­ State Senator Steve Montenegro has filed his campaign paperwork for the 2018 Republican nomination for Secretary of State. “It has been the honor of my life to serve Arizona, but it’s time to take on a new and important challenge. It’s time to run our state’s elections efficiently. Unfortunately it¹s become clear that the current officeholder is not up to the job. Under her leadership, countless mistakes have been made that have led to erosion in the public¹s faith in our election system. We need a Secretary of State who respects Arizona¹s taxpayers. Our current Secretary of State has wasted millions of taxpayer’s dollars on everything from misprinted ballots to a boondoggle campaign finance website that is overdue and over budget. The citizens of Arizona deserve better and that’s why I’ve made the decision to run for Secretary of State,” said Montenegro.

     He is a principled conservative who has been regularly recognized as a Champion of the Taxpayer by Americans for Prosperity. Montenegro led the effort to pass the largest tax cuts in Arizona history and also played a key role in digging the state out of one of the worst deficits in the nation. He also has been a committed advocate for increasing transparency in government and sponsored legislation that allows Arizona taxpayers to see how their tax-dollars are spent. While serving in the Arizona Legislature, Montenegro has earned top grades from pro-family, pro-life, pro-taxpayer, and pro-Constitution groups.

     Montenegro and his wife Melissa have one daughter and live in Goodyear. He was previously an assistant teacher at Arizona Charter Academy and Superior School in Surprise. He is a Minister at Surprise Apostolic Church and works for Congressman Trent Franks as a District Representative. He is a Magna Cum Laude graduate of Arizona State University with a Bachelor of Science in Political Science and also holds an Associate of Arts in Theology. He has served on the advisory boards for GOPAC, Arizona Charter Academy and the RSLC Future Majority Project. And he is currently a trustee of Arizona Christian University.

LD23 PC Lynn Breyer: Subject: LD23 Party - Here we go again! I don't know what Boe James would do if he wasn't busy complaining, but it's time, past time, to stop the meshagaas (noun, Slang. 1.foolishness; insanity; senselessness.). The LD23 Christmas party was both fabulous and at a beautiful location. People sat on the well furnished patio enjoying conversation, the beverage of their choice and a huge fireplace in downtown Scottsdale along the waterfront.Others enjoyed several rooms beautifully appointed with designer decor.There was more food than the 100 or so hungry people could eat, several deserts and adult beverages for all who wanted them. All for a mere $25 pp. What a deal! Boe, poor thing, is conflating the LD23 party with the MCRC Lincoln dinner in downtown Phoenix. That is the one where no one got any food, left mad and hungry (we went out to dinner afterward with other PCs) and paid $60 to listen to justified complaints. Perhaps Boe should get better "sources" or maybe just attend and report first hand. Follow Judy's lead and just show up and enjoy the camaraderie! Last spring, people had so much fun at the pancake breakfast, they clamored to have one again. Thanks, LD23, for happy times!

Former West Valley Senator Jack Harper: Do you know someone in the West Valley that would like to sit on the local "military draft board?" I am going to serve on a board coming up for the Selective Service System.  This is the military draft system, if the country ever goes to war.  The local board that I am trying to be appointed to, would be the first group that decides if a local college student should get a deferment from being drafted, so they could finish college.  The USA has not had a draft since 1970.The boards are supposed to stay ethnically diverse so I am trying to recruit the last position.  The population in the district for the board is 30% "Hispanic" according to the federal government, and there is not a Latino on this board.  I make the third Caucasian and there is also a Native American.  (Other ethnicities are also welcome, but the last appointment will likely be saved for a Latino.)  I am not familiar with the district boundaries, yet.  The person does not have to be a veteran, but veterans usually are more interested in being on these boards.  They have to be registered with the Selective Service.  The person cannot be a felon, a police officer, retired military, currently in the military, or work for the prosecutor's office.  The SSS is looking for people that are objective.  The country needs your help to maintain readiness.  Go to this link for more information:https://www.sss.gov/Volunteers/Board-Member-Program  Thank you.

