Russell Sias, La Paz County Chair: The Chairman Herring message about not being able to contact all PC's is not limited to just his PC's.  4-6-17-briefs I want him to know, he is not alone!  This seem to be a common problem. I am on the state bylaws committee, called by Chairman Lines.  The committee had a teleconference in February, yet we still have no contact list amongst ourselves.  It seems that we could improve our collective efforts -- if we could but communicate with one another. In the case of our state bylaws committee, how we are to discuss amongst ourselves any bylaw issues is certainly a puzzle.  Our Committee Chair Kathy Petsas, has yet to distribute contact information to be shared among the committee members themselves.  I do not understand what the issues actually are, perhaps there is some valid reason, I don't know.
    Maybe the state office should be the source for such information to established committee members?  Don't know about that either, but the way it is not working now, with committee members unable to discuss issues among themselves seems a waste of time, at the very least.
    I am willing to work to solve this deficiency for this bylaws committee.  If you are on this bylaws committee, I will do my very best to put together a contact list for all the committee members.  Because, so far, this apparently has not been accomplished. LD24 PC Tristan Manos sent this email to all 20 MCRC LD Chairmen at approx. 10:15am, Thurs, April 6: "Question- Before the MCRC EGC Member-at-Large Election that took place at the last MCRC EGC meeting on Tuesday, April 4th, did you, as LD Chairman, email or otherwise formally communicate (or did you ask your LD Secretary, or anyone, for that matter, to email or otherwise formally communicate) to your PCs proactively informing them:

     a) this election was going to be taking place,

     b) that there's an opportunity for them to submit nominations for the position, including the opportunity for them to run for the position, themselves, and

     c) that there's an opportunity for them to attend and observe the election, providing the date, location, and time of the election?

Thank you for your time and for the information for the overall good of the MCRC, our fellow PCs, and the Republicans we, as PCs, serve and represent throughout Maricopa County."

LD24 PC Tristan Manos on the ongoing MCRC EGC Member-at-Large Election story: "I just got to see the MCRC EGC Official Call for the MAL Election, thanks to an LD Chairman being proactive and transparent for the good of the MCRC (finally, that is, 0 thanks to MCRC Chairman Chris Herring, Secretary Cindy Casaus, or Executive Director Lisa Gray, after I asked them all for it directly by email back on 3/4, long before it was emailed on 3/23). Also, 0 thanks to my own LD24 Chairman Barry Wong calling any attention to it. How about the rest of you PCs in your LDs? Now that I've seen it for myself, it's good to see MCRC Chairman Chris Herring actually asked LD Chairmen to share the info with their PCs (direct quote from the official call letter for the MCRC EGC MAL Election, emailed 3/23, written and signed by Chris): "Please share this information with the Precinct Committeemen in your district." There it is! And it's good to see. Good going, Chris. Thank you for that. I wish you told me when I 1st asked you, but instead you brought up how you "can't compel LD Chairmen" (I understand and appreciate that), so if only you told me in the 1st place, we would've saved ourselves that bump in the road, now in the rear view mirror, back to keeping our eyes on where we're going (onward and upward). While I believe there were more opportunities for Chris to get the info to PCs (MCRC Newsletter... Frosty’s Republican Briefs... ringing any bells?), we may now direct our attention to the LD Chairmen, seeing if they followed through for their PCs. Chairman Chris Herring’s Executive Guidance Committee Call Letter: “This is your official call letter to inform you of an MCRC Member-At-Large vacancy and that we will hold an election to fill this vacancy at our next regularly scheduled EGC meeting. Meeting will be April 4, 2017 at 7:00pm at the AZGOP Office, 3501 N. 24th Street, Phoenix, AZ 85016.

   According to the MCRC bylaws: Article III. Section 1. D. Vacancy in Office:  A vacancy in any elective office, other than that of MCRC Chairman, shall be filled by a majority vote of the EGC at a regularly scheduled meeting at which a quorum is present. Notice of such election and a proxy form shall be mailed at least ten (10) days prior to such a meeting. In the case of a vacancy in the office of MCRC Chairman there shall be a special meeting of the MCRC called for the purpose of filling the vacancy, except when the vacancy occurs within a sixty (60) day period prior to a Statutory Organizational or Mandatory Meeting of the MCRC. In such case, the vacancy shall be filled by election at such Statutory Organizational or Mandatory Meeting of the MCRC.

LD1 Chairman Cathy Schwanke: Regarding  “LD24 PC TRISTAN MANOS sharing observations from attending last night's MCRC EGC monthly meeting: 2017_04_05_archive I don’t think Tristan’s comments are accurate. All Maricopa County LD chairmen received the MAL call materials to email out to their PCs according to our bylaws. At the EGC meeting last night, Chairman Herring was asked about the process and explained it. Maybe the problem brought up by Tristan has to do more with a learning curve for new LD chairmen? Maybe they need to keep a better eye on their emails? Maybe some missed what the MCR sent us but I sent the info to our PCs so that they could run for MAL if they wished.

Veteran and PC Matthew Papke: Arizona House Bill 2477 (HB2477) would require prosecutors to establish a higher evidentiary standard for asset forfeiture. The bill also takes on federal forfeiture programs by banning prosecutors from circumventing state laws by passing cases off to the feds in most situations. It passed the House by a unanimous 60-0 vote, and then passed the Senate by a unanimous 30-0 vote. (learn more here) The bill needs to be signed by the Governor in order to become law. Please Take The Following Actions to support this important bipartisan bill.

Long-time Arizona Balladeer Dolan Ellis (R) will perform a Springtime Concert at 7 pm., Sat., April 8 at the North Mountain Visitor Center, 12950 N 7th St. in Phoenix. Ellis, an original member of The New Christy Minstrels” was the Off-Highway Vehicles Coordinator for AZ Game and Fish some 15 years ago. Pima County District 4 Supervisor Steve Christy will kick off a community forum at 1:30 p.m. April 10, hosted by the Green Valley Council at West Center, 11111 S Green Valley Drive. Gabriela “Gabby" Saucedo Mercer will address the Western Pinal County Chapter of the Arizona Republican Assembly at 6:30 pm., Mon., April 10 at 408 N. Sacaton St. #2 in Casa Grande, AZ. US Senate candidate Kelli Ward: The Senate deployed the "nuclear option" earlier today in an effort to confirm Judge Neil Gorsuch to the Supreme Court. I fully support this move and applaud Senate leadership for getting the job done. The rules of the Senate have interfered with Making America Great Again for far too long.  Liberals have tried to hijack our country's democratic system. In a last ditch effort, they intended to filibuster, blocking the confirmation of Judge Gorsuch. With the nuclear option in place, Judge Gorsuch can now be confirmed by a simple majority. There is no point in having a majority if it doesn't allow you to get work done for the American people. Do you agree with the Senate's nuclear option? Tell the liberal partisan Democrats to stop obstructing by adding your name option Elected officials should not hold the American people hostage in the name of partisanship. They must do what's in the best interest of Americans. Judge Neil Gorsuch will serve the nation fairly and with integrity, which is precisely what Americans deserve.
