Editor’s Note: Please keep opinion pieces to 400 words.

Yavapai County PC Rick Hennessey: Jim Dutton had some good points! 9-3-17 Briefs But nowhere in the bylaws does it say that you need 2/3 of the vote to remove the Chairman. All you need is 50 plus 1 to remove any Executive officer including the Chairman.

Editor’s Note: AZGOP Bylaws can be downloaded at Arizona_Republican_Party_Bylaws. Special Meetings:’ (Article III, Section C) and (Article IV— OFFICERS, Section D.) Removal of Officers are posted below to help alleviate some of the confusion.ft

Article III, Section C. Special Meeting

Special meetings may be held at any time.

1. A written call issued by the state chairman, or signed by 20% or more of the members of the state committee representing at least nine counties, or signed by 40% of the voting members of the executive committee; and

2. Written notice of the call containing the information herein required being mailed to every member of the state committee by the secretary at least ten days before the meeting.

The call and notice must contain the time and place of the special meeting and the object or objects thereof. Any call must be delivered to the secretary at least thirty days before the date of the proposed meeting. In the event of a call issued by members of the state committee or of the executive committee, the secretary shall immediately notify each person or group who may be threatened by the object of the meeting and give them ten days to inspect the call and challenge any questionable signatures. If at the expiration of such time, the required number of qualified signer’s remains, the secretary shall mail the notice of the notice of the call.

No business other than that stated in the notice of call shall be transacted at a special meeting.

D. Quorum

One third of the members of the state committee must be present in person or by proxy and representing at least eight counties in order to constitute a quorum for any meeting. If a quorum shall fail to attend at the time and place fixed for any meeting, a majority present in person or by proxy may adjourn the meeting from time to time without notice other than an announcement at the meeting until a quorum shall be present, at which time any business may be transacted at the original meeting.

E. Proxies

At all meetings of the state committee, members shall be entitled to vote in person or by proxy given to a qualified Republican elector of the county, congressional district, and in counties of 500,000 or more population, legislative district where member resides. Every proxy shall be attested by a notary public or two witnesses other than the principals. A proxy shall be in effect for only the meeting for which it is given. A proxy shall be in substantially the same form as at the Appendix.

F. Manner of Voting

In every ballot the votes shall be counted individually. A roll call vote shall be taken on the demand of 10% of the members present in person or by proxy. No voting by unit rule shall be permitted. On any vote utilizing a written ballot, the resulting vote count (Teller’s Report) shall be read to attendees and included in all copies of the minutes.

Article IV— OFFICERS, Section D. Removal of Officers

An elective officer of the state committee may be removed at any time by a vote to that effect by the membership of the state committee, but an elective officer may not be removed at a special meeting unless his/her proposed removal is set forth in the notice of the call of the meeting as one of the items of business of such meeting. Appointive officers shall serve subject to the pleasure of the state chairman.

LD18 PC Mike Bertocchi: I find that those who wish to quit before the battle has been fought are the same ones who talk a lot; then complain that too much is expected of them. I voted for Jim O'Conner when he ran for the same office as John Lines and lost.  Maybe he should get up and try again.  The attitude that you keep trying until you win is the attitude that was normal when this country was founded.  Please don't call me and cry that they are all wanting to remove their names from the petition.  First of all, who are "THEY" and why are you taking what "They" say as the only path in this uprising?  What about those who signed the constitution even when they knew retaliation was sure to come their way.  That was real courage against real retaliation.

I also heard that those who sign the petition would be black-balled.  Really, what is it they are going to do to black ball you?  Are you not going to be allowed to get signatures for candidate's petitions or are you not going to be able to walk you district and pass out literature or maybe they are not going to allow you to vote for the establishment candidate. How about you’re not going to allowed to put candidate signs in your yard?  Some have even called for us to join another party. Let’s wait until we see what happens.  Stay in the party as a precinct committee person but don't vote or show up at meetings and see how far they get without a quorum. Stand your grounds, If we don't make it this time we have another chance in February. I have doubts that Gabby Mercer was involved in this letter to quit.  She has never stuck me as a quitter. I am most concerned with the smear campaign against Marianne Ferrari.  At least she did something besides complain. Go ahead and reply to me.  If I think your reply is worthless I will delete it. Contact: mbertocchi@cox.net

LD13 PC John Powelson: It is my belief that Joe Arpaio does not need any further remediation of his offense to the court. As I read Effects of a Presidential Pardon, no crime has been committed as a result of the pardon which has undone all that was done.

Brian Reilly, Former LD22 PC: Arizona State Senator Bob Thorpe wrote: “He [John McCain] also seems to have ignored the fact that Arpaio was convicted for merely following state and federal laws when he turned illegal immigrants over to federal officials.” 9-3-17-Briefs In my opinion, had Sheriff Arpaio and his troops followed the U.S. Constitution, especially the 4th and 14th Amendments, Arpaio would not have faced civil contempt hearings and a criminal contempt trial verdict of “guilty”. It is my opinion that any conservative who supports and defends the U.S. Constitution and considers Sheriff Arpaio’s actions in light of the 4th and 14th Amendments, would be hard pressed to support his actions. I would also suggest that President Trump was uninformed when he offered his friend and political supporter, a pardon.

LD23 Liz James: I think "Briefs" replies should be restricted to "legal" PCs and not "former" PCs as with Brian Reilly and his essay’s regarding Sheriff Arpaio's pardon by President Trump.
