had had enough of Joe being “America’s Most Expensive Sheriff.” The legal bills, fines and increased property taxes and his criminal contempt trial to begin in April 2017, was it for many voters. The voters showed the P.T. Barnum of law enforcement the door. Yes, I requested the Obama Birth Certificate investigation, which in my opinion became nothing more than a sham that ultimately helped to bring in $8.4 million in campaign donations for Joe in 2012. Former MCSO Chief Deputy Brian Sands confirmed that the Arpaio investigation had uncovered no evidence that the Obama birth certificate was a forgery. Once the Hawaii Verification of Birth for Obama was issued to the state of Arizona, May 22, 2012, the investigation withered. Arpaio continued to talk investigation for another 4 ½ years after the verification was issued. My candidate was Republican candidate, Dan Saban. Saban could have defeated Paul Penzone. (Hopefully, Republicans will pick a better candidate for sheriff in 2020.) To date, one of the best moves that Sheriff Penzone has made was to disband the Cold Case Posse which worked much like President Nixon’s “Plumbers Unit” in my opinion. And for those who believe that Cold Case Posse Commander Mike Zullo is still working for the MCSO, the MCSO states he’s not, nor is he “eligible for reassignment to other Posses." Will C.P.F.E.R. (Citizens Protecting Fair Election Results), incorporated by members of the Surprise Tea Party, now defend Sheriff Penzone? Prediction: The Sheriff Penzone recall effort will be an epic failure.
Darcy Olsen: CEO Goldwater Institiute: State and local governments across the country frequently resort to waiving future property taxes to lure some businesses to move into their community. This form of tax subsidy heavily tilts the playing field as a few politically connected companies have their taxes waived while everyone else has to shoulder the burden. Government planners often claim they have to offer property tax subsidies for economic development. But it shouldn’t work this way. If property taxes in a community are too high to compete for new business, then the tax rates should be reduced for everyone. The vast majority of states have provisions in their state constitutions, commonly called “gift clauses,” which forbid tax subsidies for private businesses. The Goldwater Institute is working to revitalize state “gift clause” protections for you and other taxpayers. We have just filed a new lawsuit to challenge a form of tax subsidy rampant across the country. In this case, ownership of a future apartment complex in Phoenix actually would be transferred to the city government so the property developer can avoid paying more than $8 million in property taxes. We represent local established business owners who cannot receive the same tax break and must watch their property taxes rise year after year. We will use our case to establish more legal precedent in support of constitutional “gift clauses” and other taxpayer protections. You can learn more about our case in Englehorn v. Congresswoman Martha McSally yesterday introduced bipartisan legislation, the Nogales Wastewater Fairness Act, to reduce the financial burden on Nogales associated with the cost of maintaining and operating the sewage pipeline known as the International Outfall Interceptor (IOI) and the accompanying Nogales Sanitation Project (NSP). The IOI, located along the U.S.-Mexico border, is responsible for treating wastewater from both the U.S. and Mexico sides of the border. Senator John McCain introduced a companion bill in the Senate. Under an outdated 1953 financial agreement between the International Boundary and Water Commission (IBWC) and Nogales, the city bears a disproportionate share of the costs associated with operating and maintaining the IOI. McSally’s bill finally addresses this longstanding problem. “The city of Nogales has shouldered an unfair burden in paying for the operation and maintenance of this pipeline for too long. The legislation that I introduced yesterday will not only resolve this issue for the city of Nogales, but will also benefit many of my constituents across Southern Arizona,” said McSally. “I will continue to work with leadership at all levels—from city officials in Nogales to my colleagues here in the House and Senate—to see this bill through.” bill text Here.

This bill appropriates $577.9 billion for the Department of Defense ($516.1 billion in base discretionary funding and $61.8 billion in Overseas Contingency Operations / Global War on Terrorism funding). Congresswoman Martha McSally: The U.S. House of Representatives yesterday passed the Department of Defense Appropriations Act for 2017. The bill had bipartisan support, passing 371 to 48. This legislation provides important funding for pilots, aircraft, and base operations, among countless other important aspects of military readiness. It also fully funds the missions at Fort Huachuca and the entire A-10 fleet, allowing for critical upgrades to extend the service life of the aircraft. “I am proud to see a bipartisan majority in the House pass this important funding measure today,” said McSally. “As a 26 year veteran of the Air Force, I know firsthand how important it is to supply our military with the resources that they need to keep our country safe. This legislation does so by addressing our critical readiness situation, keeping our military on the cutting edge of new technology, and supporting our warfighters with the pay raise they deserve. I am also especially glad to see that this legislation recognizes the value of the A-10 and will supply the necessary funding to keep these planes in service.” McSally’s support for this piece of legislation today follows her long-standing commitment to funding our military and defending the A-10. She has repeatedly called on Congress and the President to fund the A-10, introduced an amendment for the Fiscal Year 2016 Defense Appropriations Act to supply necessary resources for the aircraft, and led efforts to finance wing upgrades for the fleet.

Senator John McCain: “Today’s unanimous vote in the House Veterans’ Affairs Committee in support of our legislation to preserve the Veterans Choice Program is an important step forward in ensuring our veterans continue to have access to quality health care in their communities. With the sunset date for the Veterans Choice Program looming, it is more urgent than ever to remove this arbitrary end date and allow the VA to use all of the funding initially appropriated for the program until it is fully expended. We simply cannot afford to send our veterans back to the pre-scandal days of unending wait-times for appointments, and I will be working closely with our leaders in the House and Senate to ensure our legislation makes it over the goal-line.” McCain’s Veterans Choice Program Improvement Act would allow the VA to access all of the funding initially appropriated for the program, and ensure that veterans’ access to care isn’t disrupted by the impending sunset of the program. The Veterans Choice Program is scheduled to sunset on August 7, 2017, and currently veterans aren’t able to schedule appointments that fall after that expiration date. The VA expects to have approximately $950 million remaining in the Veterans Choice Program when the program expires on August 7, 2017. This legislation would allow the VA to use the remaining funds for veterans’ health care authorized under the Veterans Choice Program until it is fully expended. The legislation would also authorize the VA to be the primary payer under the Veterans Choice Program, reducing veterans’ out-of-pocket costs and aligning the Veterans Choice Program with the VA’s other community care programs. Further, the bill would improve the sharing of medical records between the VA and community providers in the Veterans Choice Program to better coordinate care for veterans and connect them to care in a more timely manner.
