Arizona Town Crier Jim Ely: In reference to the upcoming ExComm meeting, at one ExComm meeting years ago the issue of not being sent an agenda came up.  According to this agenda nothing much has changed.   We note by the agenda the committee is to receive Reports from the national committee, county chairs, the state chair, and the state executive director.  We still see that there are no issues, plans, nor problems to be researched or discussed.  I wonder why the autocratic bylaws state, “The executive committee shall approve the annual budget and review and counsel the state chairman on all programs relating to the state party. The executive committee shall meet at least three times each year” We wonder why Mr.(Tim) Siefert found it necessary to say, “ Please note that the LD chairmen are non-voting members of the Executive Committee” especially when there doesn’t appear to be any agenda items to be researched, discussed or voted on. So being, just how many of the LD chairs will show up to be ignored! Oh, but wow!  You gonna get free Bar-B-Q!!  And just think, how many attendees are going to drive hours and spend the nights in Yuma for that?

PC Mark Lewis: Dear energy leaders, California is dumping cheap power on the grid, below market costs. It is damaging the coal and nuclear baseload markets in the west. This is the real reason NGS is closing. If you make the case for more hydropower energy storage projects, you can use the excess power in the grid and shift loads until summer. (like CAP does with Water in lake Pleasant) You can also make the case that energy storage in California should be mandated so they don’t artificially disrupt the power grid in AZ with below averages prices. When you subsidize excess power on the grid you destroy coal, gas and nuclear base load economics. And you don’t have the money for the clean up after the fact. So the solution is to build massive pumped hydro power reservoirs and require California to do battery storage. The dams above AZ are full and we are spilling excess water. This is a case for more dams to store water and power in the west. How-California-Utilities-Are-Managing-Excess-Solar-Power ‘Virtual power plants’ would store renewable energy in batteries by day and redistribute it when demand surges after sunset

Maricopa County Air Quality Department (MCAQD) encourages commercial property owners and residents to be aware of the potential health impacts caused by dust from weed removal. A permit from MCAQD is required when removing weeds by mechanized equipment (disking, blading or scraping) if this activity disturbs more than 1/10 of an acre. If the weeds are removed with a mower, weed eater or hand tool, a permit is not required. Regardless of how weeds are removed, if the surface is disturbed during removal, it must be re-stabilized to prevent airborne dust that could become an air quality concern. Maintain a soil crust by applying water or other form or soil stabilizer. Rock or asphalt millings are another option. More at 602-506-5102 or

Arizona’s Department of State has joined the growing list of employers granted the designation of Arizona Veteran Supportive Employer (AVSE).  Secretary of State Michele Reagan initiated the process to become a part of the Arizona Roadmap to Veteran Employment in 2016.  The Roadmap is a statewide plan that engages public and private sector organizations with a goal of connecting service members, veterans and their families to employment opportunities, training & resources.  This effort is funded in part by the Governor’s Office of Youth, Faith and Family. Goldwater External Affairs Director Jenna Bentley: HB 2477- Protecting Citizen’s Rights and Stopping Civil Asset Forfeiture Abuse -- Last week the Arizona House of Representatives took an important step toward protecting the due process rights of all Arizonans. Regardless of political affiliation, most agree that Arizona’s civil asset forfeiture laws are in need of greater oversight and accountability. These laws, which were initially passed to crack down on drug cartels and dealers, are now broadly used against everyday citizens. In fact, under Arizona’s current statutes an individual’s property can be legally taken without that individual ever being charged with, let alone convicted of, a crime. For most people, a cumbersome and costly legal process inhibits their ability to ever get their property back. To make matters worse, those with the means to successfully challenge a seizure are still not entitled to recoup legal expenses even when the agency was proven to be at fault.Fortunately, an important reform measure has unanimously passed the Arizona House of Representatives. HB2477 would make the following changes to current law:

