I've never personally witnessed a more revealing episode in the life of the AZGOP. More and more clearly, we can now understand what is going wrong with our state party.
Arizona Republicans Are Asking Who Is John Backer “… his willingness to tackle tough issues and stand up to the establishment has made him the focus of a witch hunt by leaders in the AZGOP. On Monday, Backer appeared on the James T. Harris radio show to discuss the AZGOP’s source of angst. Backer explained that he and many others have been hearing grumblings from GOP activists about AZGOP Chairman Jonathon Lines, who was elected in January 2017. Those grumblings first focused on the secrecy surrounding the AZGOP finances. The grumblings turned to a roar when Lines went against personal commitments he had made to the AZGOP faithful to not name Matthew Kenney to serve as AZGOP Executive Director.”

Cochise County State Committeeman Bruce M Piepho – Part 1: AZGOP Bylaws as of January 22, 2011 extracts. Secretary: He/she shall be responsible to preserve all permanent records of the state committee and relinquish them to his/her successor. Article V— Committees - A. Executive Committee - (NOTE: membership does not include all voices at the June 17, 2017 meeting.) The executive committee of the state committee's shall consist of the elected officers of the state committee, the national committeeman and committeewoman, the chairman and first and second vice chairman from each county, three members at large from each congressional district, and the president/chairman of each nationally recognized Republican auxiliary organization with at least 2,000 dues-paying members in the state. The state chairman shall chair the executive committee. The executive committee shall approve the annual budget and review and counsel the state chairman on all programs relating to the state party. The executive committee shall meet at least three times each year. The state chairman may appoint non-voting members of the executive committee. Article V: Bylaws_Rev_2011_01_22.pdf (no mention of a by-laws committee.) How or who appoints Executive Committee members at large from the congressional districts? Apparently AZGOP Chairman Lines?
Cochise County State Committeeman Bruce M Piepho – Part 2: June 17, 2017 AZGOP Executive Meeting Motion: Navajo County Chairman Steve Slaton moved that the Executive Committee order Chairman Jonathan Lines to turn over to Secretary Gabby Mercer all of the documents that pertain to her duties as secretary after five whole months of refusing.) Seconded by LaPaz County First Vice Chair Jennifer Jones. Discussion: Acting secretary Kim Owens, said, “This is nothing but a witch hunt!.” And that phrase, “permanent records: In the bylaws that means the MINUTES! ONLY THE MINUTES!” My comment: WOW. What sensational nonsense!!!! Anyone see anything wrong with the motion and discussion in light of the underlines extracts of the by-laws? Owens is NOT a member of the Executive Committee and should NOT have joined the discussion or voice VOTED according to Roberts Rules of Order. Apparently the Executive Committee does not follow the Robert's Rules. First order of AZGOP business is to change the by-laws so that the Executive Committee elects their own chair person - who can find an independent parliamentarian. AZGOP Bylaws state: "An amendment to these bylaws may be proposed at any meeting called in accordance with these bylaws." What a mess? And don't blame Graham, McCain and Lines. I blame apathy and PCs with little or no knowledge of Roberts Rules of Order. Editor’s Note: Piepho is the LD14 4th Vice Chair.
Arizona Town Crier Jim Ehl: We are grateful to Marianne Ferrari and the AFA for letting us know about the ExComm meeting in Flagstaff. The meeting was Pitiful, wasn’t it?? But, we, the loyal conservatives, have let this happen. Years ago when the State Committeemen censured Senator McCain and the AZ GOP leadership showed its true colors should have been a wake-up call. Consider two Saturday motions, Rose Sperry simply moved that Bylaws Chairman Kathy Petsas give Bylaws Committee members each other’s contact information, so they can discuss bylaws changes between quarterly meetings. Her motion was labeled “out of order” by the acting chairman Al Gage. Where is it written that members of a committee are secret?? Oh boy, let’s hear it for Gage!!! Intelligent or control?? Now for the motion that Steve Slaton made to have the state chair turn over the records to the new secretary - - in essence, Chairman Lines remains in breach of the Bylaws five and a half months AFTER he and the secretary were elected! And yet the executive committee votes down a motion to provide her what she needs to do her job. What gives? Voting to ignore the bylaws??? Ferrari closes with, “It said that there is something more than just a difference of opinion, here. There seems to me to be the desire to vanquish, to control, to render conservatives ineffectual to the point of enforced nonparticipation. That is more than a difference of opinion. And there is an aggressiveness about it that alarmingly exceeds the occasion. Sen Jeff Flake: At yesterday’s hearing of the Senate Foreign Relations Committee, Flake spoke in supportof his resolution to authorize the use of military force (AUMF) against the Islamic State of Iraq and Syria (ISIS), al-Qaeda, and the Taliban. “To work on the basis of a 16-year-old AUMF is simply not tenable. Our allies need to know where we are; our adversaries need to know where we are – they need to know we speak with one voice; our troops in the field need to know we speak with one voice. Not having a current AUMF lets [Congress] off the hook. It allows us to criticize the administration of either party when we should be involved and have skin in the game, as it were,” said Flake. "I would note in the House, when we voted on the AUMF in 2001, it was a much different body with different members. Three hundred members who are in the House today did not vote on the 2001 AUMF. Do you want to know how many members of the Senate voted on the 2001 AUMF? Twenty-three. So three quarters of this body has not voted on an AUMF, and when you have a situation like that we are not speaking with one voice…We need to be together on matters of foreign policy of this importance.”. Flake’s remarks came during an exchange with John Bellinger, an author of the current AUMF, who testified in support of the bipartisan effort to pass an ISIS, al-Qaeda, and Taliban-specific AUMF.
