Republican Briefs

Editor Frosty Taylor  repcomm@cox.net      Web Master John Strasser

Memorial services will be held for Arizona’s 12 year Republican National Committeewoman Sharon Geise at 3 pm., Mon., April 24 at Christ's Greenfield Lutheran Church and School,  425 North Greenfield Road in Gilbert.  Condolence should be sent to the Giese Family, 10855 E Shepperd Ave., Mesa, AZ 85212-5231. Sharon passed away April 19 – one week following the passage of her husband Rev Burton Giese. She is a former Arizona Federation of Republican Women President and parliamentarian. She served as the National Federation of Republican Women parliamentarian and as parliamentarian for immediate past RNC Chairman Reince Priebus. She served in many positions for the AZGOP – from grassroots precinct committeewoman to representing the RNC in Taiwan.

Congressman David Schwiekert: Celebrating The Life Sharon Giese Of Arizona read into the House of Representatives congressional records on Tues., April 25, 2017. Mr. Speaker, I rise today to celebrate the life of a great friend to Arizona, Mrs. Sharon Giese, who passed away on April 19, 2017.  Sharon distinguished herself in our community as a thoughtful leader and respected advocate. Sharon Giese served with distinction as Arizona’s Republican National Committeewoman from 2002 until her retirement in 2016; she was President of the Arizona Federation of Republican Women (AZFRW) from 1992 to 1993; she was a supporter of and parliamentarian for the AFRW and National Federal of Republican Women for many decades; she served several years as the official professional parliamentarian for the Chairman of The Republican National Committee as well as the Arizona Republican Party Chair at various meetings and conventions for over a decade; she was a delegate to Republican National Conventions in 2008, 2012 and 2016, held multiple positions in the Arizona Republican Party, supported Republican Teens, was an elected precinct committeewoman, member for many years on AZGOP central committee  and a Presidential Elector in 2016;I am proud to honor the life and legacy of Mrs. Sharon Giese for her tireless and devoted service to our country.  I extend my condolences to all of her friends, family, and loved ones.

Navajo County Republican Committee Chairman Steven Slaton sent an e-mail last Thursday morning to GOP County Chairmen - asking for support of potential request by the AZGOP Executive Committee for a forensic audit of the former AZGOP Executive Committee - which has drawn both support and fire from fellow county chairmen.

About a half hour after Slaton’s April 20 memo went out, Russell Sias, La Paz County Chairman, who is also a AZGOP bylaws committee member (which has not yet met.) wrote: “Not only is the delay to turn the treasurer's job over to the new treasurer, but it is a violation of our bylaws (such as they are), AND there are ALSO violations of state laws involved with this monkey business. We really need to get our act together and start playing by the rules!” Sias had distributed a similar plea asking for an audit on March 30, 2017.

This drew fire from Graham County Chairman John Rhodes, who responded at 3:29 PM, April 29 with, “Please remove me from your subversive email list I do not like your Adolf Hitler comments at the end of everything.”

3:57 PM, April 20: Salton responded telling Rhodes that as a county chairman, it was his responsibility “to stand up and protect the integrity of the Arizona GOP….If you don't like my message at least your response can be respectful of my comment.  You’re talking to another county chairman. We’re supposed to be on the same side. This will be brought up in the ethics committee and you are responsible under ARS-16-1801-16-927. My letter is not Adolf Hitler Comments. Nor will I remove you from my E-Mail list. If you do not want to take your responsiblity as a county chairman you should resign!”

4:21 PM, April 20, Rhodes phone message to Slaton reads: “If your ultra-right-wing types spend as much time focusing on defeating the enemy the Democrats and working with the Republican Party and those that were duly elected we would have a much better and stronger party.  I pull my weight and Graham County we get our Republicans elected we have outstanding voter registration and donate to the state party rather than taking money from it. Under my leadership Graham County has been a strong red county I would suggest you do a fact check before you go spouting off. Thank You.”

Slaton responded, “Congratulations for all of your success, we’re very happy for you! This has nothing to do with that! Where asking for an audit. This is not difficult. You should be on board, it’s your responsibility!”

Russell Sias, La Paz County Chairman & State Bylaws Committee Member. All I get by reading our bylaws, is more questions! Here’s one such concern: The bylaw: “The executive committee of the state committee's shall consist of the elected officers of the state committee, the national committeeman and committeewoman, the chairman and first and second vice chairman from each county, three members at large from each congressional district, .... The state chairman shall chair the executive committee. The executive committee shall approve the annual budget and review and counsel the state chairman on all programs relating to the state party. The executive committee shall meet at least three times each year.” From the above bylaw, one would assume, as I am a County Chairman, that I would be part of this executive committee. Fine, except that I have received no notification of any meeting(s) since I elected as County Chairman, now is well over a year. Do I assume that no such meetings have taken place, if they have, certainly no appropriate notification was accomplished, and certainly not three times a year – as absolutely required by the above bylaw! This brings me to my next question: How did an annual budget get approved? Assuming no meetings have taken place, just what is going on? Questions, questions, questions! If these meeting did not occur, then is this how our present state Chairman Lines, (and the ex treasurer for last term) could be surprised by an indebtedness of $220,000; as he stated on 11 March 2017 in the meeting in Yuma? Perhaps! Maybe he, as treasurer, wasn’t invited to these “ghost” meetings either! Another question: Do we even know what our annual budget actually is? Shouldn’t we know? Isn’t this OUR party? Concerned yet about our bylaws? russsellsias@gmail.com

LD6 Sen Sylvia Allen: Last week's Payson Roundup editorial accuses me of being an enemy of public education, comparing me to a child abuser. My record shows that I am a strong supporter of public education. As Chair of the Senate Committee on Education, I was a key supporter of Proposition 123, which is bringing $3.5 billion in additional funding for our public schools. I supported $200 million more in K-12 funding in last year's budget (my Democratic colleagues opposed). I'm supporting a bigger raise for public school teachers than Governor Ducey proposed. I sponsored a bill to reduce tuition for students at our public universities, a bill this session to appropriate $600,000 for a teacher student loan program, and a bill to establish a high-quality teacher professional development pilot program. My colleagues and I are concerned about the education of the children, wherever that classroom might be. We have to start putting the control of education choices back to our parents, instead of our institutions. Empowerment Scholarship Awards (ESAs) give power back to our families. The editorial says Arizona is "starving our schools" of resources and are "shamefully underfunded". Our state spends nearly 50% of its budget on public education. 50%! Arizona taxpayers are spending $10.6 billion on K-12 education this year alone. Each year, we're spending more and more on education, and it's certainly not "shamefully underfunded". The writer says the ESA program will have students streaming out of our district schools? The bill caps the number of new students receiving ESAs at 5,500 each year, for a total of around 30,000 after four years. That's out of more than one million public school students. Hardly the end of public education as we know it. So the Roundup and other critics of ESAs can focus on the institutions. I'm going to keep listening to the people, such as Tamelia Boyd from Window Rock. "ESA has given us the opportunity to put our kids in a great school, St. Michael Indian School. Because of their new school, college is now in their future Tuition is the main reason we use [an] ESA, and without it we as a family would not be able to afford to send our children to what we think is the best school in Arizona."