   · Raises the burden of proof required of law enforcement in a forfeiture proceeding from a “preponderance of the evidence” (a mere 50.1%) to “clear and convincing,” the second highest standard of proof in the law;

    · Makes claimants eligible to recover attorney fees.  Currently claimants not only can’t recover legal fees but must pay the government’s attorney fees;

    · Creates third party accountability for the expenditure of forfeiture dollars;

    · Requires substantial reporting to make the type, value, and nature of forfeitures transparent to the public and policy makers – including when forfeitures don’t result in a criminal conviction;

    · Prohibits law enforcement from circumventing state law protections by turning over forfeiture cases under a certain dollar value to the federal government.

Thanks to the leadership of Representative Eddie Farnsworth and a bipartisan coalition of lawmakers, Arizona is on the path to make important reforms to civil asset forfeiture laws and curb future abuses.

Republican Sportsmen will be interested to know that the Arizona Game and Fish Department (AZGFD) recently investigated a fish die-off of thousands of threadfin shad at Apache Lake in the Tonto National Forest. AZGFD collected water samples on Tues, Feb. 28 and determined the die-off was caused by a golden alga bloom largely restricted to the riverine portion of Apache below Roosevelt Lake. Golden alga is not harmful to humans, and therefore Apache Lake remains safe for water activities, including fishing. “Golden alga thrives on elevated salinity associated with drought conditions,” said Marc Dahlberg, Water Quality Manager at AZGFD. “Therefore, recent heavy rains will hopefully knock down salinity levels and help control golden alga blooms.” At this point, AZGFD believes the fish kill has been restricted to threadfin shad and a few gizzard shad, both of which are highly sensitive to the toxin produced by golden alga.The last such fish die-off in this region occurred in 2007, also in upper Apache Lake. However, there were significant fish kills caused by golden alga in Saguaro, Canyon and Apache during the early-to-mid 2000s that affected all fish species. Fisheries biologists for the Department will continue monitoring water quality and fish health on all Salt River-chain lakes.

Congresswoman Martha McSally following statement on the Naval Criminal Investigation Service’s investigation into reports that some Marines used a private Facebook page to distribute nude photos of female Marines. “The recent report of the degradation of female Marines is deeply disturbing. Congressman Andy Biggs: Today, President Donald Trump signed a new executive order, aimed at preventing potential terrorists from entering the United States, by issuing a 90-day travel ban for individuals from now only six nations: Syria, Iran, Somalia, Sudan, Yemen, and Libya. Iraq was included in the previously-issued executive travel order but was removed after the Iraqi government committed to share additional intelligence with the United States. The order, which begins on March 16, 2017, does not invalidate current visas approved and does not explicitly apply to existing lawful permanent residents and green card holders.  Biggs released the following statement: “I commend the White House for its continued effort to strengthen and control our immigrant vetting system. President Trump understands the reality of the evolving danger this country faces and the necessity to protect the safety of all Americans. I stand with him, support his administration in these endeavors, and appreciate the clarity and conviction of this revised order.”

LD8 Rep David Cook: As a father, husband, rancher, and conservative rural legislator I know the number one educational issue facing the residents of Arizona’s outlying counties is access to and availability of quality educational options. For those of us in rural Arizona, while multiple choices would be wonderful, our number one priority is access to any sort of option at all. That’s why I support Governor Ducey’s proposal to invest in expanding full day kindergarten for Arizona’s neediest families.  This idea is about providing opportunity for all, developing a base of young readers, and investing first where new resources are needed the most. Many school districts, especially those in our rural counties, do not have the economies of scale to make full day kindergarten an option for every family. Yet, research shows there is no investment that has more impact or better prepares students to read by third grade than full day kindergarten. As state leaders we must to work hard to eliminate bureaucracy and invest directly into the classroom, focusing on what we know truly helps students learn and positions children for success. Governor Ducey’s vision of expanding full day kindergarten and investing in early childhood literacy is right on track!
