7-2-17 Briefs

Republican Briefs

As an honorary Phoenix Firefighter since the early 1970s, I share Pine Strawberry Fire District Fire Chief Gary Morris’ frustration at bumbling bureaucracy rules and regulations getting in the way of rapid rescue operations 7-1-17-briefs … and I’m equally frustrated at unprepared hikers who get themselves into impossible situations thus forcing first responders to risk their lives to save them. Hiking in flip-flops and not carrying sufficient water isn’t the brightest thing to do. For three years, Morris has been trying to get the US Forest Service (USFS) to re-open three roads to Fossill Creek so rescue teams can get to those in need of help more quickly. What normally would be a 1.5 to 2 hour rescue to that area has become a 5-7 hour ordeal since USFS closed the access roads. Morris wrote, “Today, a rescue takes between 5 and 7 hours and up to 2 dozen rescuers to extract a victim and move them 4 plus miles up hill and out of the canyon.” In 2015 and 2016 Morris’s crews rescued 490 hikers. In April 2017, Morris went to Washington, DC to meet with senior USFS officials, backed by teleconferencing with knowledgeable Yavapai and Gila County officials and the support of Sen John McCain and Rep Paul Gosar. The feds asked a few questions, made no commitments and haven’t been heard from since, according to Morris. While bureaucrats fiddle, diddle around conferring among themselves and shuffling paperwork, local first responders are dealing with the reality of an ever increasing demand to provide services to those who desperately need rescued in difficult terrain. – Editor Frosty Taylor

LD28 Rep Kate Brophy McGee invites constituents to join her in two 4th of July family parades in her district. The annual Arcadia Parade starts at 8 am, (rain or shine) at 60th Street and Calle Tuberia. The Royal Palm Neighborhood Parade starts at 7:30 am. at N 15th Ave & W Butler Dr., Phoenix, AZ 85021. Registrations are open an hour prior to the parades. She suggests participants dress patriotically, decorate the kids’ bikes, scooters, wagons, and walk in the parade. Or stand street side, waive our flag, and watch the parade.

Congressman Paul Gosar and Congresswoman Martha McSally  are labeled  among the 10 top “most effective “ members of congress. They also just happen to members of the Congressional Western Caucus – of which Gosar serves as the chair.

LD20 Activist Wes Harris: What with the City of Phoenix' move to finance their 'artificial' unfunded pension liability with more debt, I think what is going on in Illinois will shortly be happening in Arizona because when Phoenix sneezes, the rest of Arizona gets a cold.  All of the public pensions in Arizona are under-funded and the absurdity of the assumption by those that run the public safety pension of a 7.5% return...the artificial return that was used to project the current under-funded liability...the entire thing is a house of cards that will come tumbling down as soon as there is a slow-down in the stock market.  If the 'real' return drops to say 5% (a more likely number in my opinion) this pension's unfunded liability will about double for $3.6 Billion to somewhere around $6 Billion.  Now where is that money going to come from since the city's annual budget is a fraction of that?  I say unless we do something to reduce the absurd payout and the ridicules retirement age of public employees of 55, the rank and file will be left with no pension whatever. Some tough decisions need to be made at the State, County and City levels by those that we put in charge.  Frankly, in Phoenix, we have seen total irresponsibility so I do not hold out much hope that they will do anything come this fall. I suggest that the Police and Firemen's unions wake up to the reality and stop demanding more of everything and get realistic about the problem their members are facing.

PC And Radio Talk Show Host Clair VAN Steenwyk in response to LD22PC Tom Platts question: I would like to ask all of Arizona’s Republican US congressmen and women through the Republican Briefs if they plan to vote yes on any federal healthcare plan, where in the constitution does it give the Federal Government authority to be involved with healthcare…..except for repealing the entire Obamacare law? Can they or a representative from their office, through the Republican Briefs, explain to their constituents where the authority originates in the constitution? 6-30-17 Briefs

      GENERAL WELFARE CLAUSE. Article I, section 8 of the U. S. Constitution grants Congress the power to "lay and collect Taxes, Duties, Imposts, and Excises, to pay the Debts and provide for the common defense and general Welfare of the United States." Keeping in mind that the US Constitution lays out very clearly the limited enumerated powers as stated and all others fall under the States Sovereign Rights, therefore I believe once again those in DC both Elected and Non-Elected Bureaucrats, Lobbyists and others use the General Welfare Clause to Increase their reach into the States and thereby limit the Freedoms of those they’re supposed to be serving, as is also the case in Education, Commerce, Etc. The Supreme Court has ruled on this issue twice both limiting and expanding the authority, therefore for me and many I know the Original Intent is where we lay our Faith, as over the years the courts have proven to be even more political than Congress. General Welfare Clause to Increase their reach into the States and thereby limit the Freedoms of those they’re supposed to be serving, as is also the case in Education, Commerce, Etc., however they're​ now ​using the Commerce Clause rather than the Welfare Clause as the way to increase spending and increase our taxes, once again thanks to the US Supreme Court ​ and our power hungry Incumbents. ​

On Friday, Congressional Western Caucus Chairman Paul Gosar (AZ-04) and Western Caucus Member Andy Biggs (AZ-05) led a letter signed by 17 Members of Congress providing comments on the 27 national monuments currently under review by Secretary of the Interior Ryan Zinke. “It speaks volumes that of the 27 monuments and 773.8 million acres currently under review, 14 monuments and more than 553.4 million acres were designated by the Obama Administration,” said Gosar. “With the stroke of a pen and the blind support of out-of-state extremist groups foaming at the mouth to lock up lands to serve their own agenda, President Obama trampled the will of the people and ignored the wisdom of local stakeholders. I am pleased to have been joined by my colleagues in sending this letter that helps give a voice to those who were often silenced over the last 20 years and provide helpful insight to Secretary Ryan Zinke as he conducts his review.”

      Biggs said, “I am proud to join Chairman Paul Gosar in sending a letter to Interior Secretary Ryan Zinke providing recommendations on the 27 monuments under review per President Trump’s Executive Order 13792. Four of these monuments are in our home state of Arizona. Most people do not realize that west of the Mississippi, there is very little private property ownership; most of the land is instead owned by the federal and state government. The Obama Administration compounded this problem by expanding the scope of the 1906 Antiquities Act, which led to massive land grabs and wrested millions of dollars in economic activity from western states. The 1906 Antiquities Act has also become the catalyst for radical environmentalist groups seeking to prevent Americans from having access to the nation’s natural resources.