Arizona Town Crier Jim Ehl: In reviewing the outdated, autocratic and ignored AZ GOP bylaws, there are six appointed chairs listed. The list of officers includes, the National Committeeman Woman and Man as well as the legal counsel, but not the committee chairs or appointments deemed necessary by the state chair. Does anyone know of the names of appointed committee chairs. Should the ‘appointed’ chairs be approved by the ExCom or let the autocracy prevail?  The finance committee is supposed to have a representative from each county - who str the finance committee reps??  Who is the Education rep for your county?  That brings us to the bylaws committee.  Information about this committee has been fuzzy. AZGOP Chairman Jonathan Lines appointed Kathie Pertsas to chair a Bylaws Update Committee.  We were told by Petsas that each county chair was to select a representative to that committee.  So far we have identified three members.  And, we don’t see any meeting scheduled for the committee.  We understand that the committee members are to submit recommended changes or updates to Petsas; those recommendations that she approves of will become recommended changes to the bylaws.  It’s not likely that many state chairs want to give up the autocracy and lack of accountability that the current bylaws affords them. It been so for over 20 years of bylaws that we read.  As evidenced in the past, about half or the county chair are too laid back to want to get involved in state party politics, only to be BMOC in their county. If Lines is serious about updating the AZ GOP bylaws, he could cancel his nomination of Petsas, appoint the 15 county chairs to a bylaws committee, schedule a meeting, let them appoint their own chair, and hammer out a updated bylaws to be presented at the Mandatory meeting, with copies provided to the membership before the meeting for their purview. It’s your political party, get active!!

It's a tough scorecard, because we expect results, and we grade your elected officials on missed opportunities. So far in 2017, there have been a few small positive reforms, and our Legislators are working hard. But there has been no progress on pro-growth tax reform, and the Senate President has blocked the Truth in Spending budget transparency bill in the Senate Rules Committee.  The single biggest thing Governor Ducey and your Legislators can do to improve their scores (and more importantly, help the children and economy of Arizona) is to create universal Empowerment Scholarship Accounts (ESAs) that will use parental choice to improve the quality of education offered to our students, including students at our low-performing district schools. According to the Urban Institute, Arizona has the 13th best student performance in the country, when adjusting for demographic factors. But that is a very low bar. We can do better and we must do better -- for ALL of our children. Please help Arizona kids get into great schools by supporting school choice. Arizona Department of Transportation maintenance crews remain busy with pavement repairs along northern Arizona highways following an active winter storm season. During the week of April 3-7, crews are scheduled to add a new layer of asphalt to smooth rough sections I-40 in the Parks area between Flagstaff and Williams. Asphalt overlays also will continue on State Route 89A in Oak Creek Canyon. Potholes in the pavement can pop up quickly when moisture seeps into and below asphalt. In northern Arizona, the situation is often exasperated by the combination of freezing overnight temperatures and daytime thawing. The Flagstaff area usually experiences more than 200 daily freeze-thaw cycles each year. Under the pounding of heavy traffic, the stressed pavement can break away. ADOT also has two projects scheduled later this year along I-40 between Flagstaff and Williams to add a new layer of pavement in both directions.

The Freedom Coalition announces the April 1 "National Timeout Day" to free political prisoners in the US. The freedom coalition is a nationwide group of professionals and average Americans who have united to call for the release of many people who are currently in prison or who have been victimized by federal bureaucracies for violating unlawful regulations and rules that have not been passed by congress. The original open letter to President Trump, Congress, the Attorney General, and other authorities, along with the list of Coalition members, which include congressmen, Judge Andrew Napolitano, and others, may be found on the Coalition website. NTD is a day when all politicians, the media, and all Americans stop talking about Russia, Health Care, Wiretapping, Tax Returns, Immigration, or which leader is lying, and focus on one issue; returning jailed innocent Americans to their families!"  An example is: Sam Girod, an Amish farmer in Kentucky, who has been fending off the FDA for five years. He was recently arrested and now sits in a federal prison. What was his crime? Girod actually made a healing salve out of Chickweed and shared it with people in need. For The Second Straight Year, the Arizona Game and Fish Department’s Outdoor Expo – the state’s largest free outdoor expo – has set an all-time attendance record. The event, presented by Shikar Safari Club International, drew 46,600 visitors over the March 25-26 weekend at the Ben Avery Shooting Facility in Phoenix. That shattered the previous two-day weekend record of 41,100, set in 2016. A “Youth Day” experience also was offered March 24 that attracted 1,800 students, teachers and chaperones, bringing this year’s three-day total to a record 48,400. The previous record was 48,000 in 2015. “We’re not aware of any other event of this scale that combines conservation, recreation and industry into such a welcoming environment for the public,” said Scott Lavin, the department’s wildlife recreation branch chief. “This is where people can find plenty of hands-on activities, test and purchase the latest equipment and products, and connect with social organizations that can provide countless ‘next step’ experiences to support their outdoor passions.” Next year’s expo is scheduled for March 24-25, 2018, at the Ben Avery Shooting Facility. Congressman Andy Biggs: As most of you are aware, Congress continues to debate the best options for repealing and replacing Obamacare. I am working with fellow colleagues to find a path to keep our promise to repeal Obamacare, and the opinion pieces (below) explain my thoughts on this process. Efforts to repeal Obamacare are ongoing, and many of my colleagues are willing to forgo the April district work period to stay in DC in order to resolve this issue. I, too, am willing to stay as long as the discussions lead toward a solution that keeps faith with the American people. You can be assured that my work on health care reform in the House of Representatives is far from over.

Sen. Flake joined Sen. McCain this week to introduce legislation that would reauthorize the State Criminal Alien Assistance Program (SCAAP). The SCAAP program provides reimbursements for state, local, and tribal governments to offset the costs of incarceration for certain undocumented criminal aliens. The bill would amend the Immigration and Nationality Act (INA) to reauthorize SCAAP through FY2021 and clarify the definition of “criminal alien” under federal law. It would also correct the reimbursement payment loophole by directing the Department of Justice (DOJ) to reimburse state, local, and tribal law enforcement for the incarceration costs of criminal aliens whose immigration status cannot be verified by the Department of Homeland Security (DHS).  “Arizona shouldn’t pay the price for the federal government’s failure to secure the border,” said Flake. “SCAAP is a critical funding tool that helps border states cover the costs associated with immigration enforcement. This bill will ensure that the federal government keeps up its end of the bargain so that local law enforcement agencies can continue to keep our communities safe.” Flake also introduced the Border Landowner and Lessee Consultation Act, legislation that establishes mechanisms for effective consultation between U.S. Customs and Border Protection (CBP) and Arizona's border landowner community. Lack of effective communication and consultation is a frequent point of tension between local stakeholders and CBP. This bill seeks to improve that relationship by requiring CBP to consult with border landowners before undertaking any operations that affect privately owned real property along the border. full text of the bills here and here. Congressman Andy Biggs: As your Congressman, I am pleased to announce the 2017 U.S. Service Academy Conference for Arizona’s Fifth Congressional District.  This event is open to all high school students in the District and is designed to inform them and their families about the educational opportunities available through the U.S. Military Academy (USMA), the U.S. Naval Academy (USNA), the U.S. Air Force Academy (USAF), and the U.S. Merchant Marine Academy (USMMA). Students will also be able to request an application packet at the conference.The conference will be held on Saturday, April 22, 2017, from 10:00 a.m. to 12:00 pm in the auditorium of Williams Field High School, which is located at 2076 South Higley Road, Gilbert, Arizona 85259. Representatives from each U.S. Military Service Academy will be present to answer questions pertaining to their respective academy. Graduates from each academy will also be present to highlight the benefits of attendance.  As I am sure you know, earning a nomination to a service academy is a great privilege and honor. Each school within the District is allowed to submit a maximum of 15 matted entries (no frames), and one entry per student. US Senate candidate Kelli Ward: This week America saw Attorney General Jeff Sessions stand up for conservative principles by condemning sanctuary cities. But the fight is far from over. Already, major liberal cities are speaking out because their age of coddling has ended. Yes, their federal funding is being cut but they have chosen to ignore federal immigration laws. That's right, they are ignoring federal immigration laws - sacrificing your safety for their liberal agenda. Your family and neighbors deserve to live in a country where you feel safe. Sanctuary cities waste thousands of hard-earned taxpayer money on welfare handouts and free healthcare for illegal aliens.
